Red Clinic under fire (poll included)

The so-called “RED CLINIC” (RC) said to be conducted weekly by Prime Minister Roosevelt Skerrit has come in for some harsh criticism in one local publication.

“It is a deliberate ploy to keep people mentally and psychologically poor,” someone calling himself/herself OBSERVER writes in a letter submitted to Monday’s edition of the Sun newspaper.

According to OBSERVER, what is dished out at the Wednesday RED CLINIC is “money (dry cash), also upon request monies or cash of up to $2,000.00, sometimes $5,000.00 well packaged in envelopes and escorted to the source, by a special courier delivered to party and PM loyalists”.

Calling the process abusive, the letter writer says people who should be encouraged to study and seek better paying jobs spend more time “queuing up now in great numbers at the entrance hall of the Financial Centre in Roseau for handouts from the scarce resources of the state controlled by one man under the disguise of helping the poor”.

The controversial clinic also finds space elsewhere in the May 21 edition of the SUN.

The paper says despite vociferous criticism from the political opposition, the RED CLINIC continues and may be intensifying.

“An average of 100 people attend the event each week” the paper quotes a public servant as confirming.

“The prime minister has vowed to continue the weekly practice of giving cash handouts directly to the Dominican people from his office,” the back page article states.

The requests from “needy” Dominicans are said to include funds for medical treatment, payment of debt, assistance for education expenses, purchase of groceries and more.

Opposition concerns mentioned suggest that the programme is an attempt by Prime Minister  Skerrit to buy votes, and that it creates beggars.

Other critics, including a well-known health official, have suggested that the RC is “dehumanizing, contributing to the deterioration of the mental health of the Dominican people”.

However the government view, also represented, describes the cash handout initiative as a “social protection programme” that’s well structured, with those attending the clinic having to show proof of what’s needed.

OBSERVER, whose letter may have served to shine the spotlight on the RC, is not convinced.
The writer concludes that “the way out of dependency is not the way up the long winding stairs of the PM’s office, or to the official residence at Morne Bruce, or at the then temporary residence at Castle Comfort, or from the personal residence at Vieille Case”.

While the Skerrit administration insists it is helping out those in need, it is being advised that such a programme should be done through the Social Welfare Department.

OBSERVER questions the motive behind the weekly cash offering.

“What an imposition, what dirty politics, and how low can a government bring women, families and vulnerable people down to that street level of vagrancy,” the writer queries.

That kind of criticism is however not likely to reduce the weekly Wednesday queue when Dominicans with financial needs grasp the opportunity to appeal directly to the prime minister for financial assistance.

    100 percent agree with writer.. It is dehumanizing.. And it is sad that most of them are the ones who are not that educated enough, to see that it is a political scheme , to capture votes. This is my opinion , and i am entitled to it.

      Let me take the oppotunity to answer the question you ask, WHAT IS THE RED CLINIC.. The thing is when Roosevelt Skerrit become the Prime Minister he begin to do things that in the histroy of Dominica politics no leader has ever done,(1)make available his office for all dominican regardless who they are,(2)Create a programm to care for the elderly called the YES WE CARE provide free cooking gas and in some instances stoves,(3)Create a programe call the HOUSING REVOLUTION.. where houses are buildt for the less fortunate and in some instance help others to renovate their houses,in addition give public servant loans at low interest rate to build their homes..(4)provide school busses for school children and in some instances pay private buses to help bring children too and from school plus so much more.So because of that the office of the prime minister was use so people would come and bring their complain.Now because of that, those who do not support skerrit and the gavernment call it the RED CLINIC because most of the time the people that support the government that will visit,but let me make it clear it is not only those who support the government that are priviledge to visit the PM.Its for everybody and for your information some of his critics in high office also go to him like Nicodimus who go to Jesus by night,and let me make it clear nobody get money in envelope to buy vote,the prime Minister do not give money,after he see the individual base on the circumstance he refere you to another office and most of the time it have to be with health concerns,when my wife was sick and had to go to martinique for health care,it was that same so called RED CLINIC that assist.I hope I was able to bring a bit of information to you about what the opposition parties called THE RED CLINIC.But to me I call it A CAREING INNOVATION BY A CARING LEADER.

    Some people making reference of the red clinic to the american welfare system.
    For those smart enough to understand anything other than nursery rhymes will know that it have caused alot of psycological problems for minorities in the states.While they folishly wasting their natural talents and mental capacity away, they become dependent and consumers. While other nationalities are gathering wealth, resources, real estate.
    Our people has yet to understand what we as a people(blacks) nees to do to free ourselves from the willy linch syndrome

    At least people who went hungry everyday, can now eat a meal. They can now go to the store like everybody else. Dominicans are too negative and the people that write these negative comments most of them are in the states sending barrels to their families. Most of these poor people don’t have family members to send them money through western union or to send them barrels. If Skerrit wasn’t helping the poor, you all would still have something negative to say. SUCH DINGBATS!!!!!.

      Skerrit doesn’t have to dish the money/cheque himself – if it’s for the benefit of the poor then each parliamentary representative should have access to these funds and after having investigated those who are needy in these constituencies, then they could do the due deligence.

We already have a welfare system that is supposed to be overseen by government.I guess it is not efficient enough.Who is keeping checks and balances of this RC? Let me let u know that most Caribbean people in the states , work themselves out like there is no tomorrow. I am living in the states for 15 yrs and i will tell u most of the people who get food stamps and checks are americans. Just so u know , they are trying to make it difficult for the ones who luv the welfare system and believe it or not americans make up that system , so don’t throw dirt on da people.     For lazy and individualistic people who have “benefited” from the “Red Clinic” it may sound like a fantastic idea. Let us discuss this issue on a state level.

    Firstly, the dangers of this direct activity imprints the disease of psychological dependence to the mind. Instead of this “Red Clinic” an agency should be created where people with dire needs can receive that kind of assistance. Or are we as a people responsible for managing that agency with justice, or would this kind of agency be ran with the “pull string” attitude? The reality is people do reach in challenging situations one way or the other and some means ought to be created to assist them but the red clinic is really not “helping” people.

    Secondly, in order to escape this mental and economic poverty we must have a “do for self” philosophy! If we do not apply this self determining principle our nation will wallow in mental and economy poverty. I refer our people to http://www.africanholocaust.net.

    Lastly, this “clinic” should be stopped because it causes two problems: 1. It is politically motivated (RED). 2. It is a “clinic” which endorses malpractices of “assistance.” It is a clinic which gives a quick fix yet causes long term decay of the mind!

    A lot of people do not like the Red Clinic simply because it gives the P M and his party a political advantage in obtaining influence with the electorate .The opposition will denounce it because they cant do it ,and that puts them at a disadvantage.
    But there is an other side to it and the business places will encourage it simply because it circulates money in the economy.If it was being done in a developed country the words “SUBSIDY AND STIMULUS ” would be used .
    That clinic allows the P M ONE AND ONE ,FACE TO FACE COMUNICATION ,with the poorest people.
    A lot of people think that if you are poor you do not deserve a break,but you should allow self pride to deter you from asking.

It would be ludicrous to suggest that whereas DLP supporters care, UWP one don’t. What most people take exception to is the way this “ad hoc” help is dispensed.

      The program is a good idea to assist the dire poor, or unemployed; applicants should be screened properly and assistance should be based on needs. A job training program should be attached to the clinic to assist people who are looking for work to develop their skills. It should be a means to an end, not a means to a lifetime of government dependence.

    Put a story in front of Dominicans, and they’ll read and see what they want.

    The picture linked to the article doesn’t show anything about “RED CLINIC” It clearly states “Labour Party supporters celebrating ‘Red Day'” which happens to be on sand – on a beach somewhere (i’m guessing it’s not a park) …and definitely not outside the PM’s office… so to make reference to the people standing in line as begging for handouts – it just goes to show how Dominicans are so blinded by negativity, that they’ll find anything to criticize.

    The story is about the so called affair of the PM handing out cash to those in need – it’s not about those in need “begging” as you guys claim.

    The answer is yes – some form of welfare and workfare is needed to assist people in Dominica – but it needs to be streamlined and administered properly and NOT a FREE FOR ALL

    I think we all would like to see the accounting and budget for this ‘RED Clinic.’

    How is it funded?

    Politics aside- Is this the direction we need to be heading in Dominica?

    Can the people of Dominica have the same benefits from a different system- for example:

    If MEDICAL assistance is needed-there should be an emergency fund and department at the hospital to take care of this-travel expenses and hospital transfers, etc…
    Social services/Welfare should be able to handle funds needed for food, utilities, etc…

    Schools should also have a system to manage students in need of books, uniforms, etc…

    What is the benefit to the CITIZENS of Dominica to have to petition the Prime Minister’s office, specifically, for CASH assistance?

    It seems (from the poll)that most Dominicans want an end to this Red Clinic, I wonder how long it will last…

It a similar case where lots of persons cry foul on the Chinese businessmen, but whose premises are being rented – One opposite lotto owned by a lawyer, Prevo Cinemall, a building close to social security owned by a strong UWP supporter who lives in Morne Daniel.     When I entered America after receiving their green card I vowed to clean the streets rather than getting food stamp. I said I would make my country proud. Today I am seeing my country has a worst principle than what America has. People pride are taken when they become beggers. They become bought people. They are owned by the person who feed them. The Prime Minister knows exactly what he is doing. He is playing games with the BRAIN of his country men. He is taking their power from them.
    Has slavery abolished when you have to beg to eat rather than work to eat? Why do I have to work in America pay taxes then send the money to help people who rather beg.

    Can’t believe Dominicans has stooped to this level – even supporting this madness. I have no hate but love in my heart for the PM but what he is doing is NOT good for Dominica. Dominicans have always been hard working people. Many of our parents gave us better lives through hard work. Instead of Skerritt using this money to create jobs, he is giving away thousands of dollars to able working people. Most of the people seen in this footage seem to be of working age, at least below the age of 50.
    The PM is creating an environment of entitlement, laziness, greed, which will eventually led to crime, lack of productivity, low self esteem among other social depravities.

    I have no problem with the assistance given to these poor people with 5 , 6 and 8 children . I know of people leaving all the way from Kalinago territory . One time few came with children who had these bad coughs and it touched me so much that i won’t criticise the program as i did before . How ever though Mr . PM , really i think it puts you too much in spotlight and your fellow colleagues out of picture since last election proved that people voted for you in all constituencies . So now what you need since people see you more than their Parl_reps keep the votes coming give the parl-reps the chance to help too in their constituencies give them cash and teams like pastors and priests and teachers writing up proposals to help poor needy children and peasants .     Once again, the DLP , in spite of their claims to get to the next level , resort to the old trick of making voters feel they have to elect them because they can be providers. These politicians have instilled in voters the wrong perception that the government will take care of them in all situations. This perception is undesirable and can only lead to more poverty , crime and retardation.
    This government has shown no plans that enables people to become more self-sufficient. Any country in which the people rely on government handouts will find it impossible to progress. If people don’t have the will to improve themselves, and are simply looking for free help from others, a collapse is inevitable . It is no doubt that we are nearing failed state status .
    Taxpayers’ money should be spent to promote education and opportunity, not to appease certain voters for the benefit of certain political parties. Amidst the current global economic turbulence and our inability to compete on the global market , we are desperately in need of better platforms that promote reasonable and effective spending and self-sufficiency amidst.
    A message and warning to the Skerrit Party –Not all voters can be lured by these Santa Claus handouts; I also do hope that the illegal diaspoaran voters who helped sway the last election results will think about their action .Politicians are suppose to serve the public interest not to serve partisan agendum

    Let us be objective and remove hatred or support for whosoever it may be.

    There are those who really need the support – the Elderly who cannot work. The sick who may need to go for overseas treatment. The Single unemployed mother who may have immediate needs for the children’s welfare. I give food to those on the road, I will not give money to them but even as it is, they are really hungry sometimes so I give them the food etc not the money. Yes there are persons who need a job or some skilled lessons so they can learn to fend for themselves but there are those with immediate needs which needs to be addressed. So Psycology student, you need to know where to draw the line. Would you ask an elderly person to learn a skill at their age? Would you refuse to pay school fees or lights or give some groceries to an unemployed, single mother of about five children? or would you deprive that one (1) promising child the opportunity not to attend school because the mother cannot pay or give him/her enough food, uniform etc. Come on open your eyes Dominican and look at each situation based on its merit. I am sure the school of Psychology you attended would give lessons on this as well not this stereotyped thinking you have

    The name ‘Red Clinic’ gives the impression that it is geared towards DLP supporters. Change the name as I’m sure thats not the case. Even better let the Social Welfare Division take over the clinic.

    I dont oppose to government helping those in need, but if its the same people every week seeking help, then they should be turned away. They will never learn to stand on their own two feet, and will always see it as their right.

    The P.M must be aware that there are some who will never try to help themselves financially while there are funds in the clinic to enable him to dish out cash. What will happen when the kitty runs dry.

    Personally I have no problem if the Prime Minister and the Labor Party wants to run their “Red Clinic” from their party offices. But I am totally against the use of the official offices of the Prime Minister for that purpose.

    If the PM feels strongly about the need for such a program being administered by government, then use the appropriate government machinery.

    Define the program, it’s scope and objectives. Set criteria for application and approval, and allow the appropriate CIVIL SERVANTS to administer the program in a transparent environment; subject to oversight from the director of audit and public accounts committee.

    And even before all that, it must be given the authority of law through a parliamentary bill and debate. In other words it should be put out there for scrutiny even before implementation.

    In the meantime this present program should stop IMMEDIATELY.

    I feel so strongly bout this that I believe some civic group/individuals or even the parliamentary opposition should go to court to seek an injunction against this charade of Roosevelt Skerrit.

Every dollar that goes to the welfare program in the USA is approved by the congress and then distribute to the individual states. You must go through the qualifying process before you can be approved for welfare in the USA. The Red clinic is quite different.. All you to do is waive a red flag and go see the PM and you will get money.. How we as a nation can see progress when the major source of income for the poor people is through the red clinic.     The comments of the DLP supporters in here, clearly confirms the notion that this handouts has a psychological hold on the Dominican people. They refuse to accept the fact that they are fully dependent on the Red Clinic for help. The contrast between these handouts and a social welfare program is that there is a department within the Government that runs the program, NOT the PM!
    This is a form of mental slavery that degrades our society and hence limiting the people’s way of life.
    Look at these people standing in line! They could care less about politics, it’s all the handouts! Mr. PM create jobs so that people can receive a check, have financial freedom, and enjoy more flexibility in their finances instead of depending upon you.

    Before making ridiculous remarks, why don’t some of you do some basic research. We no longer live in an age when communication is done with two cans tied to a string.

    Reference is made to the food stamps in the U.S. To begin with, food stamps does not have political affiliation, and does not have party alliance. Funds are allocated and disbursed in accordance to specific regs; and are done through state agencies – like the Human Resources Administration. It is audited by either the audit bureau or an independent agency such as KPMG.

    The name itself (RED CLINIC) is rubbish, and reeks with party affiliation.

    I do not oppose some form of social assistance/ welfare being given out to the poor and less fortunate of the Dominican society.

    I am opposed to just handing out cash if there is not a system in place. If someone wants medical help – give them the assistance – ensure that it is going to the right place – make the payment directly to the receiver, nto just give money to people.

    If the people need food – give them vouchers to the grocery stores – make arrangements with the grocery stores and negotiate on food prices buy the less fortunate – open a food bank…. Like all else there should be a proper system in place.

    I say create a social welfare policy or system – it can be called the red clinic, i do not care what I care about is programs which support poor people – health care assistance – to buy meds, dental care, eye glasses assistance …maybe even a workfare assistance – help people who show that they are actively trying to help themselves …

    Most countries do have a welfare system when poor people who meet certain criteria are assisted by the government. Why not Dominica?

    Lest we forget some months ago when over $80k was paid to a hospital in Trinidad for my Wesley friend, we had the UWP Senator making a claim from this same clinic for a further $80k for the family….. He never said what the UWP would give to assist this family, they could have come together, use from the salaries they receive from government and contribute but alas they never did!!!

    To simply use some annoynmous writer/ghost from a paper that is vehemently opposed to the government is sham journalism.

    This is like rum shop talk/Dominica kind of beff talk.

    I thought the new DNO would have elevated journalism.

    But this is clearly not how it is done. Because when the deceased lady from Wesley got govt assistance for medical help money was not dispensed.

    Secondly all monies are accounted for and the public accounts committee knows that.

        Good question Prof. Wouldn’t we all like to know where the money is coming from? Public accounts committee may know about money spent but do they also know where this money originates? Don’t know who would so bold asking the P.M. for 50K but perhaps you can tell us? Know of a lady who asked for 5000 pounds though!Is it possible that came from the same “red clinic” source too?

      Did you listen the last budget debate. did you not heard representatives boast of how their constituents got their light bill payed etc all because of the red clinic.
      Are you saying that what is reported about the red clinic is lie.

      Are you saying thast the PM is the best person to determine who is in need.

      Are yuo saying that the red clinic serves all who is in need regardless of their political affiliation.

      Are you saying that since the public accounts committee knows the quantum exhauted under this program that all is ok.

      The issue here is that we need a social policy forming good social programs for Dominicans and not DLP supporters.

      We need to train people in the wellfare department to be able to peoperly target the ones that really need to benefit from such programs.

      Any social progrms that target supporters of one party will not and never succeed its rightful objective . Then again whats the rightful objective of the red clinic( winning votes).

      How the hell could you have teenagers going collect 100 ec every week. these people need jobs.

      Or we need a National insurance shceme from which we could design an unemployment befit programs where all dominicans ( not just DLP supporters can benefit).
      You all seems to support everything that is wrong .

        I thought unemployment insurance was easy – all you’d need is proof of record of employment from your employer. At least that’s how it works in most countries – not an interview or back ground check!

        @hmmmm…it is indeed a long process here in the US. They have to ensure that you’re really in need. They have to ensure that you are entitled to what you claiming. You have the choice to log on online and start the application process which in itself is a looooong process. I have assisted persons who applied for I know what I talking about.

        AND, its only for citizens of the US, not visitors, students of permanent residents. It is very laughable for persons to compare the process here in the US to what takes place in financial centre. Just plain laughable.

        Anyways later for allu for now, hot seat time: skerrit gonna deal with the parl reps…SOMETHINGS HAPPENING..hahahah

      Only those checks are given to those who qualify for aid across the board, not just party supporters. This is clearly politically motivated.
      People who need government support have to fill out paperwork, prove their income, and then they get help once a month and are expected to budget just like people who are working. They do not have to stand in line like beggars to get a little something. There is no dignity at the red clinic. The all powerful OZ makes the decision

      You are so wrong, re your comment, I am not on welfare/receiving any government allowance, that was then, and it was a start up thing, not a life long thing, I upgraded my education, have a well paid job and contributing back to society/as a tax payer,

      I cant comment to much on the U.S. system, but this is NOTHING like the U.K. system.

      Unemployment Benefit, Social Security, JobSeekers Allowance etc is means tested. There are numerous forms to complete, you have appointments, someone delves into your business, THEN you find out IF you are entitled to any of these benefits. The amount you receive doesnot change on a weekly basis, there is a set amount that everyone entitled to it gets. Most important it is dealt with by civil servants NOT the P.M. and its there no matter which party is in power.

      I’m for the P.M., but he cannot/should not be handing out pocket money like some parents do in order to keep their children happy. When the money stops flowing, thats the time he’ll know who his true supporters are.

        Also in some countries one have to work for over nine hundred hours (900) hrs in other to receive employment insurance (EI)

        I no of persons who were employed and did not receive Employment cheque because they did not have the required hours, also some were fired from their jobs

    through the welfare division none of these people would get assistance , we all know that. That division is only interested in protecting children rights. you need to get some knowledge on how they do with the monthly allowance to paupers.

    All social welfare-type programs look like handouts. A cousin of mine in England told me she makes more money on unemployment checks than she makes working minimum wage so she staying home instead. Same thing happens in the U.S. But what else to do eh? Some people just in need and sometimes, only direct cash will help.

    Come up with some good ideas instead of just criticisms and then maybe they will hear us.

      The program is design to assist persons with immediate emergency needs more often to meet Medical costs, especially for overseas treatments…

      The Double standard by Dominicans is killing me… They made such a BIG HUE & CRY for Shernel, even when through this so called ‘Red Clinic’ paid out $85,000 to assist the family for her to get treatment in Trinidad, they call it fowl that the PM didn’t give another $80k to the family.

      That is the same clinic they now bashing..

      PM just do what you have to do and ignore these EDDIOTS!!!!

    The “Red Clinic” is simply a social welfare programme, a safety net for those among us who are in dire and immediate need of assistance.

    Any business owner can confirm that numerous individuals come to ask for assistance, unfortunately the corporate community cannot always assist. I thing it is commendable that the Prime Minister is willing to use state funds to assist those less fortunate.

      There are those who really need the support – the Elderly who cannot work. The sick who may need to go for overseas treatment. The Single unemployed mother who may have immediate needs for the children’s welfare. I give food to those on the road, I will not give money to them but even as it is, they are really hungry sometimes so I give them the food etc not the money. Yes there are persons who need a job or some skilled lessons so they can learn to fend for themselves but there are those with immediate needs which needs to be addressed. So Psycology student, you need to know where to draw the line. Would you ask an elderly person to learn a skill at their age? Would you refuse to pay school fees or lights or give some groceries to an unemployed, single mother of about five children? or would you deprive that one (1) promising child the opportunity not to attend school because the mother cannot pay or give him/her enough food, uniform etc. Come on open your eyes Dominican and look at each situation based on its merit. I am sure the school of Psychology you attended would give lessons on this as well not this stereotyped thinking you have.

      What Dominica receiving from the LP is a political thing

      I received Food stamp when i first arrived in the USA, it was not given to me by president Reagan party it was given to me by the USA government and not a specific party

      What Skerrit need to do is to empower people, give them tools, open apprenticeship program so that they can do something better with their lives instead of lining up for handouts

      This is a political move, also a Chavez and Castro style of ruling

      Food stamps have to be applied for, they are not handed out at one’s whim & fancy. When you no longer qualify, OFF you go. The Food Stamp program does not tow along party line either,Conservative, Independent, Republican or Democrat. Once you are eligible you qualify. C’est tout!!!!

      There is a new program where persons receiving food stamps are offered a 6 week training program in a basic field of their choice. After they complete, they are placed in jobs and eventually removed from public support. This is how people are empowered. Don’t come on DNO trying to deceive people just to receive a plane ticket to come down to vote.

      I and MANY OTHER PEOPLE know better.
