Critics of the government have been challenged to point to any major project that has been done on the island which was not “entirely necessary in Dominica.”

Speaking at the commissioning of the Pointe Mitchel Sea Defense Wall and Road Reinstatement Project and the handing over of four vending stalls in Hollywood, Pointe Mitchel on Friday afternoon, prime minister Roosevelt Skerrit said there are no major projects not being adequately utilized in Dominica.

“I challenge anyone to cite a single project of this nature that we undertook that was not entirely necessary in Dominica,” Skerrit said. “There is no major project this government has embarked upon that has been abandoned. There is no major project that is today not adequately utilized. I invite critics of this administration to point to a major capital project undertaken by this administration that was not necessary and is today not standing as a beacon to an enhanced quality of life that Dominicans currently enjoy.”

According to Skerrit, his government has spent state resources wisely, pointing out all projects have been on time and on budget.

The country’s leader also is calling on resident of Pointe Michel to value the project highly, noting the Pointe Michel project was chosen over many competing projects.

“We had as a government to choose. We have to choose wisely and we have to choose fairly. The first point of note that I wish to make is that the government of Dominica choose this project over many other competing and deserving requests for assistance,” he noted.

He said the government did not have the funds and it had to be borrowed.

“And it will be years before that debt is repaid,” he pointed out. “So I want you to cherish this project, value the sacrifice that the others have made in foregoing much needed improvements to the communities in their quest to ensure the safety and convenience of the residents of Pointe Michel. Value also the fact that the current and future generations of workers and tax payers in this country will have to repay the loan for this project.”

The project consisted of the construction of a reinforced concrete seawall, reinstatement of the roadway to allow for the free flow of traffic, construction of surface drains and culverts, construction of sidewalks and parking spaces and rock revetment and scour protection to limit wave overtopping.

Construction work on the project commenced in April 2011 and was completed in August 2012. The project was funded through a loan from the Caribbean Development Bank and is consistent with Dominica’s development objectives and priorities and was constructed by the Barbadian constructing firm in the name of C.O William Construction.

The project cost is EC$ 25.9-million and the four high quality vending stalls costing EC$ 225,000.

The vendors are expected to pay $ 1.00 rental for the next 20 years.

    The state palace was a want, not a need, the PM wanted an upgrade of the Melville Hall airport Dominica needed an international airport. There is a big difference with what is wanted because of ego and what is a necessity.

    Remember God said he will supply our needs so stop taking the money to supply wants rather than needs. MR. PM YOU STILL DO NOT KNOW HOW TO PRIORITIZE, EVEN AFTER 13 YEARS AND YOU WILL NEVER LEARN.

    Change is a must not an option.

    It is a good thing that the prime minister did for vendor.. and they did a good job but making the vendors pay $1.00 ,,that is just ridiculous..they should be giving back to the community. at least $30 per a month..

    It was mr. Skerrit who threw down the gauntlet and I’m happy to pick it up and respond with another challenge concerning the Moroccon financed hotel at the Cabrits.
    The ground breaking for this project took place on 29 Sept 2011 (see DNO of 3 Oct., 2011) in the presence of mr. Skerrit and our Ambassador to Morocco, Mr. Emmanuel Nanthan, amongst others.
    On that occasion it was stated that the period of construction would be 18 months i.e. the hotel would be completed by the end of March 2013.
    Today, 1 July 2014, the project is running 15 months behind schedule ans still nowhere near finished. So much for the P.M.’s claim of Govt’s projects being completed on time. Whilst he contemplates his reply I would also ask him to confirm that this project is running within budget. Last but not least I would like him to elucidate us as to the true ownership of this development. Is it legally registered a the property of the Govt. or in the name of another entity/person(person).?

Is this a joke or another political trick to the people of that constituency? What took them so long to have that ceremony? Elections coming, call it na, lock back and come back…….

    Well someone or persons said it already. The state house was not a pripority over the hospital and the repair of the Marigot hospital, this was square pegs in round hole. The medical facilities takes presedent over this everyday so we would not have to put our ministers in the wrong ward and have to flight certain persons out for treatment overseas. So you blundered badly.

    Pte. Michel seawall constructed by C.O. Williams construction, a Barbadian constructing Firm. Why would a Barbadian Firm be given priority over a local construction Co., to do any project which local construction workers could do?

    The pattern. Maybe a sub-contract, the local Co. got on that project.

    Public works is being dismantled little by little. Disrespected. Publicly maligned. The area where they operated for decades have been either sold, leased or given free to the Chinese. They had no input. Carpet pulled off those workers feet.

    PWC not part of the deal. No info. No idea what was happening, over their heads, or behind their backs. Public Works built seawalls and more. PWC need the resources, both human and financial, to do more.

    Change is a must. How Long? Not Long!!!!!!

      I am still mystified by the practice in a Dominica of awarding government contracts to foreigners at the expense of Dominicans.

      How can Dominicans develop or progress if they are not being challenged or given opportunities to shine?

      These foreign companies tend to exclude Dominicans from those projects and this results in skills not being transferred. We are ignoring opportunities to engage with our fellow Dominicans.

      More Dominicans employed translates into less poverty, less dependence on the PM to provide the meagre handouts.

      PM, please stop marginalising Dominicans, give them the contracts that they are capable of delivering.

      We have to stop portraying Dominica as a state of unqualified incompetents.

    One major project that this DLP administration has NEGLECTED, even though private sector owned, is the Aerial Tram in Laudat. Did we go the extra yard as a responsible Govt. and ensured that sustainable tourism employment in Laudat was priority. Another major project in the Roseau Valley that this DLP administration has FAILED to address is the deplorable road condition of the Wotten Waven road. Imagine all and sundry at the Spa Capital of Dominica and after a refreshing sulfuric cleanse and relaxation one has to travel back down that rough and rugged road. Imagine that in the height of the recently concluded tourist season, the bridge linking WW to TR was not motorable due to events which happened in December!!! Have we understood the impact of what has transpired. Tourism revenue was lost big time……

    Mr. Infrastructure Prime MInister, no one is criticizing you for building major projects. All Prime Ministers before you have built sea defense walls, roads, schools and the construction of houses for the less fortunate. Our problem is that you should, together with these projects, manage the economy. Dominicans cannot eat concrete. You claimed, approximately EC $29 millions were spent, before beating your chest, maybe you should tell us how many Dominicans were employed on this project.

    Is Dominica attracting investors, why is the unemployment rate sky rocketing in Dominica?

    Again after 14 years and not understanding what is Governance is surely a death blow to Dominica..

    The cost of living and doing biz in Dominica is the Highest in the region wages are too low, all services enjoy corrupt practices, so Dominica is a turn off pretty much, thus the people can’t understand issues and are proud with bling, handouts a smile and thinking under the table thankful for a 20 box to praise the supermo!!

        Low wages is indeed a factor for foreign companies to invest but also we have to remember that cost of production is important. e.g if our electricity bills and water bills are high then the cost of doing business would not be attractive to foreign investors

    Necessary project, but what is ‘high quality’ about the vending stalls? Could DNO expand on this? And the price of these pretty sheds- $56250.00 seems on the high side? The village council of Pointe Michelle can do better than that with those flower pots – pretty up the thing nor. These people travel overseas all the time and see beautiful stuff – for $25 million, get a better finish-dannit!

    The things you claimed to be “Major” projects were all necessary for the country and is the responsibility of all and any government in power to do. Therefore I don’t see where I can praise you for something that is part of your duties as ministers of Government.
    When you start bringing in projects that will guarantee the people of Dominica get employed, which will have a positive impact on the Economy, and when both visitors and residents will want to remain in the country, to live, work, and raise a family then you can ask for the recognition… SMH

    I can boldly state without any bias, or fear that the instillation of Landing Lights, at the Melville Hall Airport, and the digging up of the river bed; and banks of the river was not necessary!

    What the government should have done with the half of a billion dollars that is wasted so senselessly on Melville Hall Airport, should have been used in the construction of a new International Airport! The last silly action of the government is the giving away of the five hundred thousand dollars to the one they called their boy bishop; while the Marigot Hospital remain closed.

    Why would anyone spend five hundred million dollars on an old municipal airport, when they closed down an International Airport which was practically under construction, at a cost of less than four hundred million dollars?

    That is the question which needs to be answered; I must agree though that the Sate House (building) was indeed necessary.

        You know whereas the cost of the building seems outrageous, that building is our national building, that is part of our nations pride, when dignitaries visit our country, we cannot entertain them under a tree nor Fort Young Hotel.

        That is our White House, similar to the White House in the United States; it is our Palace, and though we have to be careful not to live above our means, the cost of some projects cannot be avoided. So, either we bite the built, and take the bull by the horn, and build it, or we do without it!

        It is expensive, to build right now, nevertheless, if he waited five years from now the cost may have doubled. You see that is the mistake they made when they shut down the International Airport the UWP was building. The Labor Party, and I will quote the Late Rosie Douglas, Ian Douglas, and let us not forget our illustrious Athie Martin, they all made the claim that at the time Edison was spending too much money in the construction.

        They made the claim that they could have built one for a friction of the cost of what the UWP was spending to build the Airport. However, in less than five years the cost bobbled, and right now only God knows how much it is going to cost our nation to build an International Airport. It is inevitable, we must have it; the more we procrastinate, it is the more expensive it will become to build.

        You know there are days when my finger tips hurt, from repetitive striking of the keys on my keyboard, and yesterday might be one of those days, so I had no choice than to shorten my script.

    All projects have been delivered on time? what about the Marigot to Pond Casee Road ? Imagines Patrons were gathered for this, commissioning of these colourful booths and a road and sea defence wall… What is so spectacular about that? Most times these projects are sub standard yeat called state of the art.. How come they didnot call the vending booths state of the art? Imagine 1 dollars rent for 20 years.. who will up keep these vending booths ? Just Political fanfare and drama…. Now there is a Mobile red clinic, with stops in Pointe Michel and other parts of Dominica,,, Red Clinic galore. Could some scholar in Dominica, write a research paper on the cons and pros of red clinic?
    PM, another questions: The Rosalie petite souffriere road is used by motorists yet? when was it commissioned? Oh when will all the bad roads be fixed and commissioned, patrons are waiting so as to be gathered for the blessings and den the party…….. Mr Pm its any government;s duty to provide for its citizens so stop playing as if u are doing Dominicans a favour

    Though I agree with the Prime Minister that all the major projects are adequately utilized and necessary in the country, he has not been candid and forthcoming with many issues as we all know.

    As leader of the country, he doesn’t understand that honesty, credibility, integrity, accountability, ethics, candor and transparency, are all part of good leaders. He’s yet to demonstrate that he can pass the test in the areas mentioned.

    His members of parliament, the lying lawyers and supporters are no better. So as a constant critic of the bad governance in my country, I’ll continue to speak till I die, regardless who’s running the country. UWP, if you become the next government, you better keep your nose clean for the sake of good governance. The Lougaoo will be watching every step you take.

      Carcon, our own Bello can not get enough coffee beans for its own little operation. Where is the coffee to supply that plant? Walter said we will buy beans from central america to roast here. You think those sellers, if they exist , want to be paid in peanuts? Is U.S.$. they want. And then where are you going to sell that “Dominican” coffee? Perhaps to Venezuela, to, pay for your oil? Venezuela does not want coffee for oil. They too want U.S.$. That is the world today, so many people hating the U.S.A. but is their money they want!

    $1.00 Rental for the year…..

    Hmmm…

    I am all for the project, but building vending stalls that cost $225 000 and renting them $1.00 per year for 20 years is not sound economics. This means $220 in total for 20 years (assuming it is a monthly $1.00 and not yearly which would be even more ridiculous) While i understand the reasoning behind having it low and affordable, this does not encourage sustainability.

    I say that to say, any vendor can pay that amount in advance and never be motivated to succeed in their vending business. I am not asking that the rent be high, i am just asking that the vendors are motivated to make their stalls work and keep the stalls in operation so that this $225 000 that we the tax payers have to repay with interest does not go to waste.

    If I pay my $12 for the year in advance, or I can even pay my $240 for 20 years (in advance) and then then a year down the line I feel like closing shop, I have rights of the stall for the next 20 years…. so if i cant work it, nobody else can, thus it stays vacant for the next 20 yrs. and $225 000 just went down the drain.

      Shaking my head. Don’t these stall holders sell their wares at a profit? Or is their beer or rum cheaper than anywhere else because they are only paying a token rent? mr. Skerrit please, if these people are making a living and a profit, as they should, let them pay a market rent for these booths and stop creating a dependency culture. You can not give your civil servants a wage rise because you say things are tough but you letting commercial property for practically nothing. Can’t you see what this kind of management is doing to our friends in Venezuela and you are not learning?

      It is $1 a year for the next 20 years. It’s not a question of economics, but one of giving individuals a head start to fend for themselves and their families. We talk about unemployment every day and what is the government doing or not doing for us….so here it is, 4 individuals are given an opportunity for a better living.

      Have you heard the words lease and sublet? The stalls don’t belong to the vendors you know. If they close down, then it will be subleted to someone else.

I say to all those that criticise, are you guys for real, this was necessary the road was practically in the sea which meant that people’s lives was at risk, and furthermore this town is so close to Roseau. What would happen should visitors encounter such a scene they would be appalled at the conditions.

      @Dominican UK: while I do recognize the effort of the government but I have this question: is not it the responsibility of the Government to undergo these projects like roads, schools, hospitals? These are basic developments that any government in power MUST undertake. Freedom Party built the road from Roseau to Scottshead, UWP built the Sea Wall from Loubiere to Pointe Michel and then this Government continued. What is this chess beating about?
      Here is my problem: The wall was built by a foreign company with little local labor money leaving the state.
      Why was the road sloped inland? if we have rough seas the village can flood if the manholes gets blocked.
      Why did’nt they build a wider and dipper bridge to a least accomodate a Bobcat? Are we going to use intensive labor to clear after a depression? My God!
      Why did they construct box drains with slabs instead of v-drains. This is more hygienic since all waste water is practically runny on the surface.
      Why did they not build the vending stalls further back to allow “free traffic”. They material for backfilling, the tarish, is just a few feet away. I can imagine on a busy Friday that we can experience serious traffic congestion.
      Why did they choose to build a Toilet opposite the Credit Union? This area could have easily used as a parking bay for employees and clients of this institution.
      Finally, Mr. Prime Minister, what about human development? Jobs for our people. I cannot eat concrete neither would this road any sense if we are not in a position to buy a vehicle or a job to utilize this?
      Dominica is at its crossroads and this Government needs to create jobs rather than beating their chest for doing things that are expected of them. I need a JOB!!!

    While I applaud the government for the projects undertaken, I’d like to ask; Is the Pond Case to Melville Hall airport road on schedule? Also, how about the Rosalie to Petite Soufriere link road?
    I would like to see the Dubique to Stowe sea wall begin in earnest. It is a much needed piece. Thank You!

      Thanks Anonymous for the enlightenment. I did not know that the government was doing so much on transportation development. Personally I would like to see a Eastern coast road from Scotshead to Penvelle on a parallel to the West coast road. Roads have a way of attracting investments and projects. A adding value to real estate.
      Not everyone will agree with the government priorities because we all have different opinion, but the government sure have bragging rights for now. They are “doing” something that you can see.
      We need more constructive critics like you to keep the government moving forward.

    I would have preferred for the P.M. to throw out his challenges in a public forum, where people could ask him questions directly in person. However,, since he did challenge his critics nonetheless let me one of them.
    I am sure that others will question the necessity to construct a State House but my specific subject is the unfinished Petite-Rosalie link road along an existing track. In a P.R. exercise the P.M. walked the route of this on 4 April, 2008 when he gave a commitment that the Govt. would construct this essential link road at a then est. cost of E.C.12 million. Feasibility studies and final design plans had already been financed by the E.U. Subsequently a Venezuelan contractor, Inversiones JJ Llc was engaged and the cost increased to E.C.20 million (see also GIS report of 5 April, 2012). Today, more than six years later we are still for the completion of this 4.16 km. road (…yes., a mere 2.58 miles, which works out at a cost in excess of $7 3/4 million dollars per mile!). Where is that road mr. Skerrit? When can we expect it to be formally opened? Thank you.

        Our concept of debate has been the political platform. It has worked for us. Why experiment with in imported concept for which our people are ill prepared? Debates are for societies of informed people. We are well aware of the capacity of our politicians to misinform. We are also aware of the gullibility of our people. What would be the value of a debate in such an environment? More confusion? Until our people learn to inform themselves and think for themselves we should avoid debates.

For a country that boasts a literacy rate of 94% (people who have attended school at least to age 15 and beyond) your comments about the mental capacity of our Dominican citizerns are rather condescending if not insulting. You say that debates are for “societies of informed people”. I take this as a put down of our own people and if indeed they are not informed it would be a severe indictment of a Govt. , whose task it is to properly educate our people and keep them abreast of developments pertaining to the governance of our country.

    What is wrong with this guy. So now you know that generations will be paying for country’s debt. Yet over 20 million go to bajan company. There seems to be no Dominican company capable of undertaking any Large projects in Dominica.
    Mr. Pm every time you speak sounds like you begging. With 18 seats and 14 years why do you sound like your back is against the wall. Is it because you know the critics are correct in their assessment of your administration?

    You are displaying your lack of confidence in your peoples abilities in every way and even in your own government. It is time for you to go skeritt. Dominica will be better of without you as pm. If yellow was going up against you I would vote her instead.

      Even that slogan is not original. They plagiarised from a Conservative Party campaign in the UK when Maggie Thatcher was in power. Big bill boards all over London reading: “Labour doesn’t work”. Does this party have any original thoughts or ideas? Seems to me they are running behind Team Dominica, copying everything they do., just like road side vendors copying each other.
