Telecommunication sector needs protective framework – George

Telecommunications Minister Ambrose George has told a National Consultation of a Draft Electronic Communications Bill that legislative and regulatory framework must be put in place to guide and protect the progress in the sector.

George said when the Telecommunications Act was passed in the Eastern Caribbean Telecommunications Authority (ECTEL) member states, it was anticipated that there would have been a review in 3-5 years.

He said while teething problems were experienced in the first five years, the principle focus was to ensure that liberalization took route.

“Now is the time to dissect the issues and all stakeholders, including all of Dominica, can share in the transformation of the sector,” he said.

He said new and emerging technologies has made it even more challenging for small island developing states like Dominica.

George said legislative reform is a complex and time consuming exercise that requires diligence and calculated change.

“The primary driver of liberalization was the high cost of telecommunications services. This hindered the competitiveness of enterprises by increasing the cost of doing business and limiting the ability to capture the economic benefits of ICT,” he said.
