Police investigating several shootings over the weekend

Joanne Hilaire of Layou

The police say that they are investigating a number of shootings which occurred over the weekend.

Police PRO, Inspector Simon Edwards reported that Joanne Hilaire of Layou was shot multiple times at her business place by a masked assailant who then fled the scene.

She was alone at her salon, “Visible Changes” which is located on the St. Joseph flat, when she was attacked.

According to Edwards, Hilaire was brought to the Princess Margaret Hospital where she was admitted for treatment.

Another shooting was reported at approximately 4 pm on Saturday near the CPS Pharmacy on Independence street. There were no reported injuries.

Edwards had also stated that yet another shooting was alleged to have taken place at 4:2o pm that same Saturday, in the vicinity of the Public Service Union building. However, these two incidents in Roseau have since been confirmed to have been the same incident reported by two different individuals. Police are being assisted by a male individual in relation to the shooting. No arrests have been made at this point.

This brings the reported number of shootings in Dominica over the weekend, to 3 including the shooting of Imgechi Peters and Peter Hodge on Friday.

Too many folks hate each other. They are proud to kill a brother. Folks when our minds are idle our hands take over. Cousins killing cousins. brothers killing brothers. Since when we have no respect for life like that?
When I was a youth there were zero or no murders in a year.
When people get angry they maim and kill whoever is around them. Poverty and idleness is the recipe for this. Dirty Politics dirty religion and dirty economics is the CAUSE. The eventual crime is merely the symptom, we have to look at the cause, too many are feeling hopeless and unworthy. They have lost their relationship with the Most High. We need to become spiritual beings again. I know that this is easier said than done because the people are allready materialistic , but as Marcus Garvey said when their backs are against the wall their hearts and minds will follow. Colonialism is very depressing. we are Romans, English subjects, Taiwanese and now Chinese. This very confusing and depressing.

My prayers goes out to the family and friends. Yes Joe was one of us, sister, friend, neighbor and most of all young ambious person who owned her own business. Yes Joe, my hair was the last one you touched. May the Almighty continue to watch you and bring you back to us, if it is his will!

It was the late great calypsonian “Spider” who penned “Howlings! howlings! we want more peace and order in this town; if it’s a case of illiteracy i’m willing to set them free but if not, tell them???????” i have said before and will say it again; in the absence of strong, rigid, positive and effective policing hooliganism and criminality will continue to thrive; Mr Attorney General; Mr Min of National Security and Mr Chief of Police it’s time to take the bull by the horns and one of the ways you can do that is by getting rid of those recalcitrant Police officers especially those within the Command structure and who are being paid by tax payers to host political radio programs in support of this rogue administration. The role of the Police Force is the Prevention and Detection of Crime; nothing else will suffice.

Garçon, look trouble in Paradise!!! It appears that the bang, bang, shoot-em-up scenes that filled the screens of Carib and Arawak cinemas in times past have spilled onto the very streets and doorsteps of our beloved isle. Some drastic governmental intervention is needed to stop the progressively worsening, destructive lawlessness and madness. I know that government cannot dictate, legislate or orhestrate the evil intent of man; however, the present alarming state of affairs requires the level of concern to be raised at the highest level. Implementing a zero tolerance policy for illegal fire arm possession and metting out stiffer punishment to perpetrators of gun violence would be a prudent starting point. One thing is certain, sitting idly by and doing nothing is not a viable option. Take heed leaders otherwise we may find ourselves taking cover even in the supposed sanctuary of our homes.

We need a comprehensive violence intervention and prevention program in Dominica. Yes, the police and legal system need to do more but that is like waiting for a chronic disease and then putting all your effort into managing it. It has to be managed … but maybe there is something we can do to prevent it in the first place. We need a two prong approach: develop intervention programs that will prevent our young people from getting involved in violence in the first place; AND focus on serious law enforcement measures for those who break the rules.

There is also a correlation between substance use disorders/mental health and violence. We also need to take a look at this as well.

I wish this young lady a speedy recovery and hope that the public will assist the police in their investigations so that the perpetrator may be caught.

Yes, you are the only person on this universe who doesn’t think that the Honorable Dr. Skerrit doesn’t has a job. Your juice of choice, HATERAID has blinded your ability to stay focus.

This country is going to hell in a hand basket and it all started at the top. When a minister of government is allowed to pull a gun on another in our sacred house of assembly and NOTHING is done about it then its easy to see where we are headed. When it is alleged that “The biggest PAPA in Grand Bay who is supposed to report to the police station frequently (he is on bail) does not even show up but notes in the station diary shows he did then it means that the police is involved in criminal activities. Nothing will change until we have real change in government. Things are baddddddd in the country and the government seems to have no answer to fighting this crime wave. God help us all.

“This brings the reported number of shootings in Roseau over the weekend, to 4 including the shooting of shooting of Imgechi Peters and Peter Hodge on Friday.”

So in other words, am I to conclude that we could have easily had four (4) murders in Roseau, plus one in Layout that could make it FIVE? Boy we could spray paint it, tint it, mask it or lie about it as much as we want but the truth is Dominica is now a hell of a country under Skerrit and no doubt, these shooting s speak of lawlessness, poverty, unemployment and hopelessness, after 20 yrs of lies, deception and corruption.

The Police need to take a tough approach. I know random searches and intermittent road blocks can be an inconvenience, but for the safety of the general law abiding public, I think it’s a small price to pay if it’s going to get illegal firearms of the streets and afford us a little more peace of mind.

Let me tell you….as a us citizen and retired police officer I now live in Dominica. I am also from the African American Community and I was exposed to high crime in my youth. This news I’m hearing and all these shootings killings on a island with such a low population has me concerned about the ability of this police force to investigate cases properly. And when allu do make an arrest the judical system inbthis country is a joke. What ks going on in the country??? It seems alot of devil’s running loose around here. People are turning their backs on God I pray your young men don’t go down the path oir young men are on in our American hoods!

My friend saw men on bikes driving around Roseau with guns out at 10am in the morning a couple of weeks ago. Courts have to come down harder on people when they are caught for wrong doings. Remind them about consequences of their actions.

The Police Force must intensify their training in surveillance, intelligence gathering , investigative techniques if they are to discover the entry points of these illegal firearms and ammunition into the country. Shootings are becoming a frightening norm even in broad daylight. Civil society has to also help in this endeavor. It is incumbent on the police to develop a good-natured relationship with the public in order to easily solicit relevant information pertaining to criminal activity. The police have a critical role in reducing crime but they cannot do this all by themselves. Crime does not discriminate, it affects everybody. Therefore, all hands should be put to the plough. It’s only by our collective efforts that we would be able to greatly reduce this scourge.

Of late I have been commenting about the sad state of Dominica but unfortunately DNO does not moderate my posts. I don’t know if is because I am warning about “Jumbee money” circulating on every street corner. But we need to understand that Jumbee money is nothing more than monies from illegal proceeds and that could be drug money, stolen money etc. Is people that want to think when we talk about Jumbee money we referring to certain politicians. But Dominica is in a very peculiar state with people unemployed, our government running our foreign investors out, and on top of that we see all kinds of demonic and Jumbee activities in Dominica. I feel very strongly that we are under the spirit and control of a cult, far worse than that of Jim Jones. Dominica is badly in need of deliverance and that type of deliverance is not just limited to prayer and fasting but rather, one where the people will rebuke & resist the Devil and false gain and turn back to truth, hard work & a godly…

Sometime last year after a spate of shooting the police was everywhere stopping vehicles and carrying out a show …They carried out a similar show with the use of seatbelts, only to forget it in quick time.I guess soon incoherent Carbon and buffoon Blackmore will say something too . Too many guns are on our streets. Crime committed by illegal firearms are not severely punished to deter other would be criminals. Dominica is not just suffering from economic paralysis, but criminal paralysis.
The police need to go at these armed thugs instead of trying to intimidate harmless unarmed protesters, and even cruelly teargassing them!!!! Wickeds!!!

You cannot blame the police officers, how many times are you going to make an arrest to find out nothing is going to happen to that person? The old laws on the books must be changed they hindering the police officers and justice in Dominica. I just found out video evidence cannot be used in Dominica court system. When you have such laws in 2019 you are just asking for street justice. A father is having sex with his child on video and you are telling me it is not admissible in a court of law? You don’t see politicians in Dominica gone mad. We have to blame we Dominicans because the politicians works for us.
