Statement by government on passing of Dr. Etienne

PM Skerrit, Dr. Carissa Etienne

The Government of Dominica is saddened by the passing of distinguished Dominican, Dr. Carissa F. Etienne, the former Director of the Pan American Health Organization (PAHO).

Dr. Carissa F. Etienne was a globally recognized public health champion and advocate who brought great pride and honour to Dominica. She was elected as Director of the Pan American Health Organization in September of 2012 and was re-elected for a second five-year term in September of 2017. She ended her 10-year tenure as Director of PAHO on January 31, 2023. She was Assistant Director-General of the World Health Organization from 2008 –2013; Assistant Director of the Pan American Health Organization from 2003 – 2008; and Director of Primary Health Care Services, Ministry of Health, Dominica 1989 –2001.

Under her guidance as Director of Primary Healthcare, Dominica achieved universal coverage for all primary care programs, with immunization coverage rates of 95 percent; 90 percent coverage for prenatal care and deliveries by trained birth attendants; access to continuous care for chronic non-communicable disease; country-wide community
empowerment and participation; and health education integrated into community care.

She had previously served as Chief Medical Officer, Coordinator of the National HIV/AIDS Programme, National Epidemiologist, and Medical Director at the then Princess Margaret Hospital. On behalf of the people of Dominica, the Government of Dominica extends sincere and heartfelt condolences to the family of Dr. Carissa F. Etienne, an illustrious, well-loved daughter of our country. At this difficult moment, we share your grief and pray the Lord grant you comfort and fortitude in this period of mourning.

May we always remember and celebrate her outstanding contributions and dedication to the management of Dominica’s public health sector, and her leadership and strategic guidance of health systems in the Americas.

May her soul rest in perfect peace.

    Rest in love and peace Dr Etienne. You accomplished your life’s mission here on earth. You are now reaping the glorious reward from your heavenly Father. We will miss you but the good memories live on in all your accomplishments in Dominica, the Caribbean and the world.

    There seems to be a severe heart attack that killing top Dominicans in high places and we need to investigate the root cause of this disease.
    First, Rosie was PM and he got a massive heart attack that killed him a day after a long trip abroad.
    Pierro succeeded Rosie and became PM and he too died with a massive heart attack and that paved the way for Skerrit to become PM.
    Ed Registe, the late parlrep of Grandbay got a massive heart attack that killed him and his death paved the way for Skerrit to bring in his friend Vince Henderson as parlrep of Grandbay.
    Recently we know Skerrit wanted to replace Charles Savarin as president and the names of two women were swirling around. Alex Boyd Knight and Dr Caressa Ettienne, before the job was given to the current president. Before Ms Burton was sworn in Alix Boyd Knight was found dead from a massive heart attack and today we work up with the very sad news of Dr Caressa Ettienne passing from a massive heart attack. Boy what’s happening…

    If I was Dr. Etienne family I would call Skerrit and tell him to shut the hell up and keep my family out of his mouth. Hypocrite!! He is lucky that Mr. AJ (Dr C father) is not alive because that’s exactly what he would have done. Who vex get lost because some of us are too darn hypocrite :twisted: :twisted: :twisted:

      May Dr Carissa Etienne rest in peace. She worked hard both here and abroad. it’s time for a well deserved eternal rest. Beautiful lady.

      In her memory the People and Government of the Commonwealth of Dominica should rename the Dominica China Friendship Hospital to the Dr Carissa Ettienne National Hospital and Medical Sciences Center of Excellence
