As the rumbling continues on the island involving the Dominica Football Association (DFA) and its former President Dexter Francis, member of FIFA’s Ethics Committee, Primo Corvaro, has warned that Dominica should solve its issues internally without going to the local courts or FIFA will take action.

Francis has dragged the Member Association (MA) to court, first for salary and secondly to challenge the legality of Glen Etienne as President of the DFA.

The latter occurred just three days before the June 27, 2015 delegate’s election resulting in it being postponed to August 1, 2015.

“In the future, after the election, should there be any football stakeholder going to any ordinary court, he must be sanctioned and should there be any decision from any judicial authorities imposing something on the DFA, the case will be taken seriously by FIFA and CONCACAF, meaning that sanctions will come,” Corvaro warned as he met with the press late on Monday July 13, 2015.

He said that FIFA is not against human rights and laws but has its principles which must be adhered to as it relates to court matters.

“You can’t leave the judicial system to take action, if that is done you can well imagine what will happen in that situation,” he noted. “You can’t go to court on matters of sports, it must be resolved internally. What has been done by Dexter Francis and others was not tolerated and will not be tolerated. We listened to the executive of the FA and we made them an exception, we are taking big risks. We have not accepted what has happened and so while we have made down an exception let it be known that it will not be accepted in the future.”

Corvara said FIFA will continue working with the DFA and will be sending officials to over look and monitor the upcoming election.

He said that while they cannot deny “the right to justice” people must know that going to the ordinary court is wrong.

“We have taken a look at the Constitution of the DFA and other member associations and are aware that it is weak and will help them to revamp and put in line with FIFA Constitution. I am warning that if there is another issue, don’t be surprised of the outcome,” he stated.

    The most crucial piece of stated fact coming from the FIFA delegate was not reported by DNO, …..“If you have a problem of a contract then its OK, if you are an employee of the DFA and you have a problem with your employer, it’s a labour issue then you are entitled to go to court; it’s not a sport matter”. So when Dexter Francis dragged the Dominica Football Association to court, first for SALARY it was 100% OK. BUT when he dragged them again to court to challenge the LEGALITY of Glen Etienne as PRESIDENT of the DFA on a 2nd occasion with apparently pure malice and vindictiveness that was not OK, This is where FIFA has issues with us and we in turn should have issues with Dexter Francis, because of his ego, lack of comprehension of FIFA rules, and an apparent self-centered interest of being local football supremo, aided and abetted by poor legal advice, almost brought DFA into disrepute which would automatically mean suspension of the GOAL 2 project! Work at stockie saved a goal!!!!

      I believe you have it wrong Sir. The problem started when the executive decided to go along with the instructions of Jack Warner. The Football Association is a legal entity registered under the laws of Dominica. Jack Warner is not known to the laws of Dominica and therefore had no jurisdiction. Dexter Francis was not legally removed from office. It was obvious that Glen Etienne was not a legal replacement to Dexter Francis and the court found in favour of Francis. This should not have happened, but they were too quick to get rid of Francis so they failed to seek proper legal advise on the matter and ended up with a bigger mess.

      My immediate observation upon seeing the picture posted above was ‘why could they not have at least painted the podium before putting it before the gentleman for his use’? I concur. We need to be more observant and improve attention to detail!!

    What does this mean? Is it that FIFA functions ABOVE the law? Is FIFA run like the Vatican which only abides by ITS law? This cannot be right even though Mr. Corvaro insists it is wrong. No wonder FIFA and its managers are embroiled in this corruption scandal. This is indeed a kangaroo court where the victim is the accused as well as the prosecutor. :mrgreen: :mrgreen: :mrgreen: :lol:

    The ramblings of this FIFA official speaks to to th corrupt institution that FIFA has become. Like it or not the courts of Dominica have spoken and all FIFA has to do is abide by the ruling like a law abiding Institution. We did not hear these idiotic ramblings when top FIFA officials were arrested by Swiss and US law enforcement agencies on corruption charges, matters that will definitely end up before the courts. FIFA is now threatening to sanction members because they have taken matters concerning FIFA to court. It seems FIFA is a SECRET club.

    Who is this Corvaro fellow coming here to threaten poor malaway that if if people involved with football take their disputes to court there will be dire consequences. That sounds like a maffia to me and I am sure the authorities in the U.S.A. and U.K. will be very interested to hear that. Even the catholic church wouldn’t stoop so low. Screw Fifa and Sep Blatter.

      Fly, I know a lot about football as it happens but that is irrelevant. We can not have a body like Fifa behaving as if they are outside the law or blackmail our people to accept their rules and forgo their rights under our laws. You see, that is how they screwed up in the first place by bribing people in countries like ours to do their bidding and the beautiful game of football coming second, used as a tool to fill their own pockets and build power. It has to stop!

    So if I understand clearly what you are saying here is that being in FIFA outweighs an individual’s constitutional RIGHT to legal proceedings and Justice. So youu are the gods and end all. Tell that to the US who are taking you all to task.

    I wonder how many of those who are vying for positions really have the interest in propelling football forward.How many friendlies do we have in a year? Why cant our players score goals even when they have clear opportuniti to do so?How many people are on the association because of selfless love for football?What is wrong with the fitness of some players?ARE THESE QUESTIONS OF CONCERN TO THE ASSOCIATION? I fully agree with FIFA that action be taken against those who choose the country’s court system to solve the problem of football on island,because the sport is progressing slower than a snail on island,but some people are only concerned about their pockets!!! The comment about the WEAK CONSTITUTION, struck me straght in my face!!!!!! It must be worked on WITH DISPATCH!!!!!

    Dexter Francis is not my favourite person, but whether Dexter Francis is right or wrong I can not accept that an unelected foreign body like Fifa appears to put itself above the law. The laws of Dominica take precedence over Fifa’s rules anytime. Sepp Blatter’s head is indeed too big and if they threaten to withdraw their support or even ban us for our right to go to court, let it be. The egg will be on their face an not ours.
