Leader of the United Workers Party (UWP) Lennox Linton has dismissed claims by the Prime Minister Roosevelt Skerrit that the opposition is not interested in the suffering of Dominicans, describing the statement as “absolute garbage.”

Members of the opposition in an attempt to show their solidarity with their comrade, Senator Danny Lugay, walked out of the House of Parliament last week before a motion was tabled calling for his suspension because of a matter he has before the court.

They never returned, even when the budget was being debated.

Speaking at the closing of the budget debate on Tuesday evening, the prime minister noted that the absence of the opposition was not a surprise, stating that they are not interested in the suffering of Dominicans.

“They have no interest in the suffering of Dominicans,” Skerrit said. “They have no interest in creating opportunities for the unemployed of Dominica. They have no interest in finding solutions to the issues confronting Dominicans and Dominica.”

But Linton had a different view on the matter, noting that his party is doing more for poor people in their proposed budget than that of the government.

“You cannot say to an opposition party that has presented its own budget before the Prime Minister brought his to Parliament that we are not interested in the suffering of poor people. We are doing much more in our budget to improve the lives of poor people in this country than Mr. Skerrit can manage in his own budget,” Linton told a press conference on Wednesday.

Linton remarked that the budget being presented by the opposition clearly depicts how the party intends to create jobs in the economy instead of the budget presented by the prime minister which is based on giving “handouts” to people.

On the matter concerning Lugay, Linton described the government’s action as “a travesty” and “political victimization.”

“It is another savage and dictatorial act on freedom, democracy, equal rights and justice in Dominica which we felt compelled to protest,” he stated. “I note that Senator Lugay, not withstanding the incident for which he is being crucified, was good enough to enter Parliament, sit in parliament and listen to Mr Skerrit’s budget presentation. It is only when Mr. Lugay had to participate in the debate on the budget that the government moved to put him out.”

He added that members and associates of the government have also made equally regrettable statements in the past which incite murder on a large number of Dominicans, and the same harsh punishment was not levied on them.

In the meantime, Linton added that the UWP will be going to all constituencies in Dominica to present its “national growth budget,” to speak out against the injustice done to Lugay and to fight for electoral reform.

“Over the next few weeks the United Workers Party will embark on a series of meetings from the east to the west of Dominica that will set the agenda for jobs, equal rights and justice in the Commonwealth of Dominica,” he stated. “We will have a total of 21 meetings over the period and some of those will be running concurrently.”

Linton pointed out further that the government has only delivered 0.5 percent growth in the economy over the last five years and that is well below the target of 3-5 percent set by the Monetary Council of the Eastern Caribbean Central Bank.

“The Council has been clear that that level of growth cannot deliver jobs and the employment that these economies need…” he pointed out. “Our target is 5-7 percent and we have been crystal clear in our budget statement exactly how we will begin the process in year one of getting to that stage that will see the creation of 5,000 jobs in the first three years of a UWP government.”

Linton noted further that the government’s budget ignores job creation, has no plans for improving the performance of tourism, agriculture or construction despite the prime minister highlighting these sectors as the leading growth engines of the economy.

    We The Authorities advised Mr Linton on the damage factor relating to Mr Lugay’s statements and apology.

    We also advised him that it would be in the best interest of the UWP to sever ties with Mr Lugay and inform the public that Mr. Lugay’s statements most certainly do not reflect the views of the UWP.

    Honestly it is a real travesty that the only way that the opposition deals with a disagreement with the present Government is to turn their back on the people who voted them in to represent them. While I can see both sides of the Lugay fiasco, I cannot for one moment understand why the opposition would not sure up for a budget presentation/discussion.     What the UWP played at the Arawak is of little value to us because they cannot implement it, thank goodness.

    The UWP has no Official Minister of Finance, have no access to the Treasury and can do nothing for Dominica because the Minister of Finance is an elected member.

    The Leader of the UWP is not even a member of Parliament, much less a Minister of Finance; he just wants to copy the Prime Minister and he is doing an awful job at copying him. The PM cannot be copied or cloned.

    Can the UWP leader authorize payment for the Civil Servants Salary from that play? No

    Can he provide any of what the Prime Minister presented in the Budget? No

    Can he get the funds needed if their is a disaster to help the country now? No

    The UWP cannot do anything for us now or in the near future, and they know it.

    If they are telling us the frying pan is hot and is burning us with the Labour Government why would they want us to jump into the fire with them? Because it will surely be worst for Dominica with a UWP government and we cannot afford it,

A minister of finance who doesn’t understand the simplest thing about finance, with no plans or programmes for improving the economy and you praise him. Skerritt takes advice from persons who left university on 1970, have never increased their knowledge base or skills set and have no interest in the people of Dominica but you are content with this budget. If as you are saying the opposition cannot do so many things and therefore should not present an alternative budget, why then should they go to parliament to debate the budget? You fool should take time out to be educated before you expose your ignorance for the world to see.

Lennox talks about trickle down economics, he lacks the foresight to mention where the money is been allocated. Cannot be real by saying is budget has more for the people.     Lennox, don’t you know figures tell a story. You presented a budget with only wishful thinking, no figures at all. You spoke about removing taxes, salary increase for public servants etc. but where will u get the money to balance off the equation. Islands like Trinidad has much more resources than us, are struggling to grow their economy and u are saying u can grow Dominica economy by 7%. Give me a break. Magwe sa. Trust me in the first 6 mths with a UWP gov’t in office the treasury will be empty and everybody will be saying bring back my skerro. Then only international contact you have is Taiwan. Are u thinking of bringing them back. Mighty America is leaning on China for support far less us for here in D/a. Your budget is just talk talk talk.

    DNO – if you will permit, a response with the intent of constructive criticism hopefully enhance the thinking and strategic thought of the opposition – and not the Voodoo economics of election promises:

    Mr. Lennox Linton with all due respect – the presentation by UWP at local drama house was great political theater – but if you call it a budget even if its’ wrapping are in patriotic veneer by you stating that the UWP – “mission is implicit with the words of our national anthem, Isle of beauty, Isle of splendour, Isle to all so sweet and fair, all must surely gaze in wonder at thy gifts so rich and rare,” – that is just sad.

    Sir, A definition of a Budget: An estimate of costs, revenues, and resources over a specified period, reflecting a reading of future financial conditions and goals.

    One of the most important administrative tools, a budget serves also as a (1) plan of action for achieving quantified objectives, (2) standard for measuring performance, and (3) device for coping with foreseeable adverse situations.

    What I heard and read on DNO – does not meet this definition.

    There are none of these things which I expected:

    a. An itemized summary of estimated or intended expenditures for a given period along with proposals for financing them: submitted the annual budget to Parliament.

    b. A systematic plan for the expenditure of a usually fixed resource, such as money or time, during a given period: For example – a new car will not be part of our budget this year.

    c. The total sum of money allocated for a particular purpose or period of time: a project with an annual budget of five million dollars.

    Instead – we were told of cuts – downsizing of jobs i.e. advisers, ministers etc – removing “the most binding constraints on our most important growth sectors” and curiously the cutting of unnecessary travel and high government utility bills will also be eliminated. No lights in the ministries? Hospitals, Stadium? … Where?

    Now in today’s statement you claim that “our target is 5-7 percent and we have been crystal clear in our budget statement exactly how we will begin the process in year one of getting to that stage that will see the creation of 5,000 jobs in the first three years of a UWP government.” How are you doing so? Is it going to be a miracle?

    How? Where? Sir, your execution plan? Are you opening a new factory? Are you expanding the Civil Service by 5000 jobs? Are you cutting all taxes on the private sector and then that will create jobs?

    Linton you have stated that UWP will work along with the Unions to “smooth out issues of salary increases and non-salary benefits … this is important in ensuring that there are minimum disruptions to our budget process and the overall sustainability of our fiscal program,” … you also stated that “in our first budget we will grant increases to public officers, … they will recieve 1.5 percent in the first two years and a three percent increase in the third year … we are making provisions for increases as opposed to the zero, zero, zero that the government is offering.”

    This increase in payroll – is that where the money is coming from to create 5000 new jobs?

    Or is it where UWP will “streamline the government’s spending by reducing waste and improving efficiency within government’s operations.” Is that where the money comes from to create the 5000 jobs?

    Mr. Linton you also pointed out that UWP’s mission is to “develop and grow a model green economy that rewards enterprise, puts our people to work for decent wages, give a fair chance to all and secure our place on the global trade of goods and services.” If this by fiat, miracle or dumb luck? How?

      haha nice try. You need to listen to the full budget delivered by Mr. Linton. It more closely reflected plans “towards expansion of the economy” than the top-ups and cheap diapers of the PMs budget could ever dare.

      If you feel compelled to write an essay on your thoughts on a topic, at least attempt to be balanced. Linton’s budget is in no way a cure-all for Dominica’s woes, and the PM’s doesn’t even come close, but a serious thinker/writer would at least point out the merits and shortcomings of each.

      But I suppose you won’t get your paycheck from the DLP if you did…

      DNO – when I read this comment last night – there were ninety three comments total.

      This comment by Mocker had 58 ups and 33 downs – it had a constant 20 up lead since it was published.

      This morning with the same 93 comments – Mocker is hidden due to low ratings – the downs is now 90 plus but the ups remain the same? That is not possible for foe 50 plus people to come and read click down without a single person clicking up?

      Someone in your organization is playing politics and manipulating your system.

    Really Mr. Linton? The budget without figures? Come on Team Dominica, I expect much better than that. Looks like you guys have no more ideas. Dominica comes before Lugay or anyone else. The Budget will affect the whole of DA so you had to show an interest. That speech you gave cannot be compared to a budget.

      This is why, as the opposition, it baffles me why Linton and his team assumed that they had to bring down a budget and prior to the PM’s budget. This should never be for he is not elected.
      To me it is a joke and makes no sense. Something is radically wrong. Never heard of that and never thought it would ever be possible in D/ca.
      Is that the manner in which such is done in D/ca? It should change. At this time, the sole person who should have introduced a budget and present it is the Prime Minister.
      Linton as the opposition has the right to criticize and question the budget. For obvious reason, in his position. never should he have presented a budget.

    I summoned the courage to listen to the prime minister’s rebuttal of the Opposition on the budget and I must confess that my worst fears came to pass.
    I listened keenly to hear the prime minister discuss budget policy and in particular, the economic formulation he presented and how this would affect the country’s economic performance going forward. What I heard left me feeling very depressed and a feeling of hopelessness descended upon me.
    The prime minister used the occasion not to discuss budget policy, but largely to trade political barbs with the leader of the Opposition party.
    I did not learn much about the budget from the prime minister but I certainly learnt that he is fearful of what he is up against. Except for references to “Madame Speaker” I could not tell whether the prime minister was on the campaign trail or the House of Assembly.
    This level of desperation suggests to me that the prime minister may not be as confident as he professes in terms of the outcome of the elections.

      I have never read more BS than this. REALLY! REALLY! you heard fear in the PM voice the UWP acting worse than preschool children when it comes to the important matters of the stae. TO BE VERY HONEST I STRONGLY FEEL IF THEY WIN THEY WILL HOLD PARLIAMENT AT THE STADIUM BECAUSE THEY HAVE A PHOBIA OF THE PARLIAMENT. THESE GUYS JUST CANT STAND TO BE IN THE PLACE. Maybe because they know they can’t win so why bother. I am so disappointed in the UWP and Lennox when i used to listen to between you and me i really believed that he would enter the house and add value to it but now i see clearly it would be the opposite.

      You should listen with keen ears. The reason why you could not grasp what he stated is because you are too bent on criticism. You had already made up your mind as to your intention. This occurs when people listen with critical ears. They block their hearing, mind and understanding

    I have commented of Skeritt’s metal state and I will comment again that Skeritt needs a serious vacation and possible health care. Since Mr. Linton took over the leadership of UWP Team Dominica, he has been pounding in the head of Skeritt about the 5000 jobs in three years. Just recently, he advised Skeritt to pay the pensioners immediately and not wait for October. Skeritt and his pals called UWP Team Dominica presentation of their budget at the Arawak a comedy, just like the ones put on by Double A. He heard the presentation, why the lie as regards to Mr. Linton’s lack of interest in suffering Dominicans. The lie about not creating opportunities for unemployed Dominicans. The lie as regards not finding solutions to the issues confronting Dominicans. A gentleman by the name of Capitole said it right, when he said, ” the man lied to me, he lied three times.

    in the first three years of the UWP governance in the 1990’s, what we saw was reduction in jobs. I was in a position at a vacant position at a school and when they took up office I was sent home. No position for a vacant position!!! I can never take neither my right hand nor my left hand to vote for UWP!!!!

      Funny how I heard former employees of Breezee’s Mart, LIME & the Aerial Tram made the exact same comments about not voting DLP again!!! A better argument would be to compare the unemployment rate. How can we prove it was the fault of the then Government you lost your job??? Did that position vanish or they simply got a better suited/qualified person to fill the position?

    Lennox didn’t present a budget, and even with that statement i haven’t seen where he looked at reducing poverty.

    The poor people are not those necessarily seeking jobs, most of them are unemployable, mainly due to age or disability, those who are seeking jobs are those who only wants employment, meaning they want a salary, but do not want to work for it so they go on having lots and lots of babies hoping a man will look after the for life in the end they become poor.

    Lennox haven’t articulated based on all his cut backs how much money he expects to collect, in fact he used Skerrit $552M as revenue (but still said he will remove VAT on building materials so that in my mind equals less revenue) and still showed a short fall (a deficit) which can never equate to prudent financial management.

    What is referred to as handouts is really assistance to the most vulnerable among us, the ELDERLY.

    So this financial year things going to be bright, bright, bright like a touch light in Dominica because it have two national budgets – Labour own worth half a billion dollars and Lennox Own that have a pachay zeroes with no other whole numbers attached to that string of zeroes and he is very proud of himself since his budget has zero calories , zero taxes, zero unemployment, zero duties, zero port charges, zero vat, zero redundancies, zero interest, nothing down, no payment until 2050 on LPOs, no payment on state contracted debt . Dominica will be a nice place for people to work , don’t get paid, and raise their family!!!!! Wosh :lol:

      The same source of fundings Dominica enjoys now is that of the state and not of a Political party. BUSINESS is the name of the game. The very same sources that are there now will still be there irrespective of whichever party is in power. They are not that of DLP or Skeritt but that of the “GOVERNMENT” of Dominica.

      Do you really know what suffering is? For your ingratitude, one day the Lord will send you some form of suffering. You will then know what true suffering is.
      God does not appreciate complainers. He knows very well that today D/ca is in a far better position than it was previously in bygone years. This includes nationals. Are you too blind to notice it?
      You hear and read the news. Consider other countries where there is immense suffering and their governments do absolutely nothing to alleviate it. You should be fortunate that you reside in Dominica. Be thankful, most of all to God.
