Motley responds to criticism that she “poached” Ross from Dominica

Mia Motley has come under fire by her own Barbadian people and those across the region for “poaching” Ross University from Dominica.
One of her outspoken critics has been Herbert Volney former supreme court justice of Trinidad who has Dominican and St. Lucian parentage. Seeking to stop the move, Volney has sent a public letter to Caricom asking for intervention in the matter of Ross University moving to Barbados following the aftermath of Hurricane Maria.
However, Motley has pushed back and has issued a response to her critics. Her full statement is provided below:
STATEMENT BY THE HON. MIA AMOR MOTTLEY, QC, MP
ON THE ROSS UNIVERSITY SCHOOL OF MEDICINE RELOCATING TO BARBADOS

Good afternoon. I am a bit disappointed that some Barbadians and others across the region appear duped by the attempt by a few who have sought to create discord and confusion over the decision of Adtalem Global Education to locate one of its institutions, Ross University School of Medicine School to Barbados.I am not qualified to speak for or on behalf of Ross, but what I can say is that the hands of the Barbados Government are clean in this matter.

Let me make it absolutely clear. Barbados came into the picture, only when, for Ross University, returning to Dominica for the start of the January semester in 2019, was not an option. This is not and has never been a case of poaching or enticing anyone away from Dominica.

Let me give you the facts.

The Government of Barbados was first approached on this matter on May 31st, 2018 within a week of forming the Government.

In our first conference call the following day on June 1st, I sought to have a number of matters clarified. My first response was to enquire of the state of recovery and rehabilitation in Dominica and whether there was anything sister islands in the Caribbean, like Barbados, could do to fast track the process of rehabilitation in Dominica.

It must be known and understood by all concerned that Ross University had not actually been operational in Dominica since the passage of Hurricane Maria and indeed, the student and faculty bodies were temporarily relocated to two separate countries since last year, namely St. Kitts and Tennessee. That situation will continue I am told, into the next semester.

The question for Ross therefore was how soon could and would the situation be regularised to the extent of housing all students and the operation of the University, if not under one roof, surely on one island. Indeed, as they expressed it – how could they meet the expectations of all their stakeholders – their students, the parents and faculty – and then their shareholders, as a publicly traded company.

We enquired of Ross as I said, whether all options and scenarios had been explored and fully exhausted.  We spoke with officials of the Dominican Government who were still hopeful of a return of the school, but who conceded that a January start-up was highly unlikely given their circumstances.

It was only after Dominica was ruled out for the January start-up of classes and when attention had turned to at least two other potential locations in the region, two sister Caribbean islands, that Barbados then embraced the idea of making itself available as a possible site for relocation. It should also be noted that Adtalem Global Education has extensive operations all over the world and not just in the Caribbean. Hence their choices have always been not just the Caribbean region.

In all our discussions with Ross, it was stressed, ad nauseam, the impact the move would have on Dominica and the Dominican economy and the clear need to mitigate any fall out.

I am aware of direct ongoing discussions between Ross and the Dominican Government and I am assured by all parties concerned that there could and would be an amicable resolution of this matter. We look forward to this.

Let me stress that the relationship between Barbados and Dominica is strong. Our Governments work closely together and my relationship with Prime Minister Skerrit is very good.

Indeed, Prime Minister Skerrit was the first leader with whom I met on becoming Prime Minister of Barbados. Prime Minister Skerrit is on my Whatsapp. Our relationship therefore is not only fraternal, it is personal. Therefore, for anyone to suggest that I would knowingly or deliberately set out to hurt, harm or undermine the interests of Dominica, Dominicans, their Government or their leader, simply do not know or understand Mia Amor Mottley.

I am committed to partnering with Dominica in all of its recovery efforts. I said this before assuming office and I repeated this in many of my speeches since coming to Government.

I repeat – Barbados embraced the idea of housing Ross University only when and after it was determined that a return to Dominica was not an option at this time.

For anyone in the region to suggest otherwise is at best, ignorant of the facts and at worst, downright malicious.

I am not at liberty to divulge the nature and focus of discussions currently taking place between Dominica and Ross, but I can say to all concerned that I have certainly made my views known on what can be done to ease the pain of the loss to Dominica of this enterprise.

I believe also that over and beyond the issue of Ross and Dominica and Ross and Barbados, there is the bigger question of how we treat as a region to these mega entities and their interests in investing in our Community.

That is why we will shortly have before us as Ministers of Finance and thereafter as Heads of Government, the consideration of a Common Community Investment Policy and Investment Code.

I firmly believe that we can achieve so much more if we cooperate as a region in these matters.

Barbados will remain committed to ensuring that we will continue to help our brothers and sisters in Dominica as we have done as a Nation after each of the storms and hurricanes in recent years.

We have made it clear that we will welcome with open arms any persons on faculty from Dominica and any students who come on scholarship to Ross from Dominica.

We ourselves as a Government, will offer scholarships at the Barbados Community College and the Samuel Jackman Prescod Institute to Dominicans so that they may have as many people working ultimately to rebuild Dominica with as many skills as possible as they can.

I hope my friends, that this statement provides the clear factual matrix.

    Mia Motley is trying to make excuses for her poaching Ross University from Dominica. Mia will make EC 2 Billion from this transfer of business to Barbados each and every year, and she will use it as a launch pad to acquire more of Adtalem Global Educations business all over the world. barbados will become a competitive seat of learning to high cost USA, with potentially billions accruing to Barbados’s economy from this asset.

    This is what clever people do to enrich their country. We can all learn from this. Talk is cheap, Action speaks louder than words.

    Never under estimate a woman, and what she can do, if given half a chance.m Maybe we need more women in politics and business. Our men are too lazy drinking and sleeping at the wheel.

    Money has no emotions..and Ross were looking for other opportunities when they had open a campus in the Bahamas of where land was on lease to build a campus. It was closed due to all ducks not being in a row with accreditation. A campus fully stripped left with empty shells..landlords left with debts as well. Employees let go. Their was rejoicing..but now life has become full circle.

    none of all what i have read makes no sense, it has not answered why ross has left our shores.

    i know that barbados has more access but are they able to house all these students as soon as possible as it was easier to settle in Dominica.

    There’s a concept very few in Dominica understand – business. Who cares if she ‘poached’ Ross from Dominica. Her country offers more for the university, has infrastructure, and of course it’s easier for students to get to and from.

    That is outright ridiculous, and un-call-for; and makes absolutely no sense whatsoever!

    I am sure Mia did not seek out the people who owns Ross Medical School and coerce them to leave Dominica. Every country in the Caribbean are open for investments; foreign investments. The country with the best opportunities for business  usually attract investors.

    Dominica is a backward place, where we are in the twenty-first century, yet Skerrit promotes poverety and backwardness. All of Ross students are from North America, Europe and elsewhere, it is dillicult tofly to Dominica Rather than Roosevelt build an International Airport which are among the others which posses a problem to Ross and the student,he blew half of a billion dollars his swamp at Melville,

    Note: CARICOM cannot do squat about Ross or any other company…

      In reality CARICOM cannot do anything about Ross leaving Dominica and moving to Barbados. Business is about money: If the long prevailing conditions in Dominica is a hindrance in the operation of an entity, or institution,if they wish to close shop and leave for greener pastures; they have a right to do so!

      Volney’s letter is insignificant; if he is attempting to force Ross to remain in Dominica, they have already left, and I don’t think the sweet sounding words and  empty promises  of Roosevelt Skerrit could have kept them in Dominica.

      People like progress, and prosperity, they like to operator in places where there  is peace and prosperity; backwardness and useless talk is not an attraction to draw investments into a country!

      Roosevelt is a notorious compulsive liar, who believe all that is need  to run a country is to lie! That works on the stupid Dominicans, but with a foreign investor it will not work!

    I am not going to say whether Prime Mia is is right or wrong but I am taken aback by when I saw the video sent to my inbox with the caption Prime Minister is right.

    With all due repect Prime Minister Mia I have to say that was a good one on other hand you are the Prime Minister of Barbados and not Dominica.
    Citizens of Dominica have every reason to voice their opinion on matters which affect them. As Dominicans we must stop buttering up and worshipping other leaders to appease them. Prime Minister Mia is the Prime Minister of Barbados and not Dominica. Dominicans you have your leaders Prime Minister opposition leader and Party Leader of the Dominica Freedom Party we are not validating them on anything but here were are apologizing for
    miscommunication. Unless the Prime Minister of Barbados is also the Prime Minister of Dominica. Enlighten me here.

    Barbados” new business model will be to poach businesses from our Caricom partners. This seems to be the plan of the new Barbados Labour Party Govt. going forward. So other Caribbean countries better watch out.

      This guy Carson C Cadogan is an ardent member of the now ousted Democratic Labour Party in Barbados. He was the right-hand man of one of the ministers who was badly beaten in the recent election. Mr Cadogan was the head of a Constituency Council formed by the ousted DLP , with a government grant of $1 million, of which no one is able to see what real use was made of it to the benefit of people in the constituency. They were practically ATM for these DLP yard fowls. It is alleged that Mr Cadogan was the recipient of a couple of ZR route taxi permits ,issued to him through the DLP network. He is probably the owner of two brand new Route Taxis( ZR Vans) prior to that he was running around in an old beaten up car. Carson C Cadogan has no genuine interest in the people of Dominica but is here to stir up trouble against the Mottley Administration. A regular social media commentator in Barbados when his government was in power, now he is too ashamed to write anything in Barbados.

    No one should blame the Bajan PM. Ross and the Government of Dominica had a deal, Dominica Government messed up, Ross packed up.. Now Dominicans should ask the government questions about losing the daily bread of the Northern District. The government has failed. Also Mr Dauglas should just resign because everyday he was driving up and down in front Ross. The government should just resign and pack up shop.
    What is going to happen to the business people in Portsmouth n Picard? That’s serious pressssure…. They should start protesting against the government….

    Mia, you do not have to justify a good business decision. The government if Dominica is still living in the 17th century. They could not meet the needs of a 21st century business so they lost it. Tell the Dominica government to go and put thing right in Dominica so they can attract businesses. Dominica needs to modernize its ports, post hast get an international airport, fix its road network, bring ifs telecommunication services up to par with developing countries and entertain the idea of night life. When that happens no other country will be able to woo business out of Dominica

    “Honesty is the best policy” and i was appalled when i heard those fools-berts on Kairi FM blaming and denigrating PM Motley calling her among other things a lair; shocking to say the least; PM Motley stated that it was impossible for the school to commence it’s program by January 2019 having had consultation with the Dominica Government. while the Punjab PhD in a letter read by his Spinners which he wrote to Ross prior to their moving stating that Dominica was ready when he knew it was not, is a blatant lie. Who do you think the Ross CEO is some joker who got a PhD in Punjab and calling themselves “Financial Wizard” they saw right through the JOKER; and the innocent people of Dominica paid the prize; but then again “what did we expect for an empty Bag of Coals but Dust”. Who is the LAIR!!!!!

      Dominica’s economy is also in tatters and is in need of a lot more than money. Mia managed to bring in a university just months after being in office, so I believe she’s off to a good start. Our Prime Minister on the other hand has been in office for almost 20 years and fails to deliver on his promises yet keeps making more during every campaign.

    The prime Minister of Barbados said that Barbados only came into the picture once Adtalem had decided that it would not be possible to get classes back up in Dominica by January 2019. In essence at that point they had already decided to leave Dominica.

    She says that they were approached from the 31st of May. So that is over 2 months now since Adtalem and the government of Barbados at least knew that Ross would be leaving the island.

    So knowing these facts consider that:

    1) There was very little information coming from the government as to the state of negotiations with Adtalem or the future of Ross’s operations in Dominica. It was not even mentioned in the Prime Minister’s address in the budget.

    2) The government, Rep. Ian Douglas in particular, gave the impression that Ross was getting ready to come back to the island and they were in negotiations with the government to get certain things in place.

      Barbados should not be blamed for the inefficiencies of the Dominican government lead by Roosevelt Skerrit! You need to take to the streets for your prime minister who has lacked leadership and caused Ross to leave. He continues to LIE to us on a daily basis. but he could not leave up to their demands. What a SHAME! He did not find it important to attend meetings but sent representatives who are not even part of the administration. Skerrit Must Go!!! Andhe needs to do it NOW!     Ross made a business decision to move and Mia Motely saw an opportunity and jumped on it. I get that that!! What I do not understand is secrecy behind the whole thing. Ross indicated that they were moving back and even after they were briefed on the progress being made for an early return they remained silent. It also isn’t comforting that Mia Motely who claimed to be a very good friend of the PM did all this behind his back. Business is business but I don’t think anyone would appreciate that kind of treatment based on the circumstances. Shame on Ross and Motely for the deception they displayed to Dominica. None the less, we will survive and move on …….

      You got that back to front my friend. Neither Ms. Motley nor Ross are in charge of our government . It was incumbent upon our Prime Minister to keep us informed. and he failed miserably. Only at the last minute, when he knew that the P.M. of Barbados was going to make an announcement at a press conference did Roosevelt Skerrit make an appearance, furtively, from the safety of his office.
      Would Ross have come back to Dominica if Ms. Motley had not found a way to accommodate them? The answer is a solid no! Mr. Skerrit calls himself a friend of Ms.Motley. Some friend!

While he was busy working on his signature legacy issue, Climate Resilience, his inattention to Ross and others left RUSM no choice but to bolt to greener pastures.

    I have said it before and will repeat that Ross DID NOT leave Dominica because of Maria as stated by our government. Maria was the occasion but not the cause. I went to Ross in Miramar Florida to seek the truth and what government is telling us is very far from the truth. As I was told, Ross saw the destruction of Dominica in 1978 followed by the overthrowing of the Patrick John regime and did not leave though at that time their investment was not much and could have easily walked out without suffering financial loss. According to one key source, they knew Dominica did not have an international airport and, apart from the UWP administration that assured them of an international airport no other administration gave them assurance and yet they stayed. They went through many storms and stayed. Again, they did not leave because of Maria or lack of international airport. They left because of PRE Maria agreement that Skerrit told us about but did not give us information. Stay tuned folks

      and if you did they would tell you that Ross is under completely different ownership today than in 1978
      they would also tell you that the founders/original owners of Ross are no longer involved or invested in this new venture.
      The original owners have since developed a competing institution in Saint Kitts.

    Mia Motley I respect you and admire you but what you are saying here isn’t making sense to me at all.i believe you could have done more to persuade Ross to return to Dominica. If you and Mr Skerrit is so close then why didn’t you inform him earlier of Ross plans to leave his island. There must be a better offer from you to Ross why they went to Barbaods. Please come clean to the people of Barbados and Dominica. I smell a goat….

      2) Mia Motley doesn’t have to persuade Ross to do anything, Ross isn’t a 5 year old baby to persuade them to eat their vegetables. Dominica not working for Ross and it is another government responsibility to “Persuade” them to stay with Dominica?
      3) Lets say you want to buy a car and I am offering you ABC and this other seller is offering you ABCDEFG. Which one would you go with? Of course Ross will rather a country with better options for themselves and their students, wouldnt you not?

        Mega Entities do what is best for them. Profit is their main focus. Ross duty is to its students, parents etc. They have to ensure that Students do what they have to do uninterrupted. No one I mean No one could not stop them from moving and going somewhere more beneficial to them. We must stop that attitude that someone owes us and we have an entitlement. Colgate came and left .. this is another Mega Entity and mark you they closed other subsidiaries world wide… Need to read about this around the same time they closed most of the operations of DCP in 2007/2008. These persons look closely at budgets and look forward to favourable variances all the time. So people when wanting to put blame somewhere, you have to be knowledgeable not just speaking on matters that you do not have the know know to speak on. Most of you person the only know you have is political – Labour must go or hatred of the PM. Mia Motley do not be worried … I honestly believe you.

    It’s all business. Guys running the ship from Tatan, Toucary, PaixBush, Viellecase Possie are not sophisticated at all. I’m quite sure it had to do with unsophisticated attitude towards Ross before Maria. Road maintenance in the vicinity, street lighting, esthetics to make Ross feel good were probably addressed with statements like ‘is not gov’t dat have to do dat for Ross’, have you heard the local pal rep speak? Look what happened with Carnival Cruise line. Travel was and is a big deal as they already landed in B’dos, Antigua, then small plane to D’a? They probably thought they could shrug off many things. On crime, there seemed to be a visible disconnect between police and Ross security. I’ve heard a lecturer complain about breakings, theft at their dwellings they were very concerned. There can be crime anywhere but were these things addressed?….you snooze you loose! Among other things this is huge and has to do with the sophistry and business savvy of the gov’t reps.

    Any person with an iota of commonsense knows that Ross University made the decision to vacate Dominica simply because it was not a viable option to operate there any longer. Air access, crumpling infrastructure, antiquated state of the hospital, absence of business and social facilities, all contributed to the transfer to Barbados. Those who are peddling the false narrative that Barbados deliberately lured Ross University away from Dominica to their shores are willfully mischievous, hopelessly ignorant or trying to distract the people’s attention from the gross incompetence of the Skerrit-led mal-administration. Other business entities have also closed shop and depart. Were they enticed to do business elsewhere also? The facts are, the present economical, infrastructural, social and political state of Dominica is not investor friendly. Truth be told, Dominica need a more innovative, enterprising and resourceful government to manage the affairs of the country. Not Mia’s fault!

    This whole thing is a big joke and the sad thing is, Dominicans don’t know and don’t understand the mess Skerrit and the DLP have put Dominica in. If anything the letter from Herbert Volney , a personal friend and legal advisor of Skerrit, should tell us why Skerrit and his government should go now! Clearly for Herbert Volney to send a letter to CARICUM asking for intervention in the matter of Ross University moving to Barbados, is proof that either Volney was not informed, not involved with the negotiation, and feels Dominica is on the losing side. Whichever way one looks at it confirms that Skerrit should go and should have done. Over the few days I told readers on this site the that Ross was pushed out by Skerrit according to my inside source and that lawsuits would soon follow; well Hubert Volney may have given us a clue of things to come as his letter confirms that the divorce of Ross and Dominica is not as amicable as they would want us to believe.     As for me Barbados is an independent island, with their own prime Minister and own vision and therefore Ms. Motley and her government have every right and reason to try to get the best for her people and country especially when she meets with a very weak and unskilled Prime Minister like Roosevelt Skerrit of Dominica, who over the years proved to the world that he in Not a good negotiator and does not care a damn about what is good for Dominica, as long as re remains in office to himself protected. After all Ms. Motley saw how that same Skerrit gave up an international airport to St. Vincent because Dominica “COULD NOT” afford it even without a hospital, now she knows Maria destroyed us and the lazy and corrupt Skerrit led DLP administration is on the giving end, why not get her fair share for Barbados, especially when she knows that three of Skerrits key advisors are from Barbados.     Honorable Motley,you do not have to answer to these critics,they are all part of the corrupt Skerrit regime that have been stealing from the poor people of Dominica.Herbert Volney is null and void on this issue,Skerrit know is his incompetence from him and his corrupt regime.I have spoken to many of these former Ross STUDENTS AND THEY HAD THERE CONCERNS FOR YEARS.Dominica has no night life and air access is very limited.Skerrit has been coming up with empty promises for years about and airport and to this day nothing.So you do not have to respond to the incompetent people.Ross is gone and wont be back,Skeerit insults the people of Dominica daily and target them if they do not support him,but god will take care of the people.Skeerit needs to step down and move on.

    Mia made a proposal to Ross enlisting several advantages Barbados can offer that Dominica can’t like an international airport, reasonable product prices, etc. of which when that list compared to that of Dominica’s it made sense for them to make the switch. Skeritt is extremely stupid, he thinks that 1+1=11 :mrgreen: :mrgreen: :mrgreen: He don’t who to deal with friendly and who deal with like a business relationship. No wonder the shopkeeper prime minister has sold so many passports to international criminals. He thinks he has friends in high places. After that dinner Skeritt had with Mia after she won the elections he referred to her as a good friend. On the other hand Mia saw someone who was weak, unstable, has the reasoning of a child, therefore she capitalized on his weaknesses. Now the Bajans have landed Ross on their shores, they’re the ones using the laborats moto saying “leadership is everything, thank god for Skeritt”. our pm’s foolishness was a blessing them…

    Mia, don’t worry. It’s only these DLP supporters who came up with this nonsense and try to cover up for the Skerrit regime. All clear thinking people in Dominica know why Ross left and we also know that Skerrit could not even be asked to meet with the management of Ross to discuss a way forward. Skerrit is to blame for Ross leaving and nobody else. Unfortunately the majority of voters in Dominica still love their PM despite grand scale corruption, gross mismanagement of the economy and it’s resources and general incompetence.

    It is a competitive world out there and both parties will win in the long run. If DA had an INTERNATIONAL AIRPORT !!! and proper services to handle mass evacuation, then Ross University would have stayed no question about it.
