Work on Morocco-funded hotel begins

Work on a 50-room hotel and cruise and yacht complex financed by Morocco as a gift to the Commonwealth of Dominica has commenced on flat land between the Cabrits and Lagon, Portsmouth.

This is an area occupied in the 1980s by Sunshine Village Resort. Since last weekend and all through this week, even at night, heavy equipment has been clearing the land and demolishing abandoned buildings.

Senior Moroccan technical personnel have been seen on the site and they are in residence at Zicak, Portsmouth.

It is understood in Portsmouth that the need for a proper hotel in this area as well as a need to add services available to attract cruise ships and to provide for the increased yacht arrivals has influenced the location of the complex. It is adjacent to Purple Turtle Beach and therefore will have the added attraction of being a beach hotel as well.

The land being used for the project is not part of Cabrits National Park. It was a parcel of State land that was sold to a German investor, Albert Eckhart, by the Dominica Freedom Party (DFP) government in the early 1980s, before the park was established in 1986. After the failure of Eckhart’s project, the land reverted to government and it has been State land ever since.

The new project is being laid out in a manner that will provide an entrance for any marina development that may come on stream in the Cabrits swamp in the future.

In clearing the land it appears that coconut palms and large trees are being left in place to be integrated into the grounds of the new hotel, cruise and yacht village complex.

Abandoned Sunshine Village houses have been demolished to make way for Moroccan Hotel.

    I think this is a great project for Dominica. I live in barbados and I see tourist enjoying these beach hotels and marinas and it just pains me sometimes to see the amount of potential we have in Dominica. However it came about people, the fact remains that it`s for all of us to benefit. let`s just put the politics and colors aside for once and work to build a prosperous Dominca.

    If the gov’t is 100% in charge, then it is fully accountable and should be transparent in the construction process. Because this thing is only coming to light now, it is up to the Dominican people to demand full accountability and hold the gov’t liable for any possible malfeasance.

    That said, it is a step in the right direction toward economic improvement and job creation

    Why is this happening so fast. Hear about the hotel, hear the change of site, then land preparation? If there was already an approved plan for the site at Marigot, would it be applicable to the site in Cabrits? Oops.

    Physcial Planning, We trust that tat planning approval was granted, and that this project propsal went through the usual rigorous review and aproval process, justike any other hotel project. Record the potential impacs on the adjacent marine envirnment, the wetlands (swamp) and what mitigation measures are proposed and approved. Not because this is a govemnent project that a blind eye should be turned in terms of the approval process.

    A 50 Room hotel which is to be built in Portsmouth is only a beginning. For the moment it is sufficient. Be satisfied with that. In years to come Dominica may just have a 2000 room hotel and with additional tourist traffic. Everything takes time. We do need to creep before we walk.
    Pertaining to a new airport being built, Dominicans should be fully aware that Dominica is a mountainous island. Therefore it is difficult and extremely expensive to build a new airport and specifically in areas where some of you would prefer. Utilize your common sense and good judgment if you have any.

    we do things just to pull wool over many citizens,from my view this is another white elephant

    so many hotels crying out because of lack of stayover unless this project is not marketed world wide its “DOOMED”

    just look at Layou..if this Government was serious they would have gotten that one off the ground

    A Gift is a Gift. Irrespective of the fact that the other islands have 100 plus room hotels is not relevant in this case. We are being offered a Gift from Morocco and as a grateful people that we are, the words that should be echoed are “Thank You Morocco”.

    Whatever the other Islands have is all well and good. Let us now work with the Gift we are given and make the Donors proud by: Keeping our environment clean; being diligent and hardworking individuals; seeking to encourage others to get involve in the business of building our Country.

    Dominica needs an international airport before you guys can attract huge tourisim investment…….we here in St vincent are not to far ahead of dominica interms of tourism development.The main reason we are now seeing huge tourism investment is because of the airport we are building.Their are lots of investers waithing for the airport to finish and their are lots of major project airmark for St vincent in the near future,a 5 star luxury resort and a luxary hotel is on the way for union island ,one on mayreau,luxury resort for bequia all in the grenadines and harliquin want to build another 3000 room resort on mainland St vincent.Because of the airport we are know seeing more American franchise opening up on mainland St vincent,KFC only had two branches they are now adding a bigger one,Subway and churches chicken are now here and wendies will be coming later,all because of the airport.You dominicans are to negative your government is doing its best,you all are bad mouthing every thing,the new hospital,night landing and know this 50 room hotel,what is it you all want???I hit DNO daily and read all comments.Liat already decide to land at melvill hall at nights they are only waiting on an update from your government.

      Gigsaw, thanks for taking note about Dominica and its way forward.
      I do enjoy visiting Vincy and Bequia, etc , but the matter isn’t about development. If you think so you have missed the point completely. St. Vincent, though a beautiful island such as its sister islands of St. Lucia and yes Dominica, is riddle with crime and corruption. Dominicans want development among anything else for their country but they want to be careful how it comes. We rather swing from trees than to have almost two murder a week such as St. Lucia (9 so far for the year) or decapitated heads such as Vincy. Dominica will welcome an international jet landing airport when it comes and it well. Don’t take note of a lot of the shit you read on DNO, it’s not all from educated and sensible people…. like many other countries, we do also possess illiterates with a PC and will bash anything good or bad. The rest of us want sensible development and sustainable if it can.

      And yes, No to an oil refinery also … don’t care if you think it’s development.

      I agree wit u we need an inti airport to the maxx.. Let me ask u… Who paying for tge airport in vincy land? Is it out from u guys pockets? If my mem Serves me correct when caricom was telling Dominica we don’t need inti airport cause we are surrounded by other islands which do.. Vincy land agreed and then fast foward a few years later vincy land get theirs.. Hmmmm we are last place in the region but truss me when we do get the airport we gonna change the game. It gonna be on some next level. Eco tourism gonna get a high spike world wide. The negative Dominicans on here are mostly the diaspora truss me. They out side lookin in and bashing yet demanding..

    We can barely make with what we have – you really think we can compare to SVG and other islands with their multi rom hotels.
    You should also take into consideration the cost of keeping up a hotel in the low seasons when you have workers who have no work to do and bílls to pay when there is little or no income.
    50 rooms are better than none. Think about that!

    Hmmm, that was fast. Just earlier this week they were just talking about this… and they’re already breaking grounds. So that means they should have plans, otherwise how would they know which trees to save.
    Nonetheless, I still believe that Marigot needed that ‘airport’ hotel – they surely got it under false pretenses, then. Anyway, at the end of the day.. its for Dominica as a whole. Yes, too, a 5 star hotel needs a five star hiway leading to it.
    And I hope that a qualified Dominican company gets the first rights to run/manage it, since the government won’t be doing that.

    I agree with Jackeye Boss and some of the other commentators.There seemed to have been no concrete plans. We heard of this hotel for Marigot then all of a sudden it’s Portsmouth. When were the plans revised and approved?What preliminary studies were done? Is it because we hear of an intended election, so lets pull a fast one on the people of Portsmouth because we can’t win Marigot ? Does somebody in there have an interest? Didn’t we just have a big night landing party at Marigot? Was’t the hotel for pilots to overnight according to word from the frenchman? So many questions that needs to be asked. This is not how government business should be conducted. First of all we never heard of this hotel before that Morroco trip or even the Morroco trip for that matter, then all of a sudden a hotel for Marigot oh no no no lets put it Portsmouth instead. Further just 50 rooms, a government project, in 2011? According to Bobb this need to go ” Back to d drawing board”

    If the Govt. is the owner of that hotel, how comes the Dominican people were out of the initial concept, the planning and everything else required to know about the building and future operations of that project? Dominicans were told one thing by Skerritt about hotel building in Marigot, then a complete turn around about building in Portsmouth. That latter information came from Ian and then supported by Savarin. But Skerritt has not explained to Dominicans why the change of venue, What are the real reasons?

    If a Govt. is FOR THE PEOPLE, BY THE PEOPLE, WITH THE People why are the people not properly informed and on board? Will the hotel be owned by Dominicans? Will it be on Dominicans’ NAME, or owned and run by a FEW Party colleagues?

    What about the people of Portsmouth? Do they really know what is going on? Have any meetings been held with the people before any operation began? Have they been informed as to their participation and the necessary dealings? They could have very good, useful ideas that they wanted to share with the political directorate. BUT NO. The people of Portsmouth are mere BYSTANDERS, No information, NO initial PARTICIPATION. Somebody just coming and place a project for them.

    By such backward approaches to development, the people feel cast aside, feeling the project may be good, but they are not part of it. The hotel is not theirs. Their conclusion is, and rightly so, is Govt. thing. Is Skerritt and them thing. Is Skerritt and them boys that going to make all the money from its operations. That’s the 21st. century and people must be well informed. Sadly, that’s not the approach of those inefficient politicians now in Govt. Things are done in SECRET, more SECRET and MORE SECRET.

    A country cannot move forward without people’s participation and timely information regarding programmes or projects of national importance. Skerritt must have had a reason for first announcing building a hotel in Marigot. He convinced Dominicans about hotel in Marigot. Now there should also be a valid reason for the change of heart and the quick move to begin. Dominicans are yet to be convinced about Ian and Savarin’s plans. It seems Skerritt just had to go along and swallow his first pronouncement and appear not to know what he was about. Dominicans are NOT FOOLS.

    yu see I would love to congratulate Fort young hotel with her 75 rooms. well Fort young tell us take our 50 pwipwiie room hotel an put it on de oder side of de island as far away ok. just put yr hotel far away where no way yu will interfere with my permernent daily meetings, seminars, conferences, business in house stays, all functions will continue to be my own fort youngs own alone forever. as long as am in charge and calling the shots no way any hotel will ever be built anywhere close a 50 mile radius from me.

    I am happy possy got something but, why did Ian have to say last week that Cabrits would be the best site for this hotel? He already knew where it was going to be built but since he was criticized by Ashton for not performing, they used to make people believe that he is powerful enough to challenge the PM and had him to change his mind within days. This twist is proof that an election is forth coming and instead of building it in Marigot where they don’t stand a chance of winning they decided to move it to Possy where the failed minister can have something to show for his eight years in office.

    Something tells me that the smarter people in the prime minister’s cabinet did not agree to move the hotel to Possie. He may have been outnumbered, but I don’t think the prime minister was in favor. Consensus I guess.
    I find this real funny. The article on GIS site quoted the prime minister as saying that we need more hotel rooms in DA to accommodate things like conferences, cricket etc. I am surprised to find that with our first opportunity to address that, we put the hotel a long way from the airport, a long way from the cricket stadium and a long way from the main city where many may want to conduct a conference. So let’s say you come to DA, say for a one day match between West Indies and India; you land in Melville Hall; your hotel in Portsmouth, and the game in Roseau…WAW!!!!! As a poor man who loves cricket, if I had a choice of seeing a one day game in Dominica, or St Lucia, which one do you think I would pick?

    Someone pleased tells me what’s going on in Dominica, 50 rooms are good but we can do a lot better, St Lucia, Barbados & SVG, has huge Hotels, and its look like Dominica barely making it, if you to travel to SVG go to Canouan they have a jet airport there plus, Donald trump has 3000 room hotel, culf field and casino there. You go to PSV, Palm Island, especially mustique; you would see what I’m talking about. Harlequin from Unite Kingdom just completed 2000 rooms, 5 star luxury hotels in Buccament SVG, AM NOT lying, . The point am making I don’t think Dominica government is brave enough to ask investors, to come to beautiful Dominica and invest in this country.

      BOY THE THINGS THAT PEOPLE WILL SAY TO Put DOWN DOMINICA! Canouan airport is 5,900 feet, the same as the extended Melville Hall

      “Canouan Airport currently accommodates American Eagle ATR 72 and several other regional Aircrafts of similar size. Since the completion of the Airport upgrade the Airport can now accommodate private executive light, medium and some heavy jets.” Thats the same as Melville Hall can 737s AND 727s, the same Amerijet that lands at Melville Hall lands at Canouan. (A heavy jet). And as for Palm Island and Mustique the airports are as small as Canefield
      And the Bucament Valley resort is still on the drawing board. Go on Google and look it up. Just simulated pictures and no guests comments because there are no guests because it does not yet exist!

      Man do you even know what you are talking about? How many of these Hotels in the mentioned places are owned by the citizens of these countries and islands? None or not the majority. They are mostly in fact they are ALL Invested by Internationals. They come set shop and make the island look good. Thats why we need more investors here. We need them to come and set shop so they can advertise their resorts which equal means adversing the island. you think when you see Sandals St.Lucia on tv its the Lucians who pay for the add and all? nope it’s the wealthy white investor who own the resort that puts his money where his mouth is. Jet airport and all that most likely donated by sponsor money as well. Which is what this government is trying fullfill. It should not only rest on the gov. We as a people should try as well so many Dominicans that are established over seas and do nothing to contribute but they flapping their gums.. why dont you round up some of you wealthy buddies as well and do something. make movements people!!

      Correction to “INVEST” Donald trump donot have any 3000 room hotel on canouan he was to partner with the developer on canouan to extend the existing gulf course and to build some gulf villas.What happened is that his name was used instead to market the extended gulf course along with 20 gulf villas.So he donot have any investment in canouan.The canauan resort which was the raffles resort has around 30 luxury villa suites,these villa suites has upword of 6 rooms which are sold as individual rooms or as a single unit,so we are talking about 175 room, plus their are various private villas.Go to this link and see for yourself.http://www.canouan.com/.The main reason why the developer came to St vincent/Canoiuan is because they were promise better air access hence the building of a jet port on canouan for their sole purpose.Harlequin on the other hand has not completed their resort as yet, its being done in phases,and if we were not building an international airport they would not have come to St vincent.So you Domnicans should appretiate what your government is doing for Dominica.A 50 room luxury hotel is not as small as some of you are thinking,With that 50 room their will be restaurants, Bars, spa,gym,boutique and swimming pool.Bear in mind that a luxury hotel is different than an ordinary hotel,their are certain ammenities that should comes with a hotel for it to be consider a luxury hotel

      While I understand your point you must also creep before you start running.

      What you should be demanding of our government is to outline an integrated strategic vision for Dominica whereby we can have a graphic representation of the road networks, the various types of buildings along these roads, the areas designated as green spaces, public bus terminals, farm lands, and all other land use activities.

      That way the government will not be overburdened whenever some enthusiastic party supporter gets some overseas investor in isolation and wants to invest only to find out where he is fixated on acquiring for his project cannot be feasible.

      This is where our planning needs to be heading and revised plans published periodically

      Ofcourse the package of incentives and other favorable policies must go hand in hand.

    I really want to know more about this project because I have an interest. Can anyone help me with these questions? Or can you tell me where to find the answers?

    Have we done any surveys to determine the number of visitors that are expected to use the hotel each year? Something like a cost benefits analysis. Something that will tell us that in year one, we expect to make X number of dollars and in year two, Y dollars and so on. That will give us a good idea whether the hotel will be profitable or not and whether it’s in our best interest. If that has in fact been done, is it public info? Where can I find that?

    Is the government planning to eventually sell this hotel to private owner(s)? Will they let us know that we can save our little pennies to buy a share or two?

    For now, who is going to run this hotel? Who is going to market it, handle the finances, maintenance etc? Will the government appoint people to do that?

    If so, will those appointments be politically motivated? Will they hire me even if I don’t support the party in power?

    Which ministry will be handling the operation of this business? Does the government own any other such business? Ministry of Tourism?

    What are we giving the Moroccan people back in return? Does anybody care to ask any questions or are we just holding our hands out again?

      Well here are a few facts to consider.

      Within a typical school year the Ross University which is located in the Portsmouth area always gets visiting lecturers and other faculty.

      Every semester there is a new intake of students and many of these students parents usually accompany their sons or daughters to settle in at University and to witness the white coat ceremony where their children from the very beginning of studying medicine gets immersed in the philosophy of upholding the principles of the noble profession of medicine.

      Just these two pointers above gives a clear example of the target market this Hotel will attract as visitors.

      For year many of the students of Ross University get out of Dominica because of the lack of attractions and good night life and travel to St. Lucia, Barbados and the US Virgin Islands to have fun. This new Hotel should likely help in retaining some of these students on the Island a few days longer.

      Ofcourse there are persons who are very much interested in doing business in Dominica and Portsmouth in particular that would take advantage of such a Hotel facility.

      In recent times we had Caribbean Cricket at Portsmouth and this Hotel will be well placed to accommodate visiting cricket teams.

      And what about the linkages that such a Hotel will be able to develop? Well let us take a look at agriculture – the participation of many vegetable farmers and fishermen and citrus farmers!

      There is MFR band that has just undergone a name change – entertainment at the Hotel anyone? I rest my case on this point.

      How many car rentals are already in Possie? No need to elaborate!!!! And there is likely to see Hertz Car rentals gracing our shores.

      The Hotel is not an asphalt plant, it is not an oil refinery, and it is not a Marriot Hotel or a Hilton Hotel with 500 Rooms. Its impact on the environment will not be any greater than the impact of Fort Young Hotel and Garraway Hotel that is located in Roseau Central and a mere 50 meters apart.

      Hotel developers always take into consideration their obligations to most if not all stake holders they impact – community, employees, the law, and the environment. Why? It is not only a right thing to do but it is just smart business.

    I would have prefered it to be closer to the airport, but its good for Portsmouth. It would be a easier drive if you wanted to go on a day trip. We always visit Portsmouth when we have visitors.

    Why all the negative comments, surely all this development is good for Dominica in general.

    What I dont approve of is the fact that we were given the impression that no positive decision as to location had been made.

    Lets hope that the staff are fully trained, and that the entire area is kept clean.

    Go Portsmouth, and put Roseau to shame.

    As a porssie loyal this is a bitter sweet moment. The political meandering ,gimmick and vacillation that is associated with this new development is an indication of a government that is lost and may very well be desperate. While I welcome any project that will potentially create opportunities and jobs I am a bit worried that a failure to plan is a plan for failure and this project maybe yet another failure.
    It is obvious that no preliminary studies, planning and evaluation was put in place for this hotel development.needless to say there was no environmental impact assesment. If this project is part of an overall development plan for the area to include a boating facility and beach development I am skeptical about the time and effort placed in coordination and community involvement.
    I would be more ethused If the government can show us how they intend to facilitate the hotel. Will there be concurrent development of the sorrounding beaches. What about the roads? Will the roadway to the cabrits be upgraded during the development of this hotel.
    I am strong supporter of the concept ” build It and they will come” however i also believe that if the means and access is not available they may not come. It is assinine to believe that we don’t need an internation standard airport. Unless we start pushing for an international airport i remain skeptical. So even if we get 5 more donated hotels hotels these hotels will not change the status quo.
    The sweet part is , the hotel is a gift and hopefully one day that gift may become useful and benificial. I will therefore congratulate the prime minister for being able to bring back this gift from Morroco.

    Hmm,these hotels seem to be a bit ahead of the game and rather confusing,is this another tou cho , tou flam?? Dominica promotes itself as an eco-tourism country, which means that the eco-tourist will be more interested in exploring the outdoors, which means that they will be camping in the out doors etc, so who is really going to be in this proposed 5-star hotel??? and since Dominica does not have a proper jet-landing facility who is going to come?? Anyway, the govt needs to proper plan out its strategy before it get stuck in some real deep political trouble, the implimentation of such infrastructure ventures as a political gimmick will have some major political repercussion.

    Remember Dcans are very twet ppl they will turn on you. Take PJ for example.

    I love my country and honestly. It is moving forward dramatically. W need to stamp down on crime and learn to keep the country clean but it is moving. Night flights, hotels, roads, meat raring factory, gas and petrol, a stadium and international cricket. it’s just a shame that when the money for the international airport was available we never seized it.     well, well, well, What Paulo Carlton , Dayton Baptiste, Margaret Rose James , Kevin Gordon and the other members of the Labor party gang in Marigot are saying about that move. We were told that the hotel was going to be built in Marigot to accomodate the coming of night landing. What brought about that change of mind. Is there no plans for night landing anymore? Or is it that the powers that be is just being spiteful. Dayton and Paulo had people cleaning the old Marigot Foundation High School compounds for persons who were coming to work. According to them thats where they would be staying. How do they feel about that move? It is really pathetic. Nothing is done in that community however, when an election time comes they expect the people to extend the courtesy of their votes to the Labor Party. Is that reasonable? Stop the injustice. The folks from that area are indeed Dominicans as well. Everyone cannot support the same party so just accept it and work to develop Dominica. Allow yourseves to be remembered for the good you do and not as an oppressor. Think hard on Eygpt. The people took it for 30 years, yet the time came when they could no longer tolerate injustice and they STOOD UP.

    Glad we got some answers, abeit it not direct froman official govt. sources. Some questions remain however:

    – are plans available to the public for inspection?
    – has planning permission been granted?
    – is this development subject to an EIA?
    -presume the developpment will be entitled to the usual concessions, such as duty excemption on materials and equipment + tax holiday. If so. In who’s name?
