Preliminary Report of the OAS Electoral Observation Mission for the General Elections of December 6, 2022 in the Commonwealth of Dominica
The Electoral Observation Mission of the Organization of American States present in the Commonwealth of Dominica, commends citizens on the peaceful conduct of the December 6, 2022, General Elections.
The Mission was led by the former Prime Minister of The Bahamas, the Right Honourable Perry G. Christie, and comprised sixteen experts and observers from ten countries, three of whom worked virtually. On Election Day the team was present in the fifteen constituencies of Dominica in which elections were held, and observed the process from the opening of polling stations, through to the tabulation of ballots and the transmission of results. The Mission also analysed key aspects of the electoral process, including electoral organization and registries, electoral technology, electoral justice, political financing and the political participation of women.
During its deployment, the Mission engaged with key stakeholders, including electoral and government authorities, political parties and candidates (including independent candidates), civil society actors, and other international observers, to gather perspectives on the organization of the elections and the overall electoral process. The Mission’s experts also analysed existing electoral legislation, regulations and procedures to ensure a full understanding of the context in which the poll was held.
Information provided by the Electoral Office indicated that 60,330 persons were eligible to vote in the 15 constituencies in which elections were held.

There can be no fair election with an overly corrupt electoral system. If an apple is rotten it cannot be called good because a small part of it is edible.
In today’s world the news media is not trustworthy, in fact, hardly anyone one is. We live in a post truth world.
The comments of these so called observers should be surgically dissected by genuine journalists for fallibilities. This mockery of an election should be roundly condemned by all.
The stories we are fed with today from the established media houses is morally repellent as they are mostly devoid of truth and critical analysis.

Wherever he is sitting comfortable running his mouth talking garbage about preliminary report! Someone needs to remind such people that Roosevelt has set himself above the law when he called the snap election.
Someone needs to remind that man that a Caribbean court ruled that there should be no political elections, or general election held in Dominica until the voter registration list was cleaned up, by removing all the names of dead people on the list for example.
How come he has not mentioned the (importation) of Roosevelt cronies from other Caribbean islands not living for decades on the island, and from even the United States specifically for voting.
Shouldn’t you sir, whoever you claim to be take some time to condemn the way the election was conducted?
Don’t you know whosoever you are that the major political refused to participate in the election due to the ruling of the court; how can you not acknowledge the ruling of the court, while accepting Roosevelt conduct?
I think this was a very fair report and Dominicans must read this report and stop blaming the OAS Observers. Give CARICOM and the Commonwealth Observers all the blows. They are the ones who said it was free. I guess (free) in the sense that voters were able to cast their votes without any obstacle.
We should be happy with the OAS report because it’s going to tell the world about Dominica electoral process.
Judging by the lengthy and exhaustive list of recommendations to improve Dominica’s electoral system it would appear that the OAS are trying to make Dominica a model for the rest of the world to follow. However, it would take a lot of resources to make these changes happen. My question is, is the OAS willing to provide the necessary funds and additional Human Resources and equipment to dominica to do this considering that we are just a very small developing country with very limited resources? Just saying!
I read the entire report and I find it was very fair and balance. It highlighted where opposition groups made the mistake of pressuring the observers, while it also stated that since 2009 the OAS has been observing elections in Dominica and have made 50 recommendations and nothing has been followed to the point that they don’t even see the need for coming if their recommendations keep falling on deaf airs.
We need to understand it our president and election committee that’s responsible for free and fair elections just as it is the umpires and match referees that are responsible for a free and fair match. The observers are like cricket commentators whose job is to describe the game. So we expecting too much from the observers and not enough from the president and election commission. We should make life miserable for the president and every member of the electoral commission until we get free and fair elections. We must pressure them in church, supermarkets, funerals, on their cars etc
n its meetings in Dominica, the Mission was informed by the parties to the November 6
correspondence, including Commissioner Byron himself, that the letter had also been sent to the
Prime Minister of Dominica on the same day it was received by other stakeholders, along with
his report on Phase 1 of the electoral reform and the draft legislation. The Prime Minister
however informed the Mission that he did not receive the November 6 correspondence, and was
not aware of it, until after he had announced the dissolution of parliament and the December 6
elections. He advised that he only became aware of the Commissioner’s timetable through the
media, along with the general public, and only received the November 6 letter and its
attachments on December 1, 2022, along with a verbal request (made several days prior) to
schedule consultations on the draft legislation on December 2.
