    For my enlightenment, Just thought I would visit the dictionary for the definition of “budget”. the Concise Oxford Dictionary’s version is as follows:

    “ANNUAL (emphasis mine) estimate of revenue and expenditure of a country or organisation”; “private person’s or family’s similar estimate”; “amount of money needed or available”. I believe that is what our constitution envisages in section 78(1) which reads:

    “The Minister for the time being responsible for finance shall cause to be prepared and laid before the House before, or not later than forty-five days after, the commencement of EACH financial year estimates of the revenues and expenditure of Dominica FOR THAT FINANCIAL YEAR (emphasis mine).

    Since it is always prudent to inform oneself on the subject matter about which one is commenting, I’ll allow these definitions to guide my analysis and conclusion about the quality or relevance of the “budget” and “response to budget” presentations.

    Seeing that we are taking a look at the past 17 years and challenging the credibility of the budget for those years. Could the leader of the opposition also tell us how credible were the budgets for the years 1995 to 1999. It was during those years that civil servants could not be paid on time, local merchants could not be paid for goods and services provided to government and the NBD was placed under financial pressure due excessive borrowing by the UWP administration. The activities of the UWP between 1995 and 2000 set th stage for the near colapse of the Domincan economy, so much for credibility.

    Could the leader of the opposition also tell how his programs are going to be financed.

    I read the entire submission and I am yet to see the budget response. All I see is a political campaign. Come again Lennox. There are many areas in the budget I do not agree with, many, but Mr Linton you have not addressed anything substantial its just your usual political rhetoric. No wonder you cant get support.

How can YOU Lenox Linton send someone to school whereas you have not received a high school education? % don’t you get tired of being a nuisance, Why you are the only one holding a tamarind weep beating a dead horse?     Thank you, Honourable Lennox Linton, for a thorough and reasoned response to the budget presented by the lazy and corrupt Labour Party,led by Roosevelt Skerritt.After 17 years in the job,they are showing that they cannot move the ship of state and the Dominican economy and it’s people are being kept in hopelessness, whilst the few who rub shoulders with the leader,are the ones who seem to prosper.What has happened to”all for each and each for all”.With all the shaddy associations which Skerritt has engaged in he has not been able to enhance the image of Dominica.Don’t worry Skerritt,there is a jail cell waiting for you in the US.Dominica deserves better
