In what many are describing as “unusual and unprecedented” in Dominica, secretary to President Charles Savarin, Donille Blackmoore, has sought to clear the air over comments made by Opposition leader, Lennox Linton, regarding his swearing in.
Linton was sworn in on December 23. He said that he been informed through a telephone conversation with Blackmoore that GIS and DBS were the only media houses that were invited to cover the event and “if he was minded he could invite Marpin 2K4.”
However, he said upon reflection, he decided to invite free lance journalist, Carlisle Jno Baptiste, who had a “wider reach for disseminating the story locally, regionally and internationally than Marpin.”
Jno. Baptiste was denied access to the swearing in ceremony because according to the President’s office, his name was not on the media list.
“I don’t feel good about it, I don’t feel good at all,” Linton said at a press conference at the Prevost Cinemall after the ceremony. “I see more and more evidence that we are living in a police state, a state of dictatorship, in a state where those in authority feel the necessity to abuse their privileges and to abuse their powers. And I don’t think it is a good thing for Dominica at all.”
He said the barring of the media and the public from witnessing his swearing-in as leader of the opposition, is more evidence that Dominica is in a state of dictatorship.
But Blackmoore told private radio station Kairi FM, “It is rather unfortunate, that the office of the President is brought into controversy in this matter.”
According to her, “The details of Mr Linton’s swearing in ceremony were discussed with him to which he agreed upon on the 18th of December 2014 and no further communications were received from Mr. Linton on this matter.
If, Mr. Linton wanted Mr. Jno Baptiste to accompany him common courtesy dictates that he informs the office of the President prior to his appointment with the office of the President and not to extend an invitation to Mr. Carlisle Jno Baptiste while being interviewed on the airwaves the same morning of his swearing.”
“There is a protocol relating to the office of the President that must be respected and followed and cannot be compromised. The President’s secretary shall ensure that the dignity of the office of the President is always maintained,” she stated.

Linton with all his pride wanted his swearing-in to be a fanfare with blazing lights, lots of people inside and outside, clapping with approval and his chosen Media’s reporting exalting him and cheering him on. This did not take place. He did not get it. The swearing in was too quiet for him which disappointed him.
Whoever said that swearing in of an MP because he is the opposition leader should have taken place at the State House? A favor was done and he did not appreciate it.
Prior to the State House’s construction where would this have taken place? Would it not be in the House of Parliament?
To see that Linton criticized this State House so profusely, surely, he should have been elated that the swearing in took place there. Considering this, he should have refused to be sworn in at the State House. Linton, lower your high expectations and become humble.

Further to the above, it should be noted that apparently the letter sent to Mr. Linton from the secretary to the President, made absolutely no mention of any persons or institutions to be invited by him to the function. It should have provided Mr. Linton more details on the logistics and expectations of the parties.
In fact, the Office should have kindly and respectfully requested Mr. Linton to propose/ indicate his preferences having due regard to the identified limitations of the President’s Office.
The Office of the President should also not have left all this to word of mouth. It should have been in writing.
It is our understanding that the Secretary advised Mr. Linton that on account of space constraints, he could be accompanied by his wife, the five other successful UWP candidates and if he was so minded, he could invite Marpin. By that time, the Office of the President had already gone ahead and invited the media houses of its choice, without prior consultations with Mr, Linton,
Lest we need be reminded, this was Mr. Linton’s event. It was his inauguration and the president’s role was merely to officiate the administration of the oath as per the constitution. No law, not even the Constitution gives the Office of the President authority to arrange the logistics for the inauguration ceremony for the government or the Leader of Opposition.

I believe the President was merely following the precedents that have been set before on such matters. Now you dare not contend that precedents did not order the execution of the swearing in functions. And if you knew anything, as you propose here to indicate, you will know that customs or norms are stubborn things. You cannot merely wish them away. But not only that, violation of precedents, especially in matters arising or having bearing on Constitutional principles, from which all sides of our government flows, could engender court action.

Whereas the timing of the invitation to Carlisle is important in so far as protocol is concerned, it is not unreasonable to conclude that this issue may well have been a red herring and nothing more than a disgraceful excuse to cover calculated acts of evil and vindictiveness by the Office of the Office of the President .
It would be interesting to learn whether Mr. Linton actually confirmed that his wife would be accompanying him? Most likely, there was no such confirmation.
Furthermore, was there any confirmation with respect to the other successful UWP candidates? I guess not.

Therefore, couldn’t Mr. Linton have simply assumed that it was within his entitlement to invite which ever media house or person of his choice, as this was his event after all?
In that regard, there ought to be no big deal in having Carlisle present as no confirmation was required to the dictates of the Secretary.
Protocol notwithstanding, the President and his Secretary appear to have unfortunately engaged in an unreasonable display of unreasonableness, pure unadulterated pettiness, malice, spite and incurable hatred of the opposition and its leadership. This was clear in the calculated decision to disallow Carlisle to witness the swearing in ceremony.
In the end, this incident has negatively affected the image and injured the dignity of the office of President. It demonstrates that we are going to have a rough road ahead, especially when Alix Boyd Knights starts her reign of terror in the House.

INVITATION PROTOCOL
Sometimes, we all allow partisan politics to dictate our response a reaction to a story. Agreed. Protocol is important and must be respected but in observing protocol, the Office of the President must act reasonably and impartially.
The problem here is that “the arrangements” with Mr. Linton were made on telephone and cannot be examined in black and white. Readers can only rely on hearsay .i.e. What Mr.Linton says and what Ms.Blackmoore says.
We are told that on 19th December 2014, the President’s Secretary called Mr. Linton by telephone to confirm the arrangements for his visit to the Office of the President on Tuesday, 23 December 2014 at 10:30 a.m. to take the prescribed oaths and to receive his Instrument of Appointment.
The President’s Secretary also DICTATATED to Mr. Linton –most likely on the advise of the President, who he could invite to the ceremony. Mr. Linton was apparently also advised that if he wished to invite anyone else, he should notify the office of the President PRIOR to the swearing-in ceremony, which is reasonable.
Apparently, this was not done and we are told that before Mr. Linton arrived for his 10:30 a.m. appointment on Tuesday, 23rd December 2014, Mr. Carlisle Jno. Baptiste presented himself at the entrance to the State House and was denied entry. Once again, this seems reasonable under the circumstances.
If what the President Secretary explains is true, clearly the Office of the president ought to have been informed in advance of the ceremony of Carlisle’s presence
THE MEDIA
With regards to the media houses, we are also told that the President’s Secretary instructed Mr. Linton of the “customary practice of the Office of the President.” This is not law, nor is it mandated as per regulation or rules. Therefore, the Office of the President cannot inform Mr. Linton that it “shall invite DBS and GIS who will relay the information to the other media houses.”
The office of the President ought to have engaged Mr. Linton in honest and reasonable dialogue about this matter rather than suggesting/dictating to him which media house he could invite. This was rather rude and out of place by the Office of the President.
Finally, we are advised that Mr. Linton advised the Office of the President that he had no intentions to invite anyone else before the ceremony. This suggests that the invitation to Carlisle was not properly and timely communicated to the Office of the President by Mr. Linton.
The questions that comes to mind are
Why couldn’t the Office of the President leave it to Mr. Linton to invite who he wishes to the ceremony having been so advised in advance?
Why impose the “customary practice” like business as usual on Mr. Linton as if it were law. There is no law mandating that DBS send GIS have to be invited.
In the instant case, a key point is made by the President’s Secretary in her statement, that on the morning of the event,the President Secretary consulted with His Excellency and then advised Mr. Linton that the Office of the President could not accommodate Mr. Jno. Baptiste and would proceed as discussed earlier.” Clearly, the deliberate decision was that if the President at that point…protocol aside.
Whereas the above may not have been in accordance with proper established protocol, in our small democracy, it is not uncommon for there to be reasonable compromise by reasonable statesmen /professionals in high offices to make adjustments as dictated by their professional and non partisan conscience while still observing protocols, which are not legal requirements.
It should be noted that the President took a decision on the morning of the event to DENY the accommodation of Mr. Jno Baptiste and the question is why? Is the office of the president stooping so low based on partisan political consideration claiming the absence of proper protocol, which is something that only seem to be in play when dealing with the Opposition?
Just as Mr.Linton must understand his role in the scheme of things and try to observe proper protocol, the President, the Prime Minister and especially the Speaker of the House are all expected to be reasonable, fair and impartial in the exercise of their lawful functions with no exception in observing proper protocol.

Based on what I know about Lennox and John education and experience and comportment I hold the view that John is better qualified to be the alternative P M. There is no rule that say that the leader of a party has to be leader of the opposition in the house. Lennox will bring all kinds of radicalism in the legislature. His methods worked for him to obtain power. One has to admit that he did very well from coming on top after only 8 months and provided a real political challenge to the status quo, but he is jet to show any signs that he can be a good parliamentarian. I was not brought up to support radicals and would never have supported Linton. I love peace; not friction and war. Assuming there was anything shady in Lennox’s background the individual in question could have disclosed Lennox shadiness to the cabal who in turn could have used it to level Lennox, no such thing, so that confirms that Lennox might just be an impeccable individual.
And mind you I was informed by this gentleman that both he and Lennox visited each other home, if there is something to be found out about a person, when they let you into their home that is the best way to get an in site of their life, incidentally I never heard, or read where Lennox spoke evil, or ill about that person either.

I agree with the secretary to the President that protocols are to be followed at all times,but did she inform Mr. Linton as to what the protocol required? I know of instances when handlers of high ranking people had to refer to the rule book to find out what the protocol requires,so it is not automatic to know what is required and she should inform the less informed of such things,up front and not after the fact.If she failed to clearly spell out the required procedure up front then she has failed the office of the President, she is incompetent and politically biased and unpatriotic.

Zuma, I have other avenues where I express myself. Even (me almost nearly cousin) Roosevelt Skerrit is a recipient of my comments. There is nothing I write on DNO that I do not write in that forum. Even when DNO refuse to allow my comments, for one reason or the other, maybe when they find them too incendiary, or they believe they will be subjected to a law suit over something I said; my comments are always posted somewhere else. Believe me, I will not subject myself to a heart attack nor a stroke over politics.
Some people have told me they believe I hate Skerrit, but they have something to learn, I do not know how to a vicious dog never mind Skerrit in the human flesh, criticize him when it is necessary, but I feel sorry for those who believe I hate him, I am not a weak person who settles for crap, nor revere anyone because of their political position.
Strange as it me seem to you, I do not write anything because I am angry politically. I simply write my opinions. Now some people have accused me of hate and all sorts of nonsense. Even if I cursed you out, if I visit Dominica today, and we run into each other, I will talk to you, one human to another, I would entertain you if I had too, but my political views would not change!
And you could not influence me that Skerrit and his band of merry thieves are the best option to lead and run Dominica.
I do not make political enemy’s; only a fool does that, and surely Francisco Telemaque is not a fool: In Dominica however, unless everybody sings the same political tune, those who are open like me and do not care as long as we speak the truth, we always suffer the wrath of the poppet’s of the who believes we all should get unto the Labor party bandwagon, if we all do that, we would prevent the nation of any political opposition an party; hence no opposition to the ruling party would mean a dictator installed to run the country. By the way it is only in the Caribbean people becomes enemies with their neighbors, and family over politics.
As it is; there is a labor party in name only!
Skerrit is the government, he dictates what should happen, and what should not happen in the country. None of the ministers in the government are able to function independently, and that is why they are unable to deliver anything to the constituencies they represents, that is why “cousin Gloria Dods Shillingford” neglected Wesley, as she was unable to deliver anything to the people of Wesley on her own.
And I will tell you what: Some of the poorest people in the Village of Wesley are very closely related to Gloria, and in many cases to Athena. However, with all of the bribes and give away during this past election, their relatives received nothing, zip, nada, zero.
You know why, because Skerrit dictates who gets what and when! The only so called ministers Skerrit had no power over, are the richest members of his cabal, the ousted Ambrose George. that is because George had something holding over his head, that is why when he attempted to fire him four times or more, he had to rehire him. People such as Austrie operates like a runaway fright train, he is unable to do anything. Now my theory is this if he messes with Austrie we may all get to find out in who’s pocket the money owed to Petro Carib is hiding.

Further more no mention of any news media should be made to Linton. He should just accept the invitation and ensured that he was present.. Period. I have never heard of any one being invited to a public event and requesting their own media.. Except if one is a multi billionaire..
