Three arrested for rape of French teenager

The police have arrested three men for the rape of a French teenager at Batibou Beach.

The three appeared in court on Thursday and are presently on remand at the Dominica State Prison.

The police have not released the name of the men.

The incident occurred on on Valentine’s Day when three masked dressed in camouflage outfits attacked the French family, tied them up and sexually assaulted the young lady.

The family was reportedly released hours later.

Money and a camera were also reportedly stolen during the incident.

What kind of law is this. Names not being published, well I hope once convicted their names are published to protect others. Once a rapist always a rapist. They should be tattoed I AM A RAPIST right in the middle of their foreheads for the whole world to see. This incident was so appalling and disturbing to me. I was disgusted and will think twice about recommending Dca as a place for my friends to visit unless something serious is done about these horrible crimes.

    I repeat what I told earlier :
must be no one place in Dominica where citizen are more friten by criminals than by Police.
No Black, No Wite or red or yellow or any colour of the rainbow ….. Crime is crime ! The effort of Police and the rule given by the Court have to be the same . In regard of crime against Tourists we can see, since few years, they are increasing but remind less numerous than in a lot of others Caribean Islands, included Martinique and Guadeloupe. What I am surprised is that rubbery is accompanied with rape :Almost 4 or 5 times during the two last years. It was also the circumstance of A rubbery plus rape in Escalier tête chien las year against an other French couple. . That kind of offenders is not common. Generalely thiefts take what they can and disapear with goods and monies. The behaviour that push those ones to continue their act by raping is showing a very special attitude commonly given by use of crack or hard drugs. Everybody, any citisen, in any village in Dominica is able to know who is involved in that traffic. Escalier Tete Chien is worldwile known to have a “krack house” not far from the trail… In any village there is a Police officier which was born there, have parents, relatives, cousins, schoolmates, girls or boy friend, whom he could have clue about those crimes and criminals. This is a common responsability to help Police to do the job and eliminate those bestial, inhuman criminals. Everybody could be able to talk, if it is necessary “off record”, to avoid vengeance..Everybody have to be involve to clean the island, as well as in the National Day of Service !

Not only in he Caribbean. There seems to be a certain progression that is being seen in drug related crimes of violence in the western hemisphere. Robbery accompanied by rape is the latest.

Bousselaire, you have done well to isolate crack as a problem. This has been my own observation. We did not see this with other drugs. Crack cocaine does something to the brain whether the medical profession recognizes it yet or not that produces a rapid destruction of the personality. It escalates violent criminal behavior, sometimes resulting in murder. Hopefully our educators will contribute in this area. Law enforcement should focus on the need to attack the production, sale, and use of this drug on a larger scale because it is a major cause of very violent crime.

Laws need to be tightened around the use of marijuana and the enforcement improved. Marijuana is a gateway drug. Most people who use the so called hard dugs today began by using marijuana. It is especially harmful to young people in high school, college, or university. University based studies have shown it damages and impairs the parts of the brain responsible for the learning processes of comprehension and memory. It contributes to early memory loss. There are more university dropouts among regular marijuana users.

Sincerely, Rev. Donald Hill. International Evangelist (Pastoral Counselor Certificate)

Section 31 of the Sexual Offences Act 1/1998 makes it an offence to publish/broadcast the names of the accused and victim. The case can go down the drain if names are publicized.

I was raised in Dominica from baby to an adult. It will always be home to me; and yes, I am white. No matter how much I love Dominica and my friends and family who remain, right now I have ever zero intention of visiting Dominica any time soon. It’s just too dangerous!!! I’m not bringing my daughter for paros to rape. For the population numbers of Dominica to give rise to so many appalling acts against tourists and white residents its shocking. Crime happens all over the world but the percentage of crime in DA means the density of crime is ridiculous. As someone raised in Dominica,if these attacks are turning me off, imagine what it’s doing to the rest of the world???

What a sick and insensitive comment. The fact that you had to mention that you are white tells it all. I assume it is suppose to make you special?

Yes – I think it is best that you stay away. We do not need people with your frame of mind in Dominica. Thanks God for independence!!!

    • Stop American TV

What a sick and insensitive comment. Does the fact that you are white make you special? Do non-whites and non-tourists deserve the violence? We are also being attacked.. or are those news snippets not worth reading?

Ja….maybe it is best that you never come back. People with your frame of mind are not needed in Dominica reason why we fought so hard for independence.

BTW – Being that I also live abroad, I think your child’s chances of getting rapped/molested where ever you live is much greater than in Dominica.

      Message to my Beloved Dominicans!!!!

The root cause of the increase of drug use and crime in Dominica can be directly connected to the introduction of uncensored American television into our society. If we want to go back to safe and crime free society, we need to stop pumping American filth into our beautiful country.

We did not have those problems when our children listened to Calypso and Bob Marley. Why don’t we introduce them back to playing cricket and rounders. BET, One Life to Live and Gangsta Rap has no place in a Creole country

There is a Dominican woman who strongly believes that every horrible act committed by a Black person, is caused by the influence of Demonic White People. If this is “Truth”, then go find yourself a White person to castrate for this dispicable act. These guys are innocent and not responsible for their actions, according to one of your own. I know that someone from the police department will read this. I happen to know and understand that to further protect rape victims you should not release their names or pics to the public..but why should these criminals be hidden from the public? Their names should be a matter of public interest. DNO you told one of your bloggers that they should go to the police to see how far they will get so to me the problem is with the cops. So maybe the residents of DA should petition the powers that be to place Laws in place so when these things happen the police will not have a choice. In so doing visitors will be very pleased because crimes are every where but what pleases people the most is what happens when criminals are caught. In closing I wonder if the police and the powers that be know that these sexual predators must register after they are freed from prison or if they move from one area to another.

They may be minors. If so, the Law is, their names cannot be published. No exception in other countries as Canada. I do not approve of such a Law nor do other members of society. In fact no one worldwide approves of it but this is the Law. If they are not minors why would their names and pictures withheld? At least, nationals should be told if they are minors. If they are minors they should have been in school unless they are drop outs.
If they could commit such atrocious crimes, then, their names should be released. It is not DNO’s fault but the Police.

If the police cant give the names and we are assuming that they are juveniles, why cant it be said DNO straight off the bat that the names cannot be published because the alleged offenders are juveniles. Dominica needs to go back to public hanging like they did in Roseau in the 1950’s and early 1960’s I remember when a child molester who molested a little boy back in the 1960’s had a whale harpoon stuck in his arze when the police showed up no one said they saw a thing. They could hear him screaming from miles around.

Firstly, a huge well done to the Police for their success in catching these criminals. I had been thinking that the biggest problem facing Dominica with regards to the escalating crime, was not the crime itself – crime happens everywhere – but the police attitudes and whether anyone is actually brought to trial for their offences.

Recently, the gang who raped and robbed the American woman were caught, and now these too will be behind bars.

Any police involved who worked hard on these matters should be commended for their work – perhaps publicly? Why not an announcement from the PM?…

My sympathies to all of those who have been victims of the recent crimewave in Dominica – I sincerely hope that you all recover well, and don’t think too badly of this beautiful island, which is being spoilt by a few very rotten apples.

I also hope that Dominica can learn from this and not only permanently address the crimes against tourists, but also against so many of her own people.

      May 11, 2012

      @ sandw

I have read a lot of Police bashing on this Website. They are not always to be blamed. I suppose due to this the Police have escalated their investigations to catch those perpetrators. Let it be known that the same thing occurs overseas. The Police in those countries get their fair share of bashing from the public and victims. This, in itself is good to make them brace themselves up to try and catch criminals. Know that they are working behind the scenes that we are not aware of. Consideration and patience is required.

      May 11, 2012

      @ Calibishie

I can understand how you feel that those criminals give Calibishie a bad name. When I resided in DA all those villages were such beautiful and safe places to visit. Criminals have done great harm to their villages and the villagers. They have tarnished the names of those villages and Dominica in general. Everyone of you have a right to be angry with them. We, other Dominicans are not happy to read of what is occurring in our beautiful island.
There is an understanding, a code among prisoners in Canada of all, any prisoner or anyone who is arrested for raping and also murdering children, will eventually be murdered. Those men must be held in isolation for their protection. I am no endorsing that this should occur in DA. I wish that they would be incarcerated for life. Due to their evil behaviour, they have also put Dominica and its nationals to shame.

How can they appear in court but DNO still sealing its lips about names? It doesn’t matter if the police aren’t releasing their names. They’re in court documents now. If they appeared publicly in court shouldn’t DNO (as a supposed journalistic institution) have been present to get the names and photos. So many times I’ve seen DNO take pictures of people coming in and out of court and naming names on lesser matters. Why not here?

What that is so difficult to understand is that the hoodlums who allegedly committing these crimes are always being caught and locked up, yet shortly after some other gang of armed, camouflaged misfits turn up to perform a similar atrocity. NAME THEM and PUBLISH THEIR PICTURES!! dirty dogs. Lock them up and throw away the key, Dominican society have no place for uncivilised, ruthless animals. I can’t even begin to imagine the trauma and torture she will continue to live with.

  43. May 11, 2012

HONESTLY SOMETIMES I CAN DISCUSS ON A TOPIC BUT THIS TIME I CANNOT FIND THE WORDS TONIGHT ….QUITE DIFFICULT FOR ME ….THERE IS NO EXCUSE FOR THESE FILTHY WASTE OF SPACE …WHETHER THEY EXPERIENCE RAPE, WHETHER THEY HAVE SEEN THEIR FAMILY BEING RAPED ,WHETHER THEY HAVE SEEN RAPE SCENE WHERE EVER IT MAY BE THEY HAVE NO EXCUSE ….THEY TIED THE PARENTS TO RAPE THIS LITTLE GIRL SO THAT NO ONE COULD COME TO DEFEND HER ;THEY HAD THEIR ACTIONS WELL PLANNED ….THEIR FACES WERE HIDDEN THEY ARE ORGANIZED CRIMINALS .ANY RAPIST WHO IS NOT IN HIS RIGHT MIND WOULD NOT TAKE THESE PRECAUTIONS IN ORDER TO TRY TO GET AWAY …
THEIR IS NO EXCUSE….THIS CHILD’S LIFE IS SPOILT FOR LIFE…IF THEIR IS NO DEATH PENALTY GIVE THEM LIFE WITH HARD LABOUR …NO EXCUSE FOR THEM …END OF STORY.

  44. May 11, 2012

Put them in a JAIL CELL for LIFE, no need for a lock, just weld the door shut permanently! Make an EXAMPLE of these dirtbags, that is if you honestly want Violent Crime to STOP, time to make an EXAMPLE!! STRONG Sentencing will scare the living hell out of the rest of the violent criminals, think about it. My heart goes out to the innocent French family that will never be the same after experiencing a tragedy like this.

If found guilty, this is one time I would not hesitate to advocate castration. Jail time alone would not be enough for the nature of the crime committed. The same way that the young lady is left with a permanent scar, visible or invisible because of their barbarous act, those guys should be given a permanent scar to remind them and have them reflect daily on what they did. We can only imagine but none of us knows and feels the torture, pain and suffering the family had to endure physically and are still going through emotionally. The courts must send very clear and unambiguous messages to those guys and anyone contemplating rape that it will not tolerate that kind of behaviour.

    • May 12, 2012

Agree with you, also i do hope that they test them guys for AIDS and other sex transmitted diseases and if proven that they are infected or have any of these diseases they need to charges them for aggravated assault,i do hope that justice will be serve

They law system in DA need to do the same as they do in USA, Canada and UK, label them as sex offenders

Crime and punishment to cleanup society:
Punishment for Rape is castration, punishment for xtra marital affairs; men 30 days jail with female prisoners, women 10 days jail with male prisoners. Punishment for breaking and entering or armed Robbery jailtime with a Tattoo of a big V (voleur) on your forehead. If you steal bread because you hungry then you can do hard labor for the community while being fed. Punishment for murder is hanging.

    May 11, 2012

We are facing a real troubling situation in Dominica that has to be resolved. Why are young men attacking and raping tourist? Why are they attacking and raping anyone for that matter? Are we consulting the experts to determine the root cause of this? Sending them to jail is obviously no helping because the incidents are becoming more frequent. Are they themselves victims? Are they witnesses to such crimes upon their relatives? Are they trapped in an unreal world? Do they need help? Someone has to get to the bottom of this because we are definitely sending the wrong message to the rest of the world.

Why? Because rape is not about sex. It’s usually about power and hate.

They should be severely punished! Oh, by the way, we DON’T have a “tourist industry” we have an agriculture industry and that is the most important of any industry one can imaging. ALL the so called 1st world nations have failed miserably in tourism, service and manufacture, just to mention a few. Please do some research on the internet instead of coming here and bashing each other. Maybe we could learn some things.

Anonymous!!! Go educate yourself and instead of your negative comments do something to boost tourism in your country. It starts with you. As a man thinketh so is he. Think before you write. If you going to critize then you should have a better idea and you should make recommendations as to how we can address this problem.

  60. HMMM.....

@ ADMIN, why are names not released in sexual offense cases?

  61. Disgusted
    May 11, 2012

I say use the death penalty on those men! They are so disgusting. How can a teenage girl defend herself against three men? I really think they should start enforcing capital punishment on guys like them because that would serve as a deterrent for all those who may be contemplating of doing such gruesome acts in the future.

    • Igloo
      May 14, 2012

We don’t have death sentences as punishment for rape on our law books. Just take a moment and read up on our laws. :-D

  62. Trouble Intended
    May 11, 2012

This is so troubling. I wish we could get to the root of this problem and resolve it. Agriculture is dead in DA and if we continue down this path, we will kill tourism. What does that leave us?
