UPDATE on shooting incident at DCFH

Police Chief Carbon asks for the public’s cooperation in ongoing investigation

Police Chief Daniel Carbon has condemned a shooting that occurred at the Alford Ward of the Dominica-China Friendship Hospital (DCFH) on Monday night, claiming the life of Runnel Desiree of Eggleston.

Carbon, who presented a report on Tuesday said police are conducting investigations into a shooting incident that occurred on Sunday, October 30, 2022, at about 7:20 pm at Eggleston.

 “Circumstances surrounding that shooting incident, Runnel Desiree male 25-years-old of Eggleston was driving his blue and grey Suzuki Vitara registration number HF080 along the Eggleston public road near the bus stop,” he said. “He was accompanied by his 2-year-old daughter and his brother.”

Carbon continued, “while driving, two black CRVs registration number unknown approached his vehicle from behind, passed alongside his vehicle, and one mask individual on one of the CVRs who was armed with a gun, shot at his vehicle several times.”

He said Desiree sped up in an attempt to escape, but his vehicle came to a stop in a rubbish pile that was on the side of the road.

 “The assailants on the two black CRVs fled the scene,” Carbon revealed.

According to him, Desiree sustained gunshot wounds to both thighs and legs. He was transported via ambulance to the Dominica-China Friendship Hospital where he was admitted to the Alford Ward.”

Furthermore, he stated that police responded to the report, and the crime scene unit processed the scene.

Carbon went on to state that on Monday, October 31, 2022, at about 7:30 pm while Desiree was still a patient on Alford Ward, two masked men dressed in dark clothing entered Alford Ward and proceeded to Desiree’s bed and shot him multiple times in his neck, head, and chest.

“He died as a result,” Carbon.

Carbon described the situation as a bold and brazen attack by those who he considered, “bandits.”

“These bandits, criminals have no regard for human life,” he remarked.

He pointed out that the incident which occurred at the DCFH did put the lives of medical professionals, patients, and people who are visiting the hospital at great risk.

“I condemn this crime which occurred at the hospital,” Carbon remarked. “The police cannot allow these criminals to believe that they can operate with impunity.”

He said the police are going to perform their duties in a manner that is unprecedented.

Carbon assured the public that the police will use all resources at its disposal to bring the perpetrators to justice.

“And if it means in the lawful execution of their duties justice is brought to these bandits on their doorsteps so be it,” he noted. “The police will target those criminals aggressively, stop and search vehicles, grab them off their motorcycles and scooters.”

He made it clear that police will go after these criminals in communities around the island.

Carbon advised the general public to refrain from using social media and cell phones to obstruct the police in the performance of their duties.

Finally, he called on the general public to assist the police and cooperate with the police in an effort to solve all the murders that are under investigation.

    Our biggest problem in Dominica today is, the government, rogues, known drug dealers, known criminals, most of our clergy, most church people, the police, magistrates, judges and the judiciary, China, Russia and international criminals are all friends and agree as one and do things together as one, just as the trinity agree and work together as one. The trinity is holy in their operation but the corrupt rogues and vagabonds above are very corrupt and evil. This reality is very frightening and these are the trouble I see

    In the midst of all these shootings the big questions are:
    1. Who are the Navy Seals and Snipers Melissa Skerrit, wife of PM Roosevelt Skerrit and Parlrep of Roseau told us she has?

    2. Where are they? Unless these two questions are fully answered I can’t rule out anything man

    Then when I listen to and assess the hypocritical statement of Daniel it is clear that he seems to know a lot about this shooting and his message was as if he was telling the shooter to go in hiding if not to get out of Dominica.
    How do you announce your strategy to the murderer on the run? Why did you announce that you would be stopping bikes, scooters, cars, at door steps and in the communities? Gason Dominica is in a big mess and with these corrupt politicians and corrupt police department that seems to be behaving more than security officers of the corrupt government, I don’t rule out the involvement of anyone including so called law firms

      At the current rate of 16 murders in the first ten months of this year Dominica’s Projected homicide rate for 2022 would be 27.43. St. Lucia had 25 killings for the first five months of this year.

Ask him who from the Roseau Central Constituency that is deemed a threat to Dca and were given firearms holders and users licenses within the last 5 years and you will be shocked.

    Seems to me that Daniel Carbon condemns with his lips but his heart and his lips are in a fight.

    How could you be setting traps to catch a thief and you telling the thieves where the traps are?

    He made it clear that “police will go after these criminals in communities around the island.”

    To me Mr Carbon sounded as if he knows the criminal (s) and his message to them was get out of the country as soon as possible. How do you expect to catch the criminal (s) and you are telling them you will be stopping bikes, cars and will go into communities after them?
    To me you are telling them to escape as soon as possible.
    It reminds me of the barrel of guns they said that came in a blue barrel but they were out on public media feeding those lawbreakers with info

    So were the police in the Alford ward to prevent the execution which occurred and which put the lives of hospital staff and other patients at great risk or is it that the police just don’t care about the lives of certain people. They failed to prevent the death of Kernysha’s alleged kidnapper, they failed to prevent the death by execution in a hospital bed, they are responsible for killing a young man in their custody and they spend their time and resources harassing peaceful walkers, they participated in the kidnapping of Choksi. Sounds like the wild wild west has come to Dominca. Talking tough doesn’t mean anything unless the public can see the work of the police restoring law and order and a sense of calm in Dominca. How does the current police chief keep his job with so many instances of dereliction of duty by the police force. The answer is summed up in one word “nepotism”.

    In less than 24 hours rogues,habitual criminals and murderers are out on bail.Daniel Carbon had 5 police officers jailed for more than 3 years without a proper investigation,after UWP and supporters called for their arrest.The police are afraid to act.

    Can somebody let me know why is the Dominica branch of the Black Lives Matter movement so silent? Where are the protests & uproar from the Black Lives Matter group against these malicious black-on-black crimes in Dominica, Jamaica, Trinidad, St Lucia, Chicago etc?

    Where is the public outrage of those Dominicans who like to wear Black Lives Matter shirts etc?

      You’re wrong, it’s worse than that.

      Black Lives Matter is a marxist organisation masquerading as a civil rights movement. Their own manifesto on their website exposed them to the point that they had to remove some of it. Their own founders expose themselves by claiming to be “trained marxists” and the money/minds behind the movement have ties to the Weather Underground, a US domestic terrorist communist group led mostly by jews. They were also used as a political weapon against republicans/conservatives which is why they become so active close to elections.

      The people following BLM in Dominica are mostly politically ignorant people who just follow things they see on news or social media without thinking. But some of them are COMMUNISTS and TERRORISTS themselves

The US in it’s championing of human rights only singles out certain countries to disparage but turns a blind eye to those it considers it’s allies when there are reported cases of blatant human rights abuses, because of national security interest flimsy excuse.     In any well governed country, Daniel Carbon would have been demoted or asked to resigned for gross negligence and incompetence.

    Here, a man is hospitalised suffering from gunshot wounds. The first thing to do is to provide 24/7 security for this victim while carrying out a comprehensive investigation to apprehend the culprits. This doesn’t need a neuroscientist to think this through, this is just simple common sense.

    This law enforcement body has the time and wherewithal to set up road blocks and manpower to harass the peaceful citizens exercising their democratic rights every Wednesday. However, they are unconcerned about the lives of citizens who are in dire need of protection. All the signs of a FAILED STATE.

    Carbon what i read above is disturbing and cause for concern. First of all the police do not dispense justice on doorsteps. It is done at the peoples court by a jury of the people. Secondly criminals have been allowed by the police to continue to operate with impunity in public offices, village Councils, the ports, and other high offices. These crimes all have a detrimental effect on society. What i read above is a knee jerk reaction to a festering problem directly related to the disrepute you and several others have brought the CDPF to and shows your lack of control that is needed to head any institution. Please be reminded even in war there are rules of engagement and crimes can be committed in the most intense conflicts. Let me also remind you of the extra judicial killings at possi and Roseau police stations, the damming report by commander of RSS after maria, the rumours of sexual harassment, the acting commissioners role in choksi matter.

      Let me also remind you of the puppeteering of you and others by politicians for favours of promotion even if you especially have constantly shown you lack capacity to be in position you hold. Carbon the constitution of Dominica is what defines your interaction with the public and your operations as a creature of that constitution. Not the intentions or manipulation of any group or individuals. Violation of anyone’s constitutional right to fair and just system is a violation of the oath you took as an officer. This incident is a culmination of the state you and others have brought policing in the country. As a citizen who only responsibility is to live by the rules in the constitution and our laws i recommend you corbette and others resign. You will gain my respect for doing that or else your legacy will not be a good one if that matters to you. Tough on crime and criminality should never be selective and inconsistent. You are part of the problem.

    Carbon, when are you going after those bandits in the financial centre and your own force?? Selective policing has never worked and it most certainly won’t work in DA. Either we have an impartial police force or we don’t. Unfortunately, over the years different commissioners allowed politicians to infiltrate the police force.
