President Savarin’s second term to end in October

President of Dominica, His Excellency Charles Savarin has announced that his second five-year term as president will come to an end on October 1, this year.

He made the announcement during the opening of parliament today.

“My second five-year term comes to an end on October the 1, of this year. Until then I will continue to discharge the functions of president,” he said. “I commit to my successor that the office and the official residence of the president will make the necessary arrangements to ensure the smoothest possible transition.”

According to Savarin, as the eighth president he is truly proud of what has been accomplished.

He also expressed gratitude to the Honourable Prime Minister and members of the House of Assembly for conferring the dignity of allowing him to serve the Office of the President for two consecutive five-year terms.

“It has been the honour of my life to serve the people of Dominica as president,” he stated.” Sixty years of public service, as an assistant master at the Dominica Grammar School, a trade unionist, senator, minister of government, ambassador, manager of the National Development Cooperation, elected member of the Roseau Central Constituency, minister of government once again and as president.”

Meanwhile, he offered a few words of advice to the new members of this honourable House, that is all six members of the opposition and nine first-time members on the government’s side.

“Parliament is the supreme legislative body where matters affecting governance and affairs of state are deliberated upon and voted into law,” he said. “Freedom of speech without threat of legal action for slander is one of the most important privileges enjoyed by members of parliament.”

President Savarin noted, however, the right to speak is governed by the standing orders of the House.

“The standing order provides guidance as to what you can say, how you can say it, when you can say it, and for how long you can speak on each matter,” he indicated.

He continued, “The Speaker of the House presides over the proceedings of the House and is charged with the responsibility of maintaining order in the chamber by ensuring that the rules of the house and established practices are followed and respected.”

Savarin added, “Additionally the Speaker has the duty to interpret the rules and give guidance as to the practices of the House to ensure that the debate is focused.”

He went on to state that while the Speaker of the House is charged with maintaining the dignity of the House, each member must take responsibility for their behaviour, “and to make your contributions in an appropriate manner.”

The President, therefore, made a special appeal to the members to have due regard to the rulings of the Speaker and to familiarize themselves with the standing orders of the House.

He encouraged elected members and appointed senators to aim to become effective members of parliament.

“This would require you to seek advice to always prepare for the debate by reading and conducting research to always have a firm grasp of the issues at hand and develop good research techniques and organizational skills,” he encouraged.

    You know everyone do have the right to their opinions; but I believe sometimes what I write or anyone else writes should make a little bit of sense!

    I don’t know of any place on the planet in any system of government where the president, King, or even dictators had absolutely no political connection prior to becoming president or prime minister!
    And mind you to become leader of a Chruch more than half the time politics is involved.

    I no longer want to to refere to Mr Francisco Etienne-Dodds Telemacque as the DOG.As we can see when it comes to the president he has hit the bull’s- eye.You Mr Telemacque should advise your uneducated UWP supporters to get a copy of the constitution,as you have done.Before they go on DNO posting BS comments.

    Your constitution is violated for example in the case of the police chief.This UWP person is really a JAH KA.S.The constitution of Dominica say’s there can be consultation by writing.The Prime Minister does not have to speak to the opposition for there to be consultation.I agree with Mr.Putin UWP supporters need to get a copy of all 111 pages of the constitution before coming on DNO,and lying about the constitution.That is why UWP will never win an election,they lie too much.

      I am not a supporter of the UWP, mind me. Here is the verbatim text from section 92(1) of the Constitution, and taken from the 2017 Laws of Dominica.

      The power to appoint a person to hold or act in the office of Chief of Police or Deputy Chief of Police and, subject to the provisions of section 93 of this Constitution, the power to remove the Chief of Police or Deputy Chief of Police from office shall vest in the President, acting in accordance with the advice of the Prime Minister, given after consultation with the Leader of the Opposition and the Police Service Commission.

      Now show me where the Constitution says the consultation can be in writing.

    Nothing political or personal, nothing to do with the President or the PM themselves, but seriously, the fact that the President is grateful and thankful to the PM for allowing him to serve as President, should tell us that we do not need this useless, costly, office of the President! It has no functional purpose in our governance!
    And the President is right to be thankful and grateful, don’t get me wrong. It is the PM who allows the President to exist!
    However, the President cannot then turn around and hold the PM and the Executive to account when they do wrong! So what is the value added to our governance by this office? It cannot be simply to cut ribbons and give nice speeches? Either we consolidate this office with the office of the PM or get rid of it!

      Certainly not, it is all due to our nation constitution; both opposition and the ruling government must agree on selecting a president!
      Dominica is a republic, and though not the same as the United States, in the constitution a president is required rather than a governor general. If ours was simply an independent country recognizing Charles or any other British monarch as head of state; then a governor general would be appointed head of State, hence that governor would have the power to sign into law a tabled law, on behalf of the foreign power.

      Now Charles Savarin position is nothing more than ceremonial, he signs what he is told to sign, nothing more. Be informed also he will not be going to jail for thievery, because his hands are clean, as his earing’s are honest, he’s paid a salary, though too bloody high!

      As a ceremonious president, he cannot thief one dime!

    It’s time that we as a country started voting on our presidents, too many of our heads of state, prime ministers, mayors, and chiefs of police are all elected the same way it was when we were under colonial rule, let’s be honest, these people get elected based on who know them and how many people they can get to side with them and not by the people of Dominica. We need change, we need the power of who rules our country to be in the hands of the general population not instead as it is in the hand of a few elected officials.

      To add insult to injury, our costitution is being violated as well, because in the case of the police chief for example, consultation with the leader of the opposition is required, but Skerrit totally ignores that.

    Charlo is the biggest Free-loader in Caribbean history. But, all freeloading must come to an end and so he MUST vacate and make way for his leach holder who’s pant is on fire. You see, Chichi Bangbang will be stepping into the whitehouse and the Balawoo from Senjo who has found it fit to rest his troubles on Gwabay is eying the PM-Ship.

    Not sure if Molly De Boowick will let that happen because she can activate he snipers and seals to handicap the said Balawoo. Sadly, Whiteless is now a senator so he cant be PM. Even he did not see all that manauvering by Chichi Bangbang. Poor boy actually thought Dr. Markinliar was going to be PM if that happens and he would be Police Commissioner but that too in danger because he almost fight Chichi when informed that the Skirt wearing Senator at the time was replacing him in his constituency. But the maylay has just begun.

    So Charles, I take it as if you are bidding good buy: Has Roosevelt Chi-Chi Bang Bang Royer Roosevelt Skerrit issued you your pink slip so you are informing the nation that you shall no longer a puppet to be told when and what you should signed into law by the most corrupted crook to fleece Dominica since independence?

    Charles boy, every good thing must come to an end, even the reign of that crooked crook Roosevelt, and even if they may have made you signed into law a crooked legislation protecting them from all the thievery they committed while in office, I need to inform the thief that crooked laws can be repealed and will be repealed!
    Even in a hundred years the thief will be healed accountable for the billions of dollars missing from the treasury of Dominica.

    No politician present or former should be placed in the position of President. This should not be a position held by any person with partisan political baggage.

    Democracy in Dominica has declined significantly under Charles Savarin as President. Fraudulent elections, bogus arrests, tear-gassing of a sleeping community, state attacks on peaceful protesters (bus drivers) are only a few examples of the vicious and persistent under his presidency.

    I strongly believe that Roosevelt will install himself as the new president. This means complete erosion of the rule of law. Getting rid of these two from the political landscape of Dominica will be a great ray of how for the country.

      I strongly suggest that you name in advance one squeaky clean, neither blue,red, nor yellow, immaculate, educated, upstanding, principled individual in the Dominican society for President and another of similar character and impartiality for Speaker. That would assist immensely.

      While you are at it also suggest to the voters for the new elections being called for, a HARD WORKING; educated, energetic, selfless, visionary, people-oriented, quick-thinking, flawlessly honest Dominican who can lead contesting parties into the new elections. That would also be immensely helpful and take away the dilemma which Dominicans face presently in terms of suitable options.

      We have to begin to be part of the solution if we want to be always seeing the problem.

        I would have to decline to avoid taking commands from a thief, a scoundrel less scholastically educated than the average Dominican.

            Well, I read this nevertheless, you were not specific with the name of anyone you would recommend!

            It appears to me they always appoint an aged person; but I would suggest a young woman or man in their early 40’s along with that there should be some change to the protocol in the constitution, allowing the president to be elected by the ballot; rather by appointment, with power to remove a corrupt prime minister.

            I think the constitution should allow for term limits as government should be an estate to anyone!

    He (Savarin), must be the worst president Dominica and the Caribbean has ever had. He came straight from being an active politician today, to being a president tomorrow. So he served Skerrit, and not the people. In other words, he was purely a DLP president, and not a Dominica president.
