La Plaine man charged in connection with one of the double homicides in Roseau

Scott Hazel, a 27-year-old La Plaine man, is now remanded into custody at the Dominica State Prison following a charge of murder preferred against him by the police.

Hazel appeared before the Roseau Magistrate Court on October 9, 2023, where the charge was read to him. It is alleged that on September 23, 2023, at the Garage Bar and Grill on Hanover Street, Roseau, the accused man did murder 23-year-old Jeremy Tyler Simeon, also known as Jamie, of Silver Lake.

At the hearing, Hazel was not required to enter a plea since the matter is an indictable offense expected to be tried at the High Court before a Judge and jury. The La Plaine man who is represented by attorney-at-law Julien Prevost and Joshua Francis will return to court on March 1, 2024, for the start of his Preliminary Inquiry.

One week prior to his court appearance, the 27-year-old voluntarily surrendered to the police after a week-long pursuit. On the night of September 23, 2023, at approximately 1:50 a.m., Dominica recorded a double homicide. Allegedly, Simeon murdered 24-year-old Tyrone Mitchell, of Campbell, and shortly thereafter, Hazel is accused of shooting and killing Simeon.

Consequently, a Silver Lake woman became the first person to face charges related to the shooting deaths. Esther Belleau was granted bail in the amount of $75,000.00 in September, following a police charge of “accessory to murder after the fact.”
The police allege that Belleau knowing that Simeon murdered Mitchel did assist Simeon to dispose of a black Kel-Tec 9mm pistol to hinder his apprehension.

During the Court hearing, the accused was not required to enter a plea since the charge is an indictable offense. Belleau had previously been granted a $50,000.00 station bail which expired on the date of her appearance at Court. As a result, her Defense Counsel Joshua Francis put forward a bail application to the Court pursuant to section 6 of the Bail Act which was granted by presiding Magistrate Michael Laudat.

    Dno are you sure this young man is represented by Joshua Francis because another news article didn’t say that. just making sure

      So DNO you just have “sources” -and I’m quoting you here- sending you information as opposed to paying an actual reporter to go out and cover the court? How do you know that your “source at the court at the time“ didn’t get the information incorrect?

    He from La plain so where did he get the gun from? So you mean that guns are all over Dominica? Murders will occur because these thugs have no idea what a gun is for. Besides, when you have nothing to lose another person’s life means nothing to you. If he does not get 30 years minimum in jail; then the judges are to be blamed for all these lost of lives. So, jail this Manicou and give me the keys. You see he looks like a Manicou shielding light from his eyes? But what kind of parents made this creature? It’s time to make the parents of these criminals 15% liable for their crimes. And if they are still living at home with mom or dad, or both; parents should be 25% liable for their crimes. Then you will see how safe Dominica will be. When mommy has to cry daily to her son to “please, don’t put mommy in any trouble – you know how sick mommy is mommy cannot go to jail with you.” Daddy crying the same crocodile tears. Son must behave his darn self. So make the parents partly liable.

      Share the jail term half, half if they live with their parents. If the term given is 30 years, the individual who committed the crime gets 15 years and the parents get 15years. See if those negligence parents won’t take heed and be more responsible of their youths.
