IPO to begin investigations of Blair Court Properties ownership

One year after the The Integrity in Public Office (IPO) commission ruled that it would investigate alleged ownership of Blair Court Properties by Prime Minister Roosevelt Skerrit, the Commission has announced that official inquiries are to begin soon.

Chairman of the IPO, Julian N. Johnson, explained that “oral hearing was to commence soon” after which the matter is expected to get into full swing.

However, he stated that in keeping with the provisions of SRO 21 which was recently published, the inquiry will be held “in private.”

Journalist, Lennox Linton, had filed complaints against Prime Minister Skerrit alleging that as Cabinet Chairman he used his official influence to secure concessions for a business venture in which he reportedly has an ownership interest. “The Prime Minster breached item (e) of the Code of Conduct by using his official influence to secure concessions for a business venture in which he had an ownership interest,” Linton alleged in his complaint.

“After a careful review of the complaint, evidence bundle and a further oral submission by Linton, the Commission concluded that there was sufficient grounds upon which to investigate Prime Minister Skerrit for a possible violation of the provisions of rule 1 (e) of the Code of Conduct.” the commission ruled one year ago.

The IPO Commission went on to say, “We are of the view that the complaint that Prime Minister Roosevelt Skerrit as Chairman of the Cabinet used his official influence to secure concessions for a business venture in which he is alleged to have an ownership interest (1.e. Blaircourt Property Development Ltd) should be investigated to ascertain whether a breach of the provision of rule 1 (e) of the Code of Conduct has been committed and that the provisions of section 33 of the Act shall apply.”

However, the Commission also concluded that it could not proceed with Linton’s assertions that Skerrit accepted gifts, benefits and advantages in direct contravention to Rule 1 (c) because “ it is un-particularized and not supported by the content of the Evidence Bundle.”

    We must make a count of all who has taken oath with a certain BROTHERHOOD in Dominica… We cannot have people making sign for distress in the middle of court case… secret hand shake passing and we all there like kounomono….. square and divider making ding dang ebeh nou la con SOT!

    Well my dear people, a few things worry me about this IPO ‘investigation’. I would like to find out why is it that the investigation on a matter of such utmost importance as it relates to the integrity and honesty of the most powerful man in government, is going to be held ‘ín private’? The result will be questioned, no matter what side one is on, as this process will not be seen as ‘transparent’. We will then be left to judge whether or not the persons feeding us the information are being honest or not and so the questions will remain. THIS PROCESS SHOULD BE TOTALLY TRANSPARENT and I believe that unless there is a requirement by law to hold it in private, IT MUST BE HELD OPENLY, WITH THE PUBLIC ABLE TO ATTEND. I also question why it is that the announcement has been made well ahead of the proceedings starting, allowing us time to absorb the fact that it is coming up soon, but it appears to be a possibility that it’s commencement my very well correspond with the opening of the Appeals Court case which also pertains to the activities of the PM and his associates. Is this a plan to somehow have these two procedures running alongside each other in order to divert attention from them both or to diminish the effectiveness of whatever scrutiny will inevitably take place? I find it to be too strange to be coincidence!!! Questions in the IPO may compromise the case in the Appeals Court and the same in the reverse situation. In my mind, some questions may not be asked ‘for fear’ of compromising the other investigation or case………. I am just worried that this approach may be planned to smokescreen the overall situation, and that if it has not been orchestrated to have that effect, that it may very well have that effect anyway. We need to ask some questions of those responsible for organizing the commencement of these proceedings. Let us hope that we are ALL totally satisfied at the end of both processes, that there has been total transparency.

      I made a prediction that the entire effort at and around the election appeal :twisted: is intended to create the semblance that the IPOD is transparent. If SKERRIT loses the appeal then the IPO will have one outcome to suit and another outcome if SKERRIT win’the appeal.

    That is going to be interesting. We heard this promise two times before. The other interesting factor is SICKO SECKO is the IPO going to get him to answer very relevant questions regarding the BLAIRE COURT ownership. SICKO SECKO is an intregal part of the investigation.
    Then there is the bubbles factor. One man who could attest to the fact that bubbles was broke at the time big cash money was passing around, is now deceased.
    Tough luck trying to prove this case and getting Skerrit to fully corporate

    For some reason, I don’t believe they have the necessary skills to find anything and make it stick. First you need a Forensic Accountant to follow the money trail which will involve getting the banks to open up their books regarding whose name/s is/are tied to the loans. Secondly, they need witnesses who will attest to who hired them, possible statements made at the site during construction, who visited regularly etc. We are so ancient in our practices that this took over one year to begin. Over one year, time enough to start covering any tracks. Let the cat and mouse game.

    The procedure will be done in secrecy. Is this IPO working for the people or for politicians. To me this should be a market place type investigation. The people have a right to see their IPO in action. Let the people see the evidence; when mamo was falsely accused by Edison she insured that the investigation was done and televised to the public.     I thought the IPO was a “toothless tiger” as described by Lennox et al. I wonder if he will eat his words and go before the IPO now that ithas responded soemhow to his allegations. One thing is certain, the investigation will be unlike what takes place on “Right on Q”. Evidence, evidence and more evidence will be required.

    By the way didn’t the IPO throw out the allegations that Skerrit is the owner of Blair Court Property due to lack of evidence? If so how then could he use his influence for his own benefit in this particular matter? We go see.

      Off course we all want to know the gritty details of this issue…but what we are stating is that from those who say they are going to INVESTIGATE THEY have already investigated the matter and decided; but they want to give us something to chew on so that they can draw from our comments both on here and on Q95 and then come out with a mixed message like the prophets of the Old Testament.
