
Parliamentary Representative for the Salisbury Constituency, Jesma Paul-Victor has reiterated a call to the Government of Dominica to place urgent attention to the residents of Coulibistrie who are still being affected by the Coulibistrie River.
She made the remarks during the parliamentary debate held recently.
“I will always say that I am indeed grateful to the many persons who have received homes under this project [The Government Housing Recovery Project]. However, my heart bleeds for the people of Coulibistrie who have been and are still being affected by the river,” she said. “This leaves me with many questions, Mr. Speaker, asking whether Coulibistrie is a part of Dominica or has the government totally neglected this community?”
She continued, “The residents need answers Mr. Speaker and I also need answers.”
Paul-Victor admitted that some good has been happening in the country, yet asserted that there is a community that panics every time it rains.
“It’s becoming rather an annoyance that sitting after sitting we come here in this house and boast of all the good that is happening in this country,” she remarked. “This is not right Mr. Speaker, this cannot be right.”
Furthermore, she stated that a figure of over five million dollars was allocated to the Ministry of Agriculture, which according to the supplementary estimate was for the procurement of agricultural tools and equipment for farmers, fisherfolk, and livestock farmers, which of course she fully endorsed.
While Paul-Victor expressed her gratitude to the Minister of Agriculture and a tour he held a few months ago to view the feeder roads from Cuba Road into the interior, she also called for urgent consideration to be placed for the farmers of Salisbury, Coulibistrie, and Morne Rachette.

am an empty head thus i know empty head’s, in position..and thats what my m.p, miss paul is..square peg in round hole..recently this lady stated that she is not the opposition leader of dominica but rather the representative of coulibistrie , morn ratchet and salsbury, thus i find it stupid of her to ask if salsbury is not part of dominica..my mp claims that her interest is not Dominica but her interest is the salsbury constituency…i am a dump man thus, i know dumb people however, i cannot fly plane, please dont ask me to, neither Will i apply to fly plane..fam sot
the salsbury mp have stated clear that she is not the Dominica opposition leader.. and she further explain that her representation is to her constituent who elected her..thus my question is, why does she have to state or rather ask, if coulibistrie is not part of dominica?..lady suck your sugar, while it last….
A very confusing piece! Each time Jesma highlights evidence of development in her constituency (houses in Coulibistrie, feeder roads in the heights of Cuba Road/Carholme) she then suggests that her constituency is “neglected” and nothing is happening there.
I mean, how can we take you seriously, Mrs. Victor? What are you really saying?
I am trying to understand.This picture of Coulibistrie was taken in 2015.The recent debate in parliament was November 2023.The report neglect of Coulibistrie,is dated December 27 2023.I am wondering if this report was sent to DNO by the opposition leader one month after parliament or it was sent by a fake UWP acolytes.?

Who controls the public purse with taxpayers’ money? Look at what they are doing with it. Enriching themselves and neglecting the needs ( not wants) of the most needy among us.
Roosevelt lives in a multi million dollar palace with his family. Taxpayers’ money is used to support that kingly lifestyle. Most present and former ministers of the Roosevelt’s regime have massive acreage of lands and two or three houses. Ask yourself where and how they accumulated such funds to procure these possessions.
I will state this with supreme confidence. Without the plundering of government financial resources meant to empower the poor and vulnerable brothers and sisters,, Starboy of Stupidity and his Cabinet of present and former apostles would live like commoners.
Why are human beings who are created by GOD treated selectively inferior to each other. This world belongs to GOD but Satan introduced prejudice in the minds of human beings in order to devide and conquer GOD’s people to be on His side.
We need to treat each other with dignity. I was raised in Coulibistrie and had a joyful life there with neighbours always helping one another. This village should be treated equal to any other place in Dominica.
My people, GOD is not pleased and will finally judge those who think that they have the right to treat others unequally. I still love my people of Dominica even though I have lived in Canada for the past 48 years.
My people, obey GOD and you will be blessed in these times of confusion and human convulsion. We are all brothers and sisters with one Heavenly Father. He is watching over us and desires that we will be with Him when He comes to take His faithful people home. Be ready and stay ready.
Simple solution. Go to higher ground.We are seeing worldwide what living on lower ground auses. It is cheaper to relocate than to build river defences.Do like two of my friends, Eric and then Maria, that was enough, higher ground we go.

Maria was 5 years ago, 5 years de place looking unrecognizable. the biggest issue with dominica is the reliance on politicians. man that is so sad. there is no sense of self determination. everything must be done by government cause the people have nothing
The objective truth is at times a very bitter pill to swallow. It takes a very conscientious person to acknowledge their flaws and weaknesses and work diligently to rectify them.
With that in mind, Mrs Jesma Paul-Victor is intel!actually incapable to convincingly articulate solutions to the myriad of problems the country faces. She goes incognito for long periods then occasionally pops her head out her place of hibernation to seem relevant.
Poverty is ubiquitous; unemployment unprecedented; the economy in ICU; agriculture and manufacturing comatose; healthcare in an unhealthy state; national security is insecure; salaries and wages emaciated; pubic service dysfunctional; the majority of citizens dispossessed. The parliamentary opposition leader has no clue as to real solutions to these perennial problems.
When the government and the opposition meet in parliament, instead of getting edifying, robust debates, we get noise ( abuse, gossip, accusations, lies).
