Dominica under Carnival’s microscope

Three years after pulling out from Dominica, Carnival Cruise Line is back, but it is no ordinary call.

The Carnival Conquest, a chartered cruise with 3,783 passengers and crew on board, docked in Roseau on Monday morning and the island’s tourism product will be under scrutiny as the cruise company looks into the idea of making Dominica a full time port of call once again.

“It is not one of Carnival’s scheduled calls to Dominica,” tourism minister, Ian Douglas, explained. “The crew of the boat, the captain, the excursion manager and the persons who make the decision on whether the ship calls will be on board.”

Douglas noted that shore mechanisms, how the island conducts business and other factors will be closely examined by the ship’s personnel and the island has to make sure it puts its “best foot forward.”

“We have to make sure our best foot is put forward and make sure that everything works the way they want it to so that we have Carnival back on the itinerary …” he said. “We would really like to have Carnival be back in Dominica and call on our shores especially for the off season.”

Government has held several discussion with Carnival’s management on the prospect of making Dominica a port of call again, and Douglas described them as “very, very good.”

“I want to be optimistic,” he said. “It is very, very good. We’ve had some very great discussions with the Carnival Company and they want to come back to Dominica. There is a lot of stuff that we have to do on shore to ensure the Carnival Corporation returns to Dominica. We have to continue what we doing in terms of the premiums sites, in terms of the tours that we do …the Carnival Corporation is giving all the indication that they want Dominica on the itinerary.”

He stated that Dominica has made major improvement in guest experience “and they have been taking note, so we just have to continue doing what we have been doing…”

In 2010 Carnival ended its 21-year relationship with Dominica, citing the increase in fuel prices as the main reason.

    its interesting how disorganized dominicans are: constant outcry in the media that tourism is vital for the island economy and nothing done to improve the situation.
    Traffic in Roseau: all streets are parked with vehicles without any order or rules. Tourists disembarking see only rows of vehicles parked and hordes of vehicles trying to get through. Few pedestrians walks available are parked by vehicles. Independence street which one of major road in Roseau is blocked because construction works so all traffic diverted to Great Marlborough street….
    People you cause chaos and armageddon…what tourist experience you are talking about if you cant resolve even simple traffic issue and all tourist see is a huge Tropic Shipping container making dangerous manevouvrs on tiny streets…utterly outrageous and irresponsible!!!!!

    We are tourists too and we are honestly surprised about other tourists expectations when visiting a country.

    It seems that we have experienced Dominica completely different than others do. We have experienced a wonderful and really unspoilt island-the only one where camping by tent was not forbidden. We have experienced beautiful nature, tasty food, friendly and hospitable people, water so clean that we could drink from the river.
    We have not missed jewellery and tourist shops at all
    We have liked Roseau as it is – despite its vagrants and despite some rubbish laying around. That is happening everywhere in Europe too. We have spent 2 weeks at the island and have not seen any need to make it “more touristic”.
    By the way, we have also survived LIAT’s bad customer service and 2 days delayed arrival due to schedule changing of L’Express des Iles. Yes, some of that was annoying, but no reason not to come back to Dominica!

    Why do people keep harping on the few things still worthy of improvement while there is already SO MUCH that the island offers to its visitors?
    No question that there is always a need for improvements – not only on Nature Island but also here in Germany.

    We will come back next year for a 3 weeks stay and are counting days already.

      I believe there is not to many tourists writing their comments on this page- apart from us.
      Since you were individual travellers- just like me- Dominica is perfect. Low crime rate- maybe thats one reasion why you are allowed to put up a tent? Small Hotels& Guesthouses+ airbnb…Nature, nature, nature! The only thing I did not understand is that people don`t bother where they are leaving/dropping their rubbish + hardly any rubbish bins to find; and thats a health factor!

    Would Skerrit and his consider introducing duty free status in the airport and harbour port? like St. Maarten Na.The people are prospering greatly since Claude Wathey introduced it to their Island.Everbody is making money including the port authority.

    On a recent Caribbean cruise, namely St. Marten, St. Thomas, Barbados, St. Lucia and Dominica (in no particular order), I observed that Dominica was the only island without a market for Jewelry sales. Jewelry and alcohol are huge revenues on cruiseship stops and are highly advertised onboard as well. It would be profitable if Dominica had proper housing for sales to tourists instead of just tents alongside the port. However, even if the tents remained, a proper shopping district would be profitable.

I was on a ship that came to Dominica and the comments of some of the passengers there was only 3 stops Dominica being one the company had to re-fund half cruise for 3,800 pax they thought it was “” im just saying

    so great to see that photo. I am Dominican and have 15 of my California folks on board that boat, how exciting to have them on Island and take a tour with my parents, at least they will be one of the many happy tourist to help carnival make that re-visit calls in the future. being positive. we are hospitable Dominican and together we can make it happen

    @ Santa Claus, So when we tie the revelation made by Mr. Douglas today,that shore mechanisms, the poor business skills of the government and other factors, as the reason why Carnival pulled out of Dominica with Mr Skerrit’s statement dated Thursday, November 22nd, 2012, where he as PM and minister for finance revealed that “on average, the cruise line made 50 calls to the island bringing in an average of 157,000 visitors. “We have lost that, not because of non action on the behalf of the government but because at the end of the day is the bottom line that matters for any private sector investor. They were losing US$1.2-million – US$2-million because of the cost of fuel and other issues and they had to pull out,” he pointed out.”

    Since according to Mr Douglas today, it is fair to say that the DLP has cost Dominica 157,000 visitors multiply that by 3 yrs they have been out =471,000 visitors and the $1.2 – 2 million dollars he said his poor government cost the Carnival and when one multiplies that by three years, we conclude that their poor management has cost the island well above USD$ 6 million. What a failure!

    It is great news to hear the Carnival is coming back to DA. We must always keep Dominica clean and crime free as much as possible. We need tourism to get things on track the keep up with the world at large.Ian Douglas it is your responsibility to deliver – you own it to the people who put you in power. By the way, when is Cabrits Hotel and Spa going to open its doors to the public – can’t wait.

      Hmmm- keep it clean?! I`d say make it clean! I came as a tourist last winter and what I saw was a beautiful island and a LOT of rubbish on the streets, beaches, trails… No wonder- hardly any rubbish bins on The Nature Island. One “falling- apart-overloaded-bin” I found at Scotts Head beach- populated with rats; a beach tourists have to pay to enter.
      I have seen not just one tourist taking pictures of car wrecks- pictures travel the world!
      Great that the ship wrecks finally have been removed from Portsmouth beaches- BRAVO!
      GOV of Dom- please put up rubbish bins AND empty them on a regular base! A clean nature is the future for EVERYBODY!
      Thank you from a globe trotter who wants to come back to a rubbish free Dominica!

    It would be an improvement to put all the vendors in one place, with proper stalls, umbrellas and nice tables, they take up too much space on the sidewalks. Also, I agree, fix the sidewalks, unreal to walk on.

      I fail to see your point. Carnival is here to take a look at the island’s tourism product. It is a fact. Ian Douglas himself said it.

      Another website said the ship is making an inaugural call, but failed to mention the real visit of the ship. Since that website is owned by someone who is deep in the government pockets, of course they will make things look good.

      DNO is doing a great job. Keep it up.

    Just a suggestion. Roseau needs full-time people cleaning the streets throughout the day (prisoners, parro, unemployed). They need designated (larger) parking areas for vehicles (certain streets should have no vehicles, just foot traffic), covered Bicycle/motor taxis for the narrow streets around town and fix each and every sidewalk that has open gutters that force people to compete with vehicles for space on the road. Now offer professionally made visitor maps to the tourists highlighting areas and shops that contribute towards the maps being made, which also promote their products and businesses.

      What people aren’t realizing is that if (or when) Dominica sells its soul–well, any further than it already has–to tourists, it’ll end up like Jamaica–the Jamaicans are constantly disrespected by the outsider worldwide tourists who feel that they are superior by dint of their money spending.

      Sadly, Dominicans are on track to lose their soul, culture, pride and dignity for a few handfuls of cash, if they don’t play their political cards carefully this instant.

      Please invest in businesses run by native-born citizens, infrastructure, education, training skilled workers, exports of home-made and home-grown products and most importantly, STRENGTHENING LOCAL LAWS TO BENEFIT NATIVE DOMINICANS AND NOT ALL THOSE OUTSIDERS WHO ARE TRYING TO BUY UP THE ISLAND AND BRING BACK SLAVERY IN FINANCIAL FORM!

    You’ll should hose down the entrance of the port everytime there is a Cruise Ship in port because i work in the vicinity of this area and i feel bad for the visiotrs and locals that stand underneath this area. If they only know how infected there is with Vagrants sleeping there and Gravity smoking and spitting in this area. I would advise to Mr. Bardouille to put a Camera in this area just to get a feel of how dirty this area can be from a bird eye view.

    My advice is, better get the crime under control. That’s why people love coming to Dominica. They feel safe. Look at what’s happening in Portsmouth. That will send anyone running. Station more police officers there. It’s a beautiful town but deadly. People of Portsmouth take a stance to protect your town from criminals. When you see the coke boats coming in at nights, call the cops.

    The location of the Cruise Ship Berth in Roseau is an inconvenience for the cruise ships, local traffic, businesses, parking and the vendors. Roseau is already a mess and it worsens when a cruise ship is in town.
    If Dominica is serious about bringing Carnival Cruise lines back consideration should be given to extending the Woodbridge Bay port southwards and create a vendors arcade in the Public Works site.
    This will ease up the congestion in Roseau and create a much more comfortable environment for cruise and stay over visitors.
    Let’s be honest, can any cruise operator be impressed with our destination arriving at a shanty town of make shift shacks on the bayfront, walking through the streets of smelling Roseau or having to negotiate moving containers at the port?
    Show some class Dominica, we can do better than that with better planning.
    What improvements have been made since Carnival abandoned the destination that would encourage them to return? Ian Douglas is totally confused and do not have the slightest idea of what it takes to improve destination Dominica.

      Have you been on a cruise…the visitors like being in central areas..where they can walk off the ship and be among locals….cayman island.st marteen.bahamas..cozumel and many others cruise ports are in business districts..we need more entertainment and bars for sure because half the boat gets out to find cheaper alcohol..than the price of the boat….but I do agree with you on y other points

    Where as we need the little money there companies give i wonder if we should sell our souls for the little crumbs they hand down. These companies has built a multi billion dollar business based on our small region, why is it that it is them that dictate the terms? again is the lack off unity between people of the region . If we all closed our ports to carnival and tell them take their ships to europe or somewhere else see how fast the table would turn. I know we want nice house and cars and to send our kids to university but maybe we need to put our foot down as a region and get a better slice of the cruise pie.

        Hi Tina, yes i have been to europe many times but if you understand how money works you would not answer my comment in the manner you did. do you understand that the distance between the caribbean and florida (where most of the cruise ship companies are based ) makes a big difference in the revenue that the ships makes that one ship can make two trips in seven days on a three day cruise and a four day cruise . i work as a musician for carnival for Two years so i understand first hand what’s happening here . and yes i would like to chat with you when you next visit your island home .

        The way I answered was because you made it sound like Europe is not worth a visit- not because of finacial aspects. Where are all the cruise ships when it`s hurrican seasion? I believe some of them cruising around the Mediterian S, North S, Canaries,…
        I never was a fan of those big ships- not my choice for a holiday- personal oppinion. I prefer individual trips- much better way to get to know a country&natives. Thats why I`ll be coming to Dominica again (4th time!!!) as a tourist- do I have to say more apart from the fact that english is not my mother tongue!?

    Ok, so after three long years in the dark we now have an idea of why we were cancelled from Carnival’s list after 21 years of service ah? According to Ian Douglas, it is clear that their main reason for running out of Dominica is because of this: “Douglas noted that shore mechanisms, how the island conducts business and other factors will be closely examined by the ship’s personnel and the island has to make sure it puts its “best foot forward.” So shore mechanisms, and the poor way that this government conducts business are among the key reasons given by Ian himself and this has nothing to do with high cost of fuel ah? Didn’t the IMF two weeks ago also complained about this administration’s poor business skills as one of the reasons why we dropt 2 places in the Caribbean and 9 places in the world to do business? Off course we all know and knew Carnival loved Dominica and always wanted to do business here; that’s why they docked in Dominica for 21 years. But thanks to Ian Dounglas and this failed DLP government, the once upon the a time lover of Dominica had to run away, though with Gowpwell. So yes Ian, I hope you and your lazy government will stop twisting the truth and instead put your best foot forward.

      Dominica went into the cruise tourism business with the same vision that they maintain with airline access to the country.
      Extending Woodbridge Bay Southward and using the Public Works area as tourism village is a great idea, according to an earlier post.
      Roseau is not designed to handle 3000 people disembarking from a cruise ship at once.
      Until we get this message loud and clear, we will continue to be in the same position that we’re in.
      Ian and this government need to stop playing games. We knew that they pulled out because Roseau is a mess. Fuel prices my foot. Roseau is dirty with no parking. The market is atrocious. Why can’t the vendors place their food on pretty stands that are off the ground?
      The Roseau City Council reeks of incompetence and stupidity. There is no way that in 2013, an open box truck is charged with the responsibility of collecting trash daily. Under Eugenia Charles they had trash compactors. What the…. happened to them? In the 1970s we had the yellow Bedford Trucks with the burgundy metal box with covers that slid up and down. We have gone backwards. What a freaking joke!!!

        The truth of Carnival pulling out is so tangled and mangled that the emperor is caught with no clothes on.
        Why do you think the big stink was made about the vagrants? Why was all that talk about “The Ruins”Why did our now Mr President went and broadcast “Roseau will be the number one (1) O.E.C.S. capital? Ask them what happened when a certain cruise company wanted to develop the port like they did in Antigua,Turks and Caicos etc.
        I ask myself many times who fights for Dominica? Who?The people are following a stupid Westminster style of maypwee politicking ,that is so vile and destructive,its worrisome!

        As you mentioned in your post about Dame Mary Eugenia Charles,do you know the amount of fires this woman put out for Dominica and Dominican people? Why did we have a desk at the V.C .Bird international airport? Why was American Eagle contracted to come to D.A,now all you hearing is lip service concerning L.I.A.T,Mamo told that same Leeward Island Air Transport, your meaning alone should give me pause.Declared Dominica stands tall in O.E.C.S and Dominicans should be meted out the same treatment as everyone else,she made a clarion call to let all and sundry know not because you say we are the least developed you are going to take us for any pappyshow.
        Look at us now,fighting amongst ourselves,in all kind of comess ,the order of the day is “one set”.

    Its not so much about the vagrants as it is about the lack of cleanliness and proper hygiene

    We market soooooooooo many rivers but can’t spare 500 gallons of water plus the necessary time to HOSE DOWN THE CITY and DISINFECT the gutters; we just won’t clean the place – and as for the side-walks

    I had to laugh about them scrutinizing us. I have cruised several times before, three times with Carnival Cruise Lines. I will not go back on a Carnival ship again.

    As a matter of fact I was looking at cruises just last night and I never once even looked at them even with their lower prices.

    I am surprised they are positioning themselves as being discriminating when they do the least amount of maintenance on their ships (note the number of breakdowns and fires they have had in a past couple years). Their demographic tends to be younger and unruly. They also attact a less affluent segment of passengers.

    They should take a good look at themselves before they put other places under the microscope.

      yes, carnival is known as the bottom basement level of cruises. they’re always making people on the ENTIRE SHIP get sick from their unsanitary food practices, or their ships breakdown. they are like the ghetto city bus of cruises–they have some nerve trying to talk trash! :lol:

    Did the minister have specific action items that all Dominicans can do to attract and retain Carnival and other cruise lines? For example, did he have any suggestions for police officers, for taxi drivers, for people engaged in conducting tours? How about specific directions to the people responsible for keeping the city clean? It’s one thing to say we should put our best foot forward, but I think specific actions will go a long way.

    The least they could have done was to clean up Roseau…I walked there this morning and it is the same….rubbish on the roadsides….grass growing in the drains…concrete flower pots overturned…Please clean up the place before you invite people in…..

    I’m Still seeing vagrants on the street. Mr. Douglas said we were getting rid of them! What’s going on? The people are continuously being harassed…….we will loose it again. Please before we find ourselves in the same boat….do what you say!!!!!!

Can we really say Roseau is a mess because it is not being cleaned or is it because this is the nastiest Dominicans have ever been. You see Dominicans standing by one of the green garbage bins and yet they will throw their garbage on the ground. It’s about time we stop the ignorance and blame who is really to be blamed

      Unfortunately, you are almost fully correct. Some effort has been made to clean up by providing the stationary bins here and there in the city, having workmen cleaning throughout the day, etc. Yet, it is clear that garbage collection and the stench in certain areas remain major headaches; I would add the persistent problems of vagrants harassing tourists and insufficient police patrols.

      I hope we pass this exam.

    That’s very good indeed DA, lets put our best foot out this a second chance lets don’t mess up this time. Taxi Drivers, vendors, police please keep the vagrant out of the streets, lets do all in our power to keep things nice and smooth. DA is a lovely Nature Island and a lot of visitors enjoy it please lets keep clean and green.

      The vagrants are Dominicans to keep them out of the streets? do you round them up put them in a boat and push it out to sea? do you tie them up in the rain forest? or do you create the enviroment where they can be cared for and possibly even get better.
