
The decision by government not to supply the customary cement, tarish or steel materials for Community Day of Service for the next three years was not relayed to the opposition people’s representatives and Leader of the Opposition Hector John believes the decision could be a ripple effect from Carnival Victory withdrawal.
In an invited comment on the subject yesterday, John said the Prime Minister did not discuss the decision with him. He said the matter was raised as recently as Tuesday evening at the ‘People’s Parliament’ and answers are being demanded.
Government’s assistance with the provision of cement and other building materials to communities for the ‘Community Day of Service’ has been an annual occurrence since the island gained independence.
John said the provision of these materials actually saves government in excess of $500,000 that would otherwise be spent on human resources and equipment.
Governments’ annual provision of materials for this cause costs an average $250,000, according to John.
If government were to bypass the community’s involvement in these projects it would in turn find itself spending three times as much to achieve the same outcome, John concluded.
After several unsuccessful efforts, Dominica News Online will continue today to seek comments from government officials regarding the reason for their decision.

Why would the the government punish our people because carnival pulled out. Will this have them reinstate Dominica as a port of call. Prime Minister listen here – we are not your children this a country. Depriving its people of the usual supplies provided for that day which forms part of our Independence celebrations – a way for everyone to contribute give back in what way the could to the country is a clear indication of the DICTATOR style leadership which is practised in Dominica right now.
Let us just say this is not happening in Dominica. Carnival determines what we get – I mean all the communities in Dominica this is the day we get something and we do something in return.

@Moer: It is obvious that none of you who are criticising Mr.John for his statement, :”Carnival pullout could be responsible for government’s withdrawn support for ‘Community Day of Service’ “, was listening to Matt’s radio show, when a Mr. Aird called in and allude to the fact that carnival pulled out because Dominica is very dirty.
Mr Aird, is supposedly someone in the tourism industry and he said that Dominica is not attractive to the tourist, beacuse of all the gabbage all over the city and abandon vehicles all over the country.
Then, the mayor of Roseau came out and defended his city, saying it was second to none of the other Islands in cleanliness, days later he agreed with the PM, that the place was indeed filthy and needed cleaning.
Now the PM is cancelling government support for community day and advised the people to clean up their community instead, hence Mr. John’s assertion, that carnival pullout = no government support for community day.

Hector in my opinion is actually giving a rational for the Prime Ministers comments ….on not providing the usual supplies for community day of service.
And I understand that he is saying that maybe government is trying to cushion the effects of the lost revenue from the cruise line not stopping in Dominica, over a 3year period.
He goes on further to say …that if that is the reason, then it is not valid… as government tend to save more by giving these supplies and letting Dominicans volunteer to do the work…. in comparison to having to pay for it to be done under normal circumstances.

John is simply saying that because the people in the communities need to be part of any decision, PM Skerritt made some irresponsible, dictatorial statements by saying no cement, no tarish, no steel for community projects this year and the next 3 years. He reminds all that Govt. usually saves a lot of money on the Day of Community Service, when people voluntarily engage in community projects. Did Skerritt consult with Local Govt, the Village Councils, Community groups, before casting aside the plans of the communities? Already communities had submitted their projects to local Govt. for this years activities? If Govt. does not have the money for the materials, be frank and tell people so. But to just feel he alone knows all and just kybosh the communities’ ideas is pathetic and dictatorial. Dominicans must stop that foolishness of just supporting every statement the PM and his DLP makes without seeing further than the tip of their noses. No Party or PM or politician could ever know everything about everything and be correct all the time. Even if the person is your best friend, when he or she makes some nonsensical statement or does some irresponsible actions, do not support or condone that. You could still be friends but take the courage to tell that friend your statements are incorrect or your actions are wrong. It would be a better approach if PM Skerritt had consulted with Local Govt., Planning, Public Works, Solid Waste Corp, Ministry of Health, Village Councils, Community Groups and Parl. Reps. to get people’s input regarding the best way forward and to seek maximum participation of communities to effectively get the works done. In that regard, the input of the communities for designing and implementing their own development projects must be allowed. No PM or Govt.could be correct in casting aside the genuine ideas of community people for developing their communities in the best way they see possible. Of course, if they do it in collaboration with Govt., with technical and other persons better yet.

By the way food for thought Carnival Cruise deciding to break ties with Dominica is much bigger than community day of service and garbage along the street.. it is a much bigger issue than planting flowers which I think would truly enhance the island in general. Frankly speaking, the title of the article is not correct. It is not in sync with the rest of the statements made. Check the context of his statements. John makes mention of the PM Skerritt not informing Local Govt. or the Village Councils or getting the rural people’s input before making those ill-conceived statements. Because, the VC’s and community groups have already submitted proposals for this year’s community projects to Local Govt. for funding. Skerritt has ignored those proposals without first discussing the issue with the communities and their representatives. John rightly talks about Govt. saving significant sums of money when communities voluntarily engage in projects they themselves have decided upon for the benefit of their communities.
The people must be consulted as they know best the needs of their communities. The participation of the people is key for things to work more efficiently. To just throw their ideas and proposals aside like that is disrespectful. They just need maybe better technical and management support from Public Works or Planning, for example, in addition to finance and/or materials, What convincing reasons would Govt. give, but about beautification which is what communities have been involved in all those years of Community Day of Service. Govt. would never admit that they do not have the necessary $$$$$ to fund those projects submitted this year. In some areas, retaining walls must be built even before flowers are planted to beautify. Repairing roads using cement and tarish do help to make some places more beautiful. it is a a fact. People have been planting flowers and cleaning up on those days, so what is Skerritt talking about?
Solid Waste Corp., Local Govt., Ministry of Health, Public Works, Village Councils, Village groups and others must be consulted and must collaborate for ensuring effective results of those projects. Govt. must allow the people’s ideas, once they are good ideas and projects to take effect and not throw things down communities throat. PM Skerritt should not think he knows all and reject the communities genuine ideas. That is what has happened by the PM making those irresponsible and short-sighted statements. The communities have come up[ with many good ideas for their own community development and implemented them over the years through their own initiatives. Govt. officials must always respect that.

@Itassian: I share your sentiment that Dominicans often talk faster than they can think but it baffles me how someone could make such an observation in others but fail to see it in themselves.
Common sense would tell you that Carnival’s dockings here in Dominica are not free. Every passenger that comes off the ship do not do so for free. There are costs attached. Taxes and whatever else, all of which goes to government and then towards the economy.
Therefore the withdrawal will OBVIOUSLY have a negative impact on the government’s pocket, resulting in LESS disposable income and more (seemingly) constructive thinking regarding expenditure. So cost cutting will be the first step to cushioning the loss. Cost cutting that is OBVIOUSLY responsible for the sudden decision to cease the supply of materials for Community Day of Service.
Maybe YOU, like u so strongly suggest other Dominicans do, should think before you speak

I agree with the pm by the way – as a community, people should always work to beautify their surroundings. They should nto always depend on the government. All major economies are going through difficult itmes and if that is one way to cut cost for a few years, then so be it.
I guess the leader of the Opposition can always go to the businesses which sell the cement, steel, etc and ask fo rdonations. Why must the government always provide… people should be more creative and raise funds to fund certain projects.
The PM did not dissolve the process entirely, he only postponed it. WHat’s the big deal? So every year each community needs to get material? Wouldn’t there be a time when the communities are good enough to by pass a few years?\

The Prime Minister said that the materials are available year round, just not on that day. I think it is something that one can argue against or for.
For this move – Instead of only focusing on the village/community on Nov 5th – we should focus year round. Waiting 364 days to beautify it is not the best use of time…on going projects help keep it nice all 365 days.
Against this move – This could increase the labor costs and manpower availability as many people are about their business on the other 364 days and be difficult to solicit their help/assistance/interest.
Carnival pulling out has nothing to do with it, unless Carnival was smuggling the Cement/Steel/Tarish to not pay port & custom duties and then giving it to the PM to sell on the black market….even I had to laugh at that, because them guys just trying every angle.

Hector, must you use every opportunity to make political mileage? Do not use every issue to cause confusion. The PM said that these materials can be given at any other time and not on the community day of service which should be used for beautification etc. Please say all and not some.
If you are a reader of DNO comments, you can read my other comments. We all need (especially you as Leader of the Opposition (Elected)) to call on the masses which you represent to take pride in our environment and surroundings. Litter, Litter, Litter thrown all about the place. To create Health Hazard etc, (EG – the Gutter close to Sukies Bread Shop(lagon) was unblocked just recently and the water was not stagnant anymore and running down smoothly. Guess what I personally saw another pile of Styrofoam, glasses, plastics litter littter to block the same gutter that the Roseau City Council Employees worked to unblock and cleaned by the workers. No sooner they clean, the pedestrians throw. ( I witnessed one such incident myself – the Roseau City Council employee was not even a yard away and this other man threw a glass in the just cleaned area. I asked him to pick it up which he did) Are we serious by just doing lip service (Talk, Talk, Talk) and no action. Just blaming one man who we think should be in severla pieces and be everywhere at one time. Give me a break. Everyone of us is reponsible to do what ever we have to do and to keep peace and be patriotic. Criticise just for criticising sake. I just spoke to a man who is not in favour of the vendors vending on the street side/Bayfront. I listenned to his concern. Then I asked what would he suggest be done with those vendors (mark you they are self employed – I pointed out to him) and he said put them somewhere in an open building – We have some buildings not used or in the Market. I applauded him why ?? Because whilst he criticised, he made a meaningful suggestion.

I do believe however that government would save a huge cost of Labour by having its community projects done during the Community Day of Service. We certainly will get much more people turning out to work on community projects during that time than any other time in the year.
