CARICOM to clampdown on returning ISIS fighters

Minister of National Security Edmund Dillon

A coordinated Caribbean Community (CARICOM) clampdown on returning foreign terrorist fighters (FTFs) – including targeting their assets – is being prepared for approval at next month’s heads of government meeting in Grenada.

In the next three weeks, CARICOM leaders will move to finalise plans for a CARICOM arrest warrant for FTFs and sharing of recovered assets, as well as regional anti-terrorism legislation. The latter will be based on T&T’s proposed anti-terrorism legislation, the Trinidad Guardian reported.

“The question for the region (on terrorism) isn’t a matter of ‘if’ but ‘when’,” Trinidad’s National Security Minister Edmund Dillon warned.

CARICOM Implementing Agency for Crime and Security (IMPACS) executive director Francis Forbes said the agency and the United States are tracking “several hundred” people from the Caribbean and South American who’ve gone to join the Islamic State (ISIS) terror network.

In ancient KHEMET, a DOG had major relevance, you see, the dog had the ability to see beyond the human senses,” MAN BITES DOG”, please don’t get your info from second sources, we are sitting on a time bomb with the marginalization of young blacks, it seems that you are living in a very dark place , In the name of regime change in Syria and other west asian nations, Saudi arabia, the CIA , decided to fund an international force to create chaos, and change nations forcibly, their salary, is $10000.00 a week to fight , most of these fighters are caribbean islamist, seeking JIHAAD, say what you may, it seems that you not in tune, or lack the type of internationalism to comprehend the issues leading up to geopolitical conflicts. Thats why the prime minister is at the top of the political pyramid, together with few Dominicans. You may have to change your name to something else,MAN BITES DOG, you era not representing the dog properly.

Once it is legislated and put into Law, they should be arrested. The reason is they have participated in activities of terrorist groups. For peace and security, democratic governments and relevant authorities should be intolerant.
If they return, rest assured that they will spread their evil propaganda throughout the land. There are some vulnerable and gullible people who will listen to them and practice what they preach which will lead to lack of peace and security. Therefore, these people need to be stopped and, before it is too late. There is every reason to scrutinize them.
Thank God the US is assisting in this respect, even though the West Indies and some Caribbean countries are not under its jurisdiction. Another reason why the US is involved in curtailing “terrorist activities”, it could also protect the US and deter these terrorists from traveling to the US and infiltrating it further. Some may be residing there undercover. Remember 9/11.

Did they say it’s ‘Just a matter of time’? WRONG!
A large group has been seen walking in single file up Morne Bruce, Loubriere, walking all the way to Grandbay with their recruits, actively recruiting (just ask D) . They are not your regular Muslims you see in Roseau. They all have the baige looking long taliban siltan robes, similar beards, 19 of them in a row, you can easily tell they were not burnt by Dominica’s sun. My skin shivered. They are here.
I’m sure the authorities know, but since it’s a free country they are keeping mum hopefully with surveillance on their activities. The same informants they use to persecute marijuana can be put to better use to infiltrate this potentially deadly force instead. Unless I’m missing something. Smh

If you notice something suspicious you are to notify the police or Crime Stoppers. You do not see and turn your head. You never know what they are up to. It is better that the police investigate them. Lives could be saved.
This is what those people do. They go about looking at places and buildings which they plan to be their target or easier to target or somewhere to set up their evil activity to work from. Dominicans must know about that.
The police authorities should inform nationals about reporting suspicious actions. Better be safe than sorry.
Everyone heard what occurred in Manchester, England. I heard that they also had a website spewing hatred. A man notified the police and they did nothing about it. See what occurred.
When certain matters are reported to the police they should take it seriously and conduct an investigation.

Foolish and ignorant. They are fighting against democracy; against their very own country and people.
What took them so long, especially Trinidad? As we heard/read, these men have been doing that for some months. Keep in mind they were offered some good funding. Those who return alive, i.e., will receive payment. This is the lure of money.
Consider them traitors to freedom, peace and security in their country. From the moment those governments heard they were planning to travel to fight with ISIS, there should have been notification that, if they leave the country they will not be allowed back. If per chance they return, they should be immediately arrested.
Each country should set its rules and regulations. Do not forget to put their names on the no-fly records. If they board any planes, they will be arrested. These people cannot be trusted.

      For your information: Quebec, Canada.
Quebec man found guilty of attempting to leave Canada to join ISIL
Whichever, ISIL or ISIS. It is a crime in Canada and of course the US and I expect Europe.

Some return. I call them fortunate to a certain degree. If they happen to leave without knowing about it, if they return they will be arrested. Their passport will show where they traveled to and where they came from.

We were in the last days, now we are in the last hour! The bible says that one day for God is like 1000 years for man. Those under the revelation are now referring to the coming of Christ as the last hour! The question is, why are ISIS fighters returning? I know that this was/is considered their home, but these are people who were prepared to loose their life in war!
The fight is now brought into our doorsteps and we must be very aware of what is happening today. Our churches, investments, economy…..
Laugh if you may but i want you to know that the spirit of God is moving quickly! He is raising awareness and doing just as he said that he would in the last days. He also noted that his 2nd coming will be just as it happened in the days of Noah.
People, don’t delay please. Jesus has promised only good things and all you have to do is make the first move! I repent… I want to know you.. and be serious about it!
Love him by following his commandments!
May the name of Jesus be…

Even if ISIS is just getting revenge for what happened to their countries… what happened to Caribbean people, that you all have to go play terrorist in another place, for a different countries problems (NOT YOURS).

Stupidity needs a price and it should be paid in FULL!! (Not fool)

The greatest weapon in the hands of the oppressor,is the mind of the oppressed.I Read with interest what’s being contemplated by CARICOM/CARIGO, at the end of the day nothing can stop the Roseau River from overflowing. The marginalization of young black men, particularly in the english speaking regions is a time bomb in the making, and if these young black men and women are organized into any uniting force the islands will burn like the days of slavery. The people were given independence that turned out to be a fallacy, prior to that fake emancipation. The leaders who signed papers setting the island on their own, never asked for reparations, YES, three hundred yrs of unpaid wages, forcing the people to pull their boot strap on their own, instead of being independent , we became continuously dependent on these TERRORIST nations like England. America is rich, Europe is Rich, Asia is on the way, we the ones that created CAPITALISM, by blood and sweat , remains poor. TROUBLE AHEAD.BOB…

      @:BobDenis ,

Having said that there are lots of work opportunities out there it’s time we black people stop blaming someone else for our failure and negative attitudes towards orders.

Anyway when all you ‘clamping down’ on ISIS just mind me and my children. ISIS have a habit of returning the favor. I’m not saying we should bow down and turn a blind eye because it’s just a matter of time before it hits home. I’m saying just be careful how CARICOM goes about ‘clamping down’. ISIS clamping right back.

These guys should be arrested on arrival and sent to us immediately to face courts. The destruction they have learned should not be given a chance to Fester. Treat them like an Ebola because if they ever get loose and pass on thier terrorist training to lost individuals will be very destabilizing for the region. They will make Abubaka look like a pre-schooler. This is serious.

Krepton, what on earth are you alluding? Bash Skerrit for what? Are you a blind loyalist of just talking loosely without any principle or foundation to merit taking your point seriously. As far as we are concerned Skerrit is a failed leader and has failed Dominica and Dominicans. On the point of question, w CARICOM, have to money the evil Terror group ISIS, just as we have been monitoring the corrupt, politically terrorizing Labour Government. They are both dangerous, inflicting pain and suffering and poverty on the citizens of the respective islands. Dominica continues to suffer under this corrupt Labour government and the worse again, under this failed Prime Minster Skerrit.
