Statement by Julius B. Sampson, former editor of The Chronicle

I am extremely concerned about political developments in Dominica and the activities of the current administration and their implications for the rule of law and the survival of our democracy.

Recent events surrounding a high-profile case before the courts alleging theft of millions of dollars from a law firm and government’s unusual deployment of security forces around the court send sends a clear message of intimidation and betrays government’s intention to use the state’s security forces for political purposes.

At a time when democracy-loving peoples around the world are united in the condemnation of the president of The Ivory Coast for illegally holding unto power with the help of his security forces despite losing an election overseen by the United Nations, events in Dominica are a serious reminder of what can happen when citizens remain silent as the institutions of the state are high-jacked to prop up an illegitimate regime.

I believe Dominica’s democracy is imperiled by attempts to undermine the judiciary and the criminal justice system when government intervenes in a private matter before the courts and seeks to influence the police in their exercise of their duty.

Events unfolding in Dominica could easily set a template for future administrations. It is therefore imperative that the actions of the current government be soundly condemned as an aberration in the country’s quest for transparent governance and respect for our institutions of democracy and the rule of law.

Dominica was saved at its moment of peril in 1979. It must be saved once more.

DNO Thank you for being an avenue for the dissemination of information & humour. I know a lot of folks who read just for a laugh. I wish the management and staff a prosperous New Year.

To every Dominican and Dominica well wisher, I wish you a peaceful and prosoperous New year.

Mr. Sampson, I for the most part agree with your statement but I would really not like another 1979 in Dominica. I do feel though that this country is like a gas can under pressure. I love Dominica whole heartedly and do not want it get to the level of Ivory Coast.

It is a shame that even after the Deputy chief of police cleared the air as to why there was the presence of the police officers at the court on the said day, that someone in the caliba of Mr. Sampson would still write an unfounded and baseless article. To indicate that the government intervened in a private matter which is before the court is totally not true. In the circumstances whom should I believe? is it the Deputy chief who has the information or you who speculated the reason? Did you interview the Chief of police to draw to this conclusion? Or did you use your position as an investment manager to utter such an allegation? Therefore, i challenge you Mr. Sampson to produce any evidence you have to substantiate your claim. You guys just listen to what you want and formulate opinions, post them online and think your comments represents truth. You guys must stop trying to fool even yourselves and be more reasonable and rational with your comments. Look before you leap if you want to be credible.

People who should be repenting for their sins against the country and Dominicans in 1979, are now thumping their chests because they were not brought to task for the evils that they did. Those evils included burning down the Registry and the High Court and other atrocities in order to bring down the government of the day. They are trying it again. I am watching to see if they will succeed. Chances are they will because we Dominicans have short memories. 8-O

  12. As I See it.
    December 31, 2010

“I believe Dominica’s democracy is imperiled by attempts to undermine the judiciary and the criminal justice system when government intervenes in a private matter before the courts and seeks to influence the police in their exercise of their duty”.

I challenge Mr. Sampson or anyone on this cite to state unequivocally any instance, that is with facts, not they say, with I saw, I have heard first hand that Dominica’s democracy is imperiled by attempts to undermine the judiciary and the criminal justice system.

The Police has a responsibility to the Dominican public and no political party or person will dictate to the Police where and when to deploy its resources. It is now clear that some on this site is beginning to call the police their friends and now attempting to tell the police how to act and react to certain situation. Hell no, the police has legal advisors also?

Suddenly, several nonentities have come out of the woodwork implying that they’re the savior of Dominicans. Who died and made them savior? Where were they when Dominica needed them the most? What are their contributions to Dominica over the past ten or more years?

All, especially those of us in the US and now marshalling as Savior of our Constitution, must tell Dominicans or show Dominicans any article they have written or suggestions to Senators in their State about similar situation in our beloved US. How many of us talk about massive police presence? How many of us question the TSA for invasive body searches? How many of us call “gag order” or “sealed documents” imposed by a US court, muzzling the press? Show Dominicans any article you have written on that topic.

We in Dominica now have TV’s and internet service to see what obtains in the US and the world by extension. So Mr. Sampson, former editor of New Chronicle, kindly keep your nonsense to yourself, write similar articles to the several news papers in the US concerning your topic and see their reaction towards you?

You and your so called group, to include Thompson and Gabriel are attempting to make Dominicans believe that you are Jesus Christ incarnate, just dropped from Heaven and are “Holier than Thou”.

If you really wish to make a contribution towards the development of Dominican, give up your US citizenship and come run for election and let us see you make a difference.

pure ignorance…. This is why the country is going backwards and democracy is under threats. At least these people you have mentioned have opened up their eyes and see corruption as it is. They certainly did not expected this, even if they gave their support earlier, but if the train is heading the wrong direction, it is better to jump off than to stay on board, only a fool would remain.

You could not have said it any better………………It is sad that after all these years and history of politics in Dominica since it became independent that our people this think the same.
Life is not about seating back and allowing things to have happen to you………………………….take a proactive measure before that train heads there…….FIX THE RAILS AND TRAIN THE CONDUCTORS.
Dominican’s it about time we stop allowing politics and personal gains get in the way of the Democracy of our country.
It’s time people wake and smell the coffee by not saying or doing anything about whats happening now, we a making provisions for “history repeating itself in D.A”
There are still some very intelligent people in D.A…………….please don’t allow that “train to take us to a disastrous destination. Hop off now while you can and save yourself while you can. Thank you and happy New Year to all.

    December 30, 2010

I am in support of speaking out about the ills taking place in our country, and I support Mr Sampson’s statement. One has to be literally and mentally blind or just plain in denial not to see that all is not well in Dominica, there is an uneasy quiet which is deafening. I voted in the last election along with many others, I pay my taxes, I work for the elevation of Dominica and have not taken nor expect any kickbacks for my hard work. As a result, when wrong acts are being committed against the state and people of Dominica, I must speak against it. Wrong is wrong and right is right no matter who does it.

I have lost respect for many of our elected leaders and many of our religious leaders especially in the Catholic church. It was the same religious leader who educated me about passa-passa, why now he is so quiet? One cannot remain neutral when we are at the brink of a moral crisis. The church teaches about social justice.

Many good things were done and many shameful things were done also. PM Skerrit, you are at the helm, or are supposed to be, do not continue to be misled down to the path of destruction, pull back now. The enemy is not outside of the Labour camp, it in with you inside of the Labour camp. Mr Skerrit, tell Dominicans the truth while you still have time, especially in this season of ‘.. peace on earth, good will to all men.’

A verse of Scripture goes like this: ‘…….. What does it profit a man if he gains the whole world and suffers the loss of his own soul………………..’ Mr Skerrit, you are in bad company and are being ill advised by you know who.

    • Seriously Speaking

Mr Sampson is calling this Administration an illetigimate Regime comparing it to the situation in the Ivory Coast. Never have I heard such crap. Most independent observers will tell you that the present President of the Ivory Coast lost the elections. Not even the most ardent of supporters of the UWP has ever mentioned that their party won the December 2009 elections. They have all realized that they were soundly whipped and are looking for a way “back from the dead”.
Why do these leaches insist on trying to divide Dominica for their own selfish purposes?
All of them remain in their comfortable domain overseas and try to tell Dominica what is right and what is wrong in the beleif that they are better qualified to determine what is best for Dominica.
I tell you sir that we do not want to return to the days of UWP rule when the name of Dominica was severely tarnished by poor administrators. The economy is doing fine and we can see progress so please take a dose. If you have nothing positive to offer please keep your trap shut.

i was in DA for the creole festival and the country has developed quite a bit under skerrit. I saw a few more ongoing projects round the country. Democracy reigns supreme in Dominica. America says it is the land of the free but to me Dominica is the land of the free and in no way has the government threatened that freedom. A few disgruntled and envious former Dominicans are trying to undermine that freedom and democracy by reliving the 1979 riots. They know that they and their families are outside the country and would not be affected by any act of violence that would take place. Guess what, most ignorant Dominicans like you are out of the country as well so their will be no riots and no fighting, meanwhile, everyone is free to voice their opinion.

When are some of the people in Dominica going to realise that there are some with hidden agendas who claim to be doing/saying things for the love of Dominica.

We have DLP ministers who have never returned to their constituences since election day. To up in them selves to speak to the lower classes who voted them in. Some have already forgotten the promises they made while campaigning.

We have UWP members confusing people, spreading hatred of non UWP followers and present government, never saying exactly what they will do for Dominica.

We have those living abroad, speaking with all the know how, but not prepared to be in Dominica to make a difference.

We have former Editors, Judges etc who when able to make a difference did not do so, but now feel that they must speak up.

Non of these people who claim to love and have Dominicas best interest at heart have managed to convince me that they actually do. All I see/read tells me that they are only interested in POWER, they are ALL greedy, self motivated, egoistical liars.

What I dont understand is this, why are they not trying to help build Dominiica. In the majority of countries, the opposition might not agree with government policies, but they put their animosities on hold. The number one factor is the country and its people.

Agree or not you must at least admit that Dominica needs help to progress further. Why not wait till next election and then come forward with no holds bar, and hope the best party wins (which ever party you support).

Boss it is time for DLP to go……Pretty young man got his chance, it is time for him to go —Perro (may his soul rest in peace) did his best but skerro hated Perro honesty; Rossie (may his soul rest in peace) bought Skerro and now Skerro putting him in the shade in buying people…
Is this the land peter augustine said he handed over to God? Since then it has became worse. Is it really God he was taliking about? God don’t like ugly and he destroys the wicked so I have my doubts Peter Augustine……
DLP NEEDS TO GOI –please do that peacefully so we can have our country back…..

And here was I thinking that the key tennet of democracy was that majority rules!!
Yet there are those who would have us believe they know more about democracy than we simple mortals do, and in the process connivingly (with others of their ilk) seek to re-define what democracy means. Hell no! NO WAY!!!

Well said Mr. Sampson, more persons should come out and talk about the ills that’s happening in D/ca. Many people are blind because of party colour and refuse to see the real picture, but there is a whole lot of tension in D/ca and I hope we do not regress to 1979. For the coming year we need to lift D/ca up to the Lord for peace, honesty, unity etc.

Everybody saying to remove DLP but nobody saying what is the plan for dominica after DLP is gone. My advice: put a proper plan for development for dominica, one that makes sense and i promise you we will vote them out. Absence of this plan we have no choice but to stay with labour.

If tomorrow we do what all u want and take them out, WHAT”S NEXT? Dominica has stayed behind because we have voted based on everything else other than development.
It’s like going to an interview for a job; you can not come to the interview only to highlight your competitions’ weaknesses and never present a good case for yourself. Dominicans are not stupid we just picked the gov’t on different criteria than what the others thought we should.

So please let the five years pass, present a good plan to the people and if it is better than that of DLP then we will vote you all in. OK

Why is it that you all don’t discuss the good things that is happening in Dominica??

“I believe Dominica’s democracy is imperiled by attempts to undermine the judiciary and the criminal justice system when government intervenes in a private matter before the courts and seeks to influence the police in their exercise of their duty”

“This is a very serious allegation. Somebody is being accused of stealing $6 million and I don’t believe that that is something that …I or we should initiate anything of the kind. If the master wants to refer it to mediation or the judge we are not going to present any position of arrogance and tell the judge no. Well that approach didn’t come from us, that’s a fact”

Why has he not condemn the act of violence and assured the nation that the perpetrators of such arson shall be sought out and punished to the fullest extent of the law. Where are our lawyers in the Bar Association? Where are our civic leaders? Where are our leaders in the arts, academia and industry? Why have they not spoken about this escalation in lawlessness on Dominica ?

Where oh where have our leaders gone? Oh where, oh where can they be? Their silence speaks a thousand words. Their moomooness have ridiculed our National Anthem:

true — dominica has made a surplus, all countries going through those imf measures are taking a page from us.. fact those guys cannot even find a bank { with out government help } to fund a geothermal project. fact where is gabriels choclate that was made from coco beans from dominica. fact what has happened to the real labour party, parry’s party. dr.severin { i saw him at the labour’s party award ceremony. fact those dr,& lawyers can go and talk that is what democracy is all about, then you will come outside the coast lines of dominica as a laughting stalk with no respect. just like how the christian brothers walk seven times with a cocoya broom around government headquarter

LABOUR ALL THE WAY —– THEY ENVEY SKERIIT —- BECAUSE RETIRED JUDGE, DR.T. GABO D LAWYER WIILL NEVER NEVER BE THE PRIME MINISTER OF DOMINICA..

why is it when persons state there view it is either rediculed or put through the gauntlet. This is not about how Dominicans voted. We are seriously face dwith a challenge of integrety in our beloved country.
It is fair to raise question of the legitimacy of the statements saying that they, green, skerrit and st jean could have been norminated in last general election? I say yes. All may have good intentions for the country, but i believe righteous and honesty as our ultimate goal. If anyone of them should be found guilty, let the law of the land prevail.
We all have our favorites but this is not the time to be an enabler.
Present activities indicate the present opposition would like in power right now, just as present activities indicate the government of gross negligence, miss representaion, dishonest and many confirmed activities of corruption (I see it, so do you).

wickedness and dishonesty being done with a view to archieve righteuos is still EVIL and is strongly condemn in the Scriptures.

We must speak and raise our voices in condemnation of wrong,
We must Speak wherever and whenever it occurs.

We must speak — to build a better and more law abiding Dominica
    Let us therefore renew ourselves.
Let us gather the committed and the fearless to this cause.
Borne on the wings of faith from our ancestors who fought for freedom over slavery,
LET US SPEAK of Love for country–learned at our Dominican mothers breast
    We must speak

We must speak for the future generations of Dominican
We who are determined to end corrupt practices in government affairs
and the preservation of democracy and good governance in Dominica—MUST SPEAK.

We must speak and demand that inner truth supersedes unquestioning loyalty to government.

Yes, but we did not vote for crime, corruption and lawlessness.
WE VOTED FOR GOOD, HONEST GOVERNANCE FROM THE PEOPLE WE VOTED INTO OFFICE. PEOPLE WHO SHOULD PRESERVE DEMOCRACY IN OUR BELOVED COUNTRY,POLITICIANS WHO WILL STAND UP AND SPEAK OUT AGAINST THE EVILS IN SOCIETY, LIKE ALL THE CRIME THAT’S GOING ON, AND TAKE ACTION TO TRY TO HELP THE POLICE AND THE LEGAL SYSTEM TO DEAL WITH ALL WHAT’S GOING ON. THE LAWS ON THE BOOKS ARE OUTDATED, AND THAT IS A BIG REASON WHY ALL THESE CRIMES ARE HAPPENING. PEOPLE ARE COMMITTING CRIME AFTER CRIME AND GETTING AWAY WITH IT, BECAUSE THEIR LAWYERS CAN DEFEND THEM EASILY, WITHIN THE CURRENT LEGAL GUIDELINES.
THE ACTIONS AND COMMENTS OF OUR LEADERS SETS THE STAGE FOR A LOT THAT GOES ON IN DOMINICA. IT IS THE RESPONSIBILITY OF THE LEADERS WHO WERE ELECTED TO ADDRESS THE CRIME SITUATION IN DOMINICA, THAT IS WHAT THEY WERE ELECTED FOR, IT IS THEIR JOB. THERE ARE SEVERAL WAYS THAT THEY COULD ATTEMPT TO DEAL WITH THIS.
WE NEED TO TRY TO PRESERVE THE DOMINICA WE KNOW AND NOT LET IT SLIP AWAY INTO A LAWLESS AND CORRUPT COUNTRY, WHERE ANYTHING GOES.
