Parliamentarians to undertake two-day seminar on rules and ethics

Parliamentary opening ceremony

A two-day post-election seminar for parliamentarians is underway in Dominica.

The seminar is being held at the House of Assembly from June 7-8, 2023.

Speaking at the opening ceremony on Wednesday morning, Acting Prime Minister Dr. Irving McIntyre said the session will cover a wide range of matters including media relationships, research methods and resources, equality, diversity, and the importance of public outreach and education.

“All these considerations are important if we have to make use of these interventions on behalf of Dominican people who depend on us to bring their issues to the fore,” Dr. McIntyre said.

He continued, “My hope is that we all emerge as more effective legislators.”

He explained that as parliamentarians, “the more experienced and those among us who are relatively new to the rule we accept to make useful contributions to the efficient proceedings of the house.”

“We must learn and adhere to rules and ethics and customs governing the workings of this honourable chamber,” Dr. McIntyre stated.

He added, “I am sure that all members of this house agree to give a good account of ourselves and to give effective representation to the people who elected us to serve.”

Dr. McIntyre said he looks forward to a productive two days of learning.

Meantime, Speaker of the House of Assembly Joseph Isaac said the seminar is timely and will provide members with an in-depth understanding of parliamentary procedures.

Furthermore, he said the seminar will equip the new and returning Parliamentarians with the necessary skills to scrutinize and give parliamentary oversights.

“Parliament, hope that what you have learnt will be reflected as you undertake your parliamentary duties at the community level and the house debate level,” Isaac stated

“I think Parliament is an opportunity where we can have truthful debate, honest debate, well-researched debate,” he indicated.

Isaac wishes all participants a successful parliamentary session.

Nobody want to lecture a person who cannot learn. One the majority do not,and has never supported UWP.Two,the majority of Dominicans are not interested in electoral reform. That is very simple to understand, yet you cannot understand or,you deliberately chose not to understand.UWP is dead.

The reason you are so frustrated,is because you have no respect for the constitution and the people. The people know,UWP like you is corrupt to the bone, that is why they were kicked out of office
Sec,32(1)(a) page 39 of the constitution makes provision for dual citizens.Skerrit is right no UWP or their supporters BS can prevent Skerrit from being Prime Minister. He is protected by the constitution
Sec,41 page 48 of the constitution gives parliament the right to make laws. That is why any law that has to be passed on electoral reform must go to parliament, where Skerrit has the majority.
Sec,28(1)(a) makes provision for consultation by writing. It is a deliberate lie by UWP to say consultation is face to face talking.Linton know he has support from a handful of UWP aholes, anything goes. Before Juanitass post BS read the constitution.

The 34 line comments you have posted is pure BS.One thing is for sure,UWP as it is to day will not and cannot return to parliament. Two,you are a notorious LIAR,Skerrit said for the whole world to hear,no LAW no CONSTITUTION can prevent him from being nominated to contest the election. The constitution of Dominica makes provisions for dual citizens. Just like it makes provision for consultation by writing.People like you with the level of stupidity invested in you chose to be ignorant. That is why the court made you and your party look like aholes.Your lying tongue deliberately left out nominated and election and replaced them with, keep me back.Keep me back from what? That is the reason UWP is left to rot in the gabbage pail.Lies, lies and more lies. The majority of Dominicans cannot be fooled by people like you.

    BIG JOKE!!!
The Skerrit led administration, is like the United States of America. Rules are not for us. We do what we want, where we want, how we want; but you all opposition people MUST follow our rules, and do what we say!!!.No complain.
Dominica is in trouble!! I can imagine myself in a room and Isaac and Mcintyre lecturing me about rules😄😄😄😄😄😄. To avoid trouble i would not even attend!!

“We must learn and adhere to rules and ethics and customs governing the workings of this honourable chamber,” Dr. McIntyre stated.

Sadly, the genesis of the prevailing view of double-sidedness and flaunting the rules of the House with impunity is well known. Please recall if you will Dr. McIntyre the statement to the effect: “No law or constitution can keep me back.” Do you remember who made that statement Dr. McIntrye? One learned in class a long time ago that ethics like politics is rooted in the nature of man and human conduct is a common subject of both. Ethics zeroes in on human conduct in term of its rightness and wrongness.

Significantly, the Acting PM neglected to mention the facilitator(s) of this training exercise. One is left to wonder why? Recall that when he announced his great reset of 2022, the PM also announced that some former parliamentarians would act as “tutors” to the incoming “green” parliamentarians. Now, if these grossly immoral and unethical misfits are now tasked with teaching rules and ethics in the Honourable House, then one can already hazard this training to be an exercise in futility. Just imagine the fox writing the rulebook and ethical manual for the Hen House!

People should scoff at this bogus attempt to grab positive headlines for an administration that has handcuffed itself to corrupt dealings, of every second, for the last twenty three (23) years.

Changing Roosevelt and his recalcitrant to follow rule and be ethical is trying to change Satan from his sinful ways. Not going to ever happen. The cabal has to bribe the people, corrupt every organ and system of government to retain political power.

They know that if they were to lose power all, without exception, will be behind iron bars.

Rules and Ethics and the Roosevelt led administration is like mixing oil and water. Roosevelt is hopelessly corrupt and pollutes everything he comes in contact with. This man is the epitome of pollution, bribery, malfeasance, shadiness, immorality, misrule, lawlessness, irregularity, etc.

To use rules and ethics in the same sentence when referring to Roosevelt and his scandalous disciples should be considered sacrilegious.

Roosevelt has sacrificed rules and ethics to gain absolute power. To think that Roosevelt can be ethical, is to think that someone can be a honest thief.
