Prime Minister Roosevelt Skerrit recently gave a speech in Dubai discussing the role of the Citizenship by Investment Programme in Dominica’s socioeconomic development. He emphasized how the programme has contributed to economic growth, job creation, and infrastructure improvements. Skerrit also highlighted the importance of unity among Caribbean nations offering similar programmes.
Mentioning a recent agreement among OECS countries to standardize legislation, application processes, due diligence, and information sharing, he expressed optimism about these efforts and stressed the importance of good governance in the CBI sector.
Skerrit also emphasized the programme’s role in progress, prosperity, and sustainable development.
Further, the Prime Minister credited the CBI programme for aiding Dominica’s recovery after Hurricane Maria in 2017. He underscored the programme’s value in generating revenue quickly after the disaster.
“We were able to continue generating revenues from the programme, literally 48 to 72 hours after the hurricane hit us. While all other aspects of our economy came to a halt.”
Confirming the country’s commitment to the core principles of the programme he stated, “We understand the importance of the programme to many people, and to our country, but we want to ensure that the programme maintains its integrity.”
During his visit, the prime minister met with industry stakeholders and thanked them for their contributions to the CBI Programme’s success. He highlighted the agents’ responsibility in ensuring the programme’s continued success.
“…you as agents and developers and promoters, you have one of the most sacred responsibilities where the programme is concerned. What you do can ensure the continued success of the programme, and that’s why the programme has been successful.”
Director Marie-Therese Johnson, Director of the Citizenship by Investment Unit (CBIU), concurred, emphasizing the agents’ role in guiding potential investors and shaping their futures.
“Your role as agents is not just about transactions; it is about shaping destinies, forging connections, and building bridges to a brighter tomorrow.”
Skerrit relayed that adherence to laws and regulations governing the CBI programme highlights the sanctity of citizenship.
Along those lines, he expressed that the CBIU prioritizes transparency in its operations, focusing on clear communication, documentation, and regulatory compliance.
He rallied his confidence in the future of the Dominica CBI programme and committed to maintaining high standards.
The vision, according to the prime minister, is a prosperous and sustainable future for Dominica through collaboration and partnership in the global citizenship landscape.
When a prime minister’s main job and responsibility is selling passports around the world, then this is a job any fisherman could do. Don’t have to be bright and intelligent to sell anything. Especially when what you’re selling is way below market value. This is a display of showing the world how incapable you are in running a country. Simply put; this is an embarrassment for Dominica and for the salesman as well. But he is unable and incapable of feeling embarrassed.
one question needs to be asked , beside coulibri ridge why can Dominica not attract foreign investors, why all investment must be from cbi program , all other islands are attracting investors i mean legitimate and not fly by night ones
we need to put things in place to get foreign investors to our shores at mean time try getting back our visa free entry to Canada and the uk

Mr Doctor Hon prime minister, I find it strange and of late I have been asking myself why is our beloved PM always seems to be out when so many national concerns are on the front burner.
1. When two US Nationals allegedly murdered two Canadians here, you were out of state. Maybe you didn’t know it would happen so I excuse you even if one of them was an alleged CBI dealer
2. PM, the alleged murderer filed for bail recently and everyone knew it was coming and as leader of the CBI program, I was offended that you left the country at that particular time
3. Since 2022 you said the homosexual laws of Dominica would not change under your watch. PM, we all knew the date for this case and the government was legally represented. So why again you chose to be out of state? Awa cuz, I have always voted for you but you seem to be abandoning the boat when the boat is rocking

Roosevelt is talking about the sale of passports to thieves, crooks, and the worlds undesirables, as if he is sighting some sort of industrial development, something scientific providing jobs to the nation.

The biggest impact CBI has had was on his pocket. His and the rest of his little worthless friends who are using the state’s sovereignty to get rich. Then all of them will turn and watch the average Dominican like we are below them. St Kitts has been able to give their people money from the CBI revenues on more than one occasion. they have also been able to wipe out bad debt of the citizens. In Dominica we continue to see a failing economy, but they will continue to give people like the IMF, CDB, WHO and PAHA, IFC et al the impression that our economy is growing and things are going great. But businesses closing, financial institutions closing, population is less and less, unemployment rising, NEP has to pay the workers of the private sector because employers cannot afford to hire people and the list goes on. Meanwhile his 3rd mansion next to his 2nd mansion is still being built. thats how CBI is impacting us. can you imagine 7 yrs after Maria is when they want to build goodwill…
Goodwill school? Seven years after TS Erica (2015) is when they finally thought it prudent to fix the fallen layou bridge in 2022? Our roads continue to deteriorate, for years we were forced to traverse the property of Dense Shillingford because the macoucherie road collapsed. Now we going through it again in Salisbury. The former Minister of Public works’ own village of Mahaut has had collapsing road at the entrance of the village for how long and the just keep shifting the old barrel they have as a “safety” Look at the state of the deep water harbour where they have tourists boats docking. I can only imagine their shock and disbelief that Dominica is the Nature Isle as they walk through Woodridge Bay to meet their tour operators and taxis. Deplorable i say. As if we have completely lost all our sense of class and integrity. clown show i say. CBI finds are not being managed well at all. Instead free houses for noone, or their “friends/ supporters” only, are being built.
