President Nicholas Liverpool is due to end his second term as Head of State next year

Five people are in the running to be Dominica’s next head of state, according to a front page article in Monday’s Sun newspaper.

The list put forward by the paper includes the chairman of the Integrity Commission – former Cabinet Secretary  Julian Johnson, and Ross University professor Dr Gerarld Grell, said to be the two frontrunners.

Speaker of the House of Assembly Alix Boyd-Knights has also been shortlisted, according to the Sun newspaper.

The other two named are Dr Edward Watty and retired banker Conrad McIntyre.

President Nicholas Liverpool is due to end his second term as Head of State next year, but there is a suggestion that he may leave earlier because of ill health.

Who would you the reader recommend as the next Head of State?

so we live in a democratic country and we cant even decide if we want a president or not. isnt it about the voice of the people?

if we dont want a president we should as dominicans bring that up and get them to stop that nonsense.

or maybe not cause the “head N” might say, “no dominican can tell me what to do. i will do what i want when i want. i will let the people of dominica know what i am doing when i am ready”

    eh beh look it.

I think that now is the right time to have a Kalinago president. The last time we had an appointed Kalinago head of state was in the 1670’s when Kalinago Warner was appointed by the British.

Look at St. John, St Croix and St Thomas{USVI}all together, they have more people than Dominica yet they have one Governor. The USA has one President without a Prime Minister. I think we could do with either a Prime Minister or a President, not the two. Salary being paid to the other, could go a long way.

The head of state is a vital position. In the event we have a court ruling for example, lets say the UWP had won its case against the PM, there would be no leader… the president is there to maintain order in the country and keep the various political parties in line. He/She should be non partial and sees that elections are conducted fairly, the representatives are sworn in etc… In a state of emergency where parties are fueding… you need a president.

    April 16, 2012

The country needs a serious Constitutional Review or Reform. The President, Head of State? The person with the real Power is the PM. Let’s be frank. Witness all what has been going on. We all know of all the corrupt practices, disrespect for the Constitution and Laws, lack of trust in the Judicial System. The President’s hands are tied or he allows his hands to be tied. The Political Directorate run things.

What is the President’s take on selling of our sacred property, our diplomatic immunity to all and sundry? What does he have to say about appointments of non-Dominican Ambassadors who are alledegedly in serious problems with the Law? about Bad Governace and secret deals that are later revealed? What advice does he give and if he does advise Cabinet, no one takes heed?

Certainly the recommendations from the Electoral Commission years ago and the persistent national cry for Electoral Reforms,i.e., producing Voter ID cards and to clean up the bloated Voters’ list, are serious enough to ensure democracy prevails and that elections are Free and Fair. The Constitution gives the Commission the legal right to seek Govt’s help in providing funds to do its work. Yet up till now No Electoral reform. Have we heard the President, Head of State, on such important National matters. Does he support the Commission’s proposals? Is he on the side of the people clamouring for changes in our electoral process?

Will the new President be more effective? Could he be? Does the Constitution give him more power as Head of State than the politician? Could he prevent the politician from doing what he wants? Time will tell.

    • Cassandra
      April 16, 2012

Your argument is very persuasive but also dangerous. The P.M. as President? Where would the counterbalance be, the ultimate sanction if things go wrong? Remember, that as President he would also enjoy immunity from prosecution allowing him to rule with impunity. What would stop him from ruling by edict for example or have an amendment to the constitution allowing ministers of religion to seek a seat in the House? – a very effective way to enforce compliance, by the way – or remove any restrictions on the number of terms in office? Make the Presidency heriditary? Don’t say these thing don’t happen. We have ample examples to choose from.

As to who that person is, I really don’t know because not too many people still have integrity.
DNO to be honest with you, I personally do not think any of the mentioned names are qualified especially that female one. If we are to go out of that pool, I would kind of recomend Mr. Matt Pelthier Jr. since he stands for justice, criticizes both sides, and I don’t think I could honestly say that he is red, blue, green or orange.

Really? Why dont you reccomend Lennox too? Matt is my friend and a great journalist, but come on lets be real. Some migth say that he is somewhat more of a political activist at times though.

What would you have to say about Lennox?

Come on, you are joking of course. Likeable as he is, not Matt Peltier. We still don’t know the deal he cut with Skerrit re. the settlement of the case against him with regard to the claimed assets of the latter. This despite Matt’s promise that he would make disclosure. No, no, an excellent radio host but not a president.
