Minister of  Health Julius Timothy is supporting a move to charge eight members of the United Workers Party (UWP) for not complying with the Public Order Act.

Members of the UWP and supporters staged protest action on November 29, 2010 against the Speaker of the House of Assembly Alix Boyd-Knights, claiming she did not allow several of their questions to go through in parliament.

Timothy, a former deputy leader of the UWP who has since crossed the floor to join the Dominica Labour Party, told the Next Level Programme on Kairi FM that his former colleagues were aware of the implications of their action and they should be dealt with accordingly.

“The law clearly says you need permission,” Timothy said. “In fact the UWP has had demonstrations in the past and they have always sought permission. Why all of a sudden they think that they are above the law? I don’t see any difficulties in that.”

Timothy  said several other persons around Dominica have been charged in the past for staging illegal protest actions.

“When the people in the Carib Territory had the protest they were charged,” he stressed. “The people in Layou are being charged. So if the UWP broke the law why is it they think they should not be charged?”

Those charged are Opposition Leader Hector John, UWP Leader Ron Green, Deputy Leader Claudius Sanford, UWP President Edison James, Ezekiel Bazil, Norris Charles, Ronnie Isidore and Danny Lugay.

They are expected to appear in court on June 6 to answer charges under section three of the Public Order Act which states that “it shall be unlawful for any public procession to take place unless a permit has been issued in respect thereof in accordance with this act”.

If found guilty the eight face fines of up to $10,000 or imprisonment for six months.

    Politicians never seems to amaze me! I would not mind if someone else took this position, but Mr Timothy all of a sudden becomes so loyal to the labour party that he is behaving in manner. He is Still vex for not being the leader of the UWP. I am sure if he had been made leader he would have been with the party now. I want him to tell me if he would have bailed on the party after planning that protest.

    Not sure what you “BLUES” yapping about. Your leaders broke the law so they should be punished, preferably a custodial punishment rater than the miserly 10K. It’s ironic that it’s these same people who have been calling for the PM to be jailed for his alleged french citizen status. now the boot is on the other foot.       Norman.., Tim is not mad, he is just echoeing from a different platform, the current position of the UWP. ie…break the law and u will be charged. Unfortunately that was not the position of the UWP when they were in office, as honorable men like Ron Green and Earl Williams violated the constitution by serving in parliament with dual citizenship. However Mr. Sabroache of the DFP, was not that fortunate, he was suspended from the house, for rule violation….

      What are the basic human rights and freedoms that are been denied to the people of Dominica? I hear people speaking freely marching with and without permission, openly opposing the government. Are there any political prisoners in Dominica? If there are I would like some names. What oppressive laws are u refering to….

    I give up now. I really thought Dominica had a very good chance of bouncing back from poverty to a place where nationals can be proud of. However, after listening to Timothy and the support Dominicans have given to Mr. Skerrit, I give up all hope. I can now understand why islands like St. Lucia, Anguilla, Antigua, and others have made progress while we continue to go down the drain. We have often blamed our landscape and lack of white sand for our under development but our real problem is, we are politically stupid and we don’t mind how losing our rights as long as our party remains in power. How foolish! How do we expect politicians to respect us when they know they can do anything and we will not cry foul as long as our party stays in power. Though I have nothing personal against Skerrit, how can I support the nonsense he’s been involved in? I expect any human being to make a mistake or two; however, when they are not learning and are getting worse, why should I trust them again. Think of the amount of silly things this young beloved PM has done: 1. Sold Bird Island to Chavez without our knowledge 2. Owns Villas that is worth much more than what he earns 3.Used Bubbles to cover his sin 4.contested an election when he knew he was not qualified 5. Gave security to Isidore when the man should have faced justice like all criminals 6. Boldly said that not even the constitution of Dominica could stop him from doing what was completely contrary to the said constitution. 7 The list goes on…We all know that one day Skerrit will leave office because he is not God. Skerrit could kick the bucket anytime (God Forbid). Since we have accepted all the foolishness he’s been involved in, should he pass and say UWP, DFP or any other political party takes over, would we allow them to do the same things Skerrit has been getting a free pass with? Where is our integrity? Where has godliness gone to? Where are the statesmen and women? Have we gotton so blind that we forgot how we made politicians respect us and be afraid of us? Don’t blame Christopher Columbus this time. What Skerrit has done to the country is wrong and we should let all politicians know that we are not there to be used.

      People need to wake up here and push for the necessary changes before it is too late. Too many lazy, apathetic, mind-controlled people at a time when you need just the opposite. It is easier to turn this island around than a large country. Open up the ports to free trade for at least a year and watch things turn around without all of the customs taxes that impede the progress of this country.

    Timothy reminds me of a sick dog my grandfather once had. The dog was sick and made a vomit; it was so hungry that it turned to the same vomit and ate every bit of it. That was very nasty! I cannot believe he has the gutts to say that today. I understand he is hurt and disgruntled, but you don’t embarass yourself like that Timothy. You can say as much as you want but one thing is certain: labourites although they voted for you, they don’t even trust. your shadow and they sure will not have you to lead their party. They have you and Savrin in the same category if you don’t know. Maybe they even trust Savrin more. I understand you had to make a business decision and decided to cross floors; that I understand. But I cannot believe you have the gutts to say that today. I remember when one of your business partners once told me, “Julius is the biggest fool I have seen.” He went on to blame you for the failure of the company back in the 80’s. Only now I can understand what he really meant. As a personal protest, I have two cars and my house insured with New India; coming Monday, I will cancel both policies because you have no class and integrity. You are indeed worse than Charles Savrin. Shame on you Timothy!

    Julius Timothy has washed the SINS of his new found friends in Govt. Just the other day, it was Timothy who told Dominicans that Skerritt and his DLP politicians were corrupt to the Bone. Not too long ago. So Julius you already forget what you said about those guys? You branded them as men defrauding the State, lying, cheating, and involved in all kinds of Corrupt acts. Now because of the $$$$$$$$ and only the $$$$$$$$ you condoning the same things you accused them of. Dominicans are not SURPRISED. You even, without shame, glad that those people in the rural communities were charged or would be charged for expressing their concerns peacefully? While the BIG BOYS engage in numerous wrongdoings are never charged or arrested, but you say nothing? Do you see or hear human beings, your fellow men and women, clamoring for better health care, jobs, improved standard of living? Or are you concerned about supporting corruption, protecting Skerritt and his ilk and how much more money Julius Timothy can make?

    It is not ONLY that Mr. Skirritt had dual citizenship that troubles me; although he is to be held accountable for contesting an election while he knew that he was “:suffering from that vice” of DUAL CITIZENSHIP, pledging allegiance to France.

    What troubles me the most is that he defied the Supreme Law of Dominica, the Constitution, the very law that he swore to uphold. He knowing that he was holding dual citizenship said “NOT EVEN THE CONSTITUTION CAN STOP ME.:” He made the Supreme Law of Dominica of non-effect. How can that be right!!! HOW CAN THE PEOPLE SUPPORT SUCH DEFIANCE AND BLATANT DISREGARD FOR THE CONSTITUTION BY AN ELECTED OFFICIAL. He should be impeached from the position of Prime Minister.

    People of Dominica be careful what evil you do today, for the evil you do today will light up tomorrow. If Mr. Skerritt remains in office I call for the release of all the criminals in Stock Farm for no law should have condemn them to prison. The same law that holds Mr. Skeritt blameless should also hold them blameless. What is good for one man is good for the other.

    I find those are really tough punishments for this kind of thing…

    I know this will get all you DLP people upset at me (and I take no sides in this, I don’t like any of the current political parties..so don’t go saying i’m UWP) But maybe… just maybe UWP is trying to make a point (or maybe i give them too much credit)… which is worse: to have a protest without permission.. or to run in an election that by law you are not qualified to run in (among other things). So who is allowed to act above the law?

    all you politicians need to set a better example for the people you represent. just now your next door neighbour is going to decide the law doesn’t apply to him either, and he will brake into your house and still your stuff…or worse.

    Dominicans, be on the side of right… not on UWP side or DLP side… what’s right is right and whats wrong is wrong…doesn’t matter which party is doing what.

    Stand for what’s right:
    “My party, the UWP, messed up. They should have gotten a permit (or fill in the blank) because that is the law. They broke the law, they need to pay for their actions”

    “My party leader, Skerrit, messed up. He ran for an office (or fill in the blank) he was not eligible to run for. He broke the law, he needs to pay for his actions”

    Mr. Skerrit and Mr. St. Jean are not above the law as well..they should be charged for willingly knowing they were not qualified to contest general elections but yet they did.     I agree Mr Timothy anyone who breaks the law should be punished accordingly. I do hope that Mr Timothy hold true to his words in all cases. Timothy is on record admitting that the DLP imported at least a plane load of Diaspora voters. Now that is against the law. I wonder if the perpetrators should be punished Mr Timothy. The police officer who returned the illegal gun to Bubbles should have been punished – was he Mr Timothy? I guess the defenders of corruption may have an answer to this question.

    As an independent thinker I salute those who believe that wrong in high places is no less than those in lower places. If the opposition broke the law like Mr Timothy said the UWP gang should be charged.

    I am also bit curious that the charges are being pursued only now. Also when one compares the rate at which the Charges are being processed through the courts and the processing of the St jean and Skerrit case there is an obvious inconsistencies. Although the Isidore Case is considered a private matter this matter is also undeniably politically influenced – even the matters surrounding the processing of this charges are also inconsistent.

    I am not so naïve to think that it is only in Dominica that TRUTH IS PERCEPTION AND JUSTICE IS YET ANOTHER ILLUSION. The difference maker is that (1) we have never been exposed to such rampant and blatant injustices in Dominica and (2) The dosage of injustice and corruption in Dominica is way beyond that which would keep a small society and population nonchalant. I hope and pray that there will be a reduced dispensation of injustice and corruption – enough to prevent an uprising.

    When we got rid of the UWP it seems to me that all we did was “ TIWEY BOUDEN METE PAILLE “. In order words all we did was cover up the bobo with infected band aid.

    It is not those poor people who did not maybe reach standard 6 in school, who have the country in that corrupt state of affairs. It is the so called ‘educated’ people like Julius Timothy and his ILK who continue to BAMBOOZEL the ordinary people. The ordinary people also allow themselves to be YOYOED and as Dice put it in song, FOOLED by the SCHEMERS like Julius.

    A prominent cultural icon from the Caribbean referred to such ‘Educated’ people like Julius Timothy, ‘INTELLECTUAL ZOMBIES’ WHY? Because they would do anything to ENSLAVE their people all over again, once their POCKETS ARE FAT. Julius Timothy must PROTECT HIS POCKET, SING FOR HIS SUPPER, and give support to an INJUSTICE SYSTEM. The Minister of Health IS HEALTHY with His FAT SALARY being obtained from the taxpayers of Dominica.
    He doesn’t CARE TWO HOOTS about others. Selfishness and GREED ENVELOPS his mind.

    Julius Timothy supports the unleashing of charges on ordinary people in the Kalinago territory, Layou and on other community residents for expressing their concerns and views peacefully, but refuses to condemn the illegal acts of his friends. Those illegal acts are too numerous to mention here. Those very same political friends in Govt. were people he chastised and said they were CORRUPT to the T just the other day. Julius you already FORGET what you told Dominicans about those newly found friends in Govt.?

    He said nothing when the Chief Magistrate and the court issued a warrant for the arrest of Isidore, who was never arrested. He say nothing about an illegal leader of our country. Julius Timothy has lost all credibility and will continue to support all kinds of corrupt practices because of the $$$$$$$$. NOTHING MORE JULIUS but for the $$$$$$$$$$$ you are willing to SELL YOUR SOUL.

      Mr. Skerrit and Mr. St. Jean are not above the law as well..they should be charged for willingly knowing they were not qualified to contest general elections but yet they did. It’s in the constitution of Dominica. Wat is good for the geese is good for the gander.

        The same law should apply to Ron & Eddison who are dual citizens and were in Govt as dual citizens. Then the goos and the gander will be equal

    all i making u all know,,,, the protesters in egypt had no permission,,,,, in fact any protest with permission is just kids stuff,,,,,, wait n wait longer,,,, when the big protest will come with no permit u all will be caught with ur pants down,,,,, look skerro have 52% for him n 48% against him,,,, what does that tell allu,,,,, it have labourites that seeing the light together with independents,,,,, timothy the labour ship is like titanic,,,, mighty n impenetrable now but will sink later

          Mouth of the south shut that mouth of urs. no laws in 2 countries are the same. if it is in our bylaws that permission needs to be granted in order for a protest to be held then we just need to comply. If they broke the law they need to be charged.
