Gregor Nassief writes open letter to Lennox Linton following CBS 60 Minutes interview

EDITOR’S NOTE: Prominent hotelier, Gregor Nassief, has written to Opposition Leader, Lennox Linton, following his appearance on the much talked about CBS 60 Minutes television program. Below is the full letter.

Dear Lennox,

How could you go on a news program watched by over 12+ million American viewers and portray your island – our island – as a rogue nation selling passports “mail order” (suggesting you can buy a passport like you buy a pair of shoes on Amazon.com), and worst, suggesting that we are selling them to criminals?

How could you do this Lennox, to a country that depends on tourism as a major pillar of economic development, to a country that desperately needs investment in new projects to create jobs, to a country that was left so fragile after Tropical Storm Erika?

Whatever concerns you have about the Citizenship Program or the issuing of diplomatic passports, or any Government related practices or issues, why on earth would you fight that battle at the expense of your country’s reputation on the most successful television broadcast in history to millions and millions and millions of viewers, most of whom would never have heard of Dominica, all of whom now believe we are Criminal Enterprise. Does it make you proud? Accomplished? Man-on-the-moon kind of satisfaction?

As you are aware, the Citizenship By Investment program was started by Eugenia Charles in 1993 through an act of parliament and, to the best of my knowledge, has continued under every administration since then. There are over 100 such programs worldwide offered by 80 countries.

Are you suggesting that the program be shut down? Are you wanting to change the rules of the game? Are you asking for more information to be shared? Whatever it is you are fighting for, convince our people, convince the Government. I ask again, why oh why would you deliberately go outside of a Dominica context and beyond a Dominica platform knowing full well that you would so tarnish our image to potential visitors and investors and the world at large? Are the people of Dominica not wise enough, not educated enough, to make a decision for themselves on these matters? Why do you need to involve 12+ million American and international viewers in the discussion?

I have fought and continue to fight battles as well – for increased competitiveness of our investment framework, for improved operating parameters for the tourism sector, for a comprehensive response to vagrancy, for a more robust approach to tackling crime, for firmer enforcement of laws against litter, noise pollution and poor environmental practices, for a more open and tolerant society, and the list goes on. We as a country need to do better on all of these matters, but no matter what concerns I have about my country’s progress, I would never attempt to advance my own agenda at the expense of the country and I would never deliberately go onto a world stage and air what I consider to be my perception of our nation’s dirty laundry.

Why would you do this to Dominica?

I hope our CBI program, after being in existence for 23 years, survives this. Now, more than ever, our country needs it.

I hope Dominica recovers.

I fear you may not.

    Dominicans always seize to amaze me..I have never heard any LEADER OF A COUNTRY go on International TV and basically trash a country they want to rule. Tht is the reason I CAN THAT PARTY CAN NEVER GET MY VOTE..i not even voting. BUT If is that we have after Skeritt best he stay there.

    EVERY other minister was defending their country reputation and the reputation of the program. LENNOX was the only person trashing his country and making it look like we are just hungry thieves that knowningly sell passport for terrorist. Why would you imply that to a country DONALD Trump is ruling..especially when y ou have no FACTS of money laundering..you have no paper trail to prove your treason comments.

    Mr. Nassief is correct 100%, Mr.Linton if you need the PM’s seat you need to do sensible campaigning . Ministers from both sides portraying a lot of childish , petty attitude and that not doing any good for your country. Mr Linton you did go too far with this one but I guess to get the taste of power you will do anything it takes. The millions that listened to you can not vote in your elections those who can vote your speech might cause a set back in their lives.

      Linton may not get Skerrits seat as long as the election process can be manipulated in his favor. Suffice it to say that’s the first leader in the free world who is afraid of debating his opponent. Isn’t that something else. You guys refer to Linton as a novice, a high school drop out, a guy without a degree and a nobody. Skerrit made it clear he hates Linton with a passion and now they trying to divide the opposition and make them chose a leader that is more malleable.     Mr Nassief you have to write that because right now is passport money that buying DCP.. in the press conference the pm could name the name off the local man the passports money is helping buy it.. but it was shocking to learn that it was not really an outside investor but it was passport money and u know the person to buy back DCP.. Dominica right has NO export industry.. no other way off make money but to sale passport.. the children has no future to look forward to

    Mr Nassief, what is the meaning of the last sentence in your letter to Mr Linton mean? You are saying that you hope that Dominica recovers, but you fear that he Linton may not recover, is it due to the fact he exposed the wrongs of the Government?
    This is not a passport issue only but of all those cohorts who are sucking the blood of the people you know. Here are your words.
    “I hope Dominica recovers.
    I fear you may not”.
    What does that mean that after you guys are done with him for his information to the world, he will be finished? Tell us what you Fear for him.

    Only if we as a society were engaging ourselves in public forums , public discussions and public debates we would be better educated and informed. But when an arrogant leadership beats its chest to say it will not debate because they think they are more educated and of a higher being than what they consider a novice and nobody. When they ignore a peoples right to information, for accountability and good governance and transparency it is not surprising that at one point something’s will give way. The same novice and no body has now rocked their very foundation. It is shameful that we will not debate our own on our own turf with our own rules instead we refer to the opposing force as a nobody, a novice , a high school drop out only now to realise that he has the credibility and respect to debate on the world stage. Hope we learn our lesson. It high time we respect each others opinion no matter how much it hurts. More importantly we need to accept facts.

    Gregor, on 13 Sept. 2013 your wrote a letter to the management of LIAT in Antigua, with copies to the heads of all shareholder governments, incl. Roosevelt Skerrit, reiterating calls for transparency and accountability that remained unanswered and I quote:
    “you can follow the path of LIAT’s leadership and ignore the calls for transparency and accountability or you can take ownership and act in the interest of your citizens, your visitors and your economies”.
    This letter too was published by DNO. What is so different about this and the calls for transparency and accountability of our own CBI programme? Mr. Linton’s calls for transparency and accountability are no different, and I would say even more pertinent, but were not welcome and ignored also. Your cited comments apply equally in this case.

    Linton traveled to the CBS interview on a Dominica passport. And yet still he tells the CBS man and the CIA guy there that Dominican passports are dodgy and are given freely to a bunch of crooks.

    Is Linton a sane man? Does he realize the damage he has done to all of us who have Dominica passports and use them to travel? The last thing I want when I travel to the US is to be singled out for a gloved internal examination because of my Dominican passport. However, thanks to Linton, this is a very real possibility.

    Mr. Skerrit, if you are reading this, please declare Linton persona non grata, take his passport away and kick him off our island. He does not deserve to be a Dominican.

    By the way, keep CBI going and don’t let these idiots stop you in you good work for Dominica.

        The EU has been in existence for 19 years and has NEVER produced audited accounts. This means that EU member states have NO idea where their multi-billions in contributions are being spent.

        Now if this works for a large grouping of countries like the EU, why do you want Dr. Skerrit to produce accounts for our passport sales? By the way, we do take grants from this ‘on-accountable’ organisation, so why are you not objecting to that too?

        Like the EU, governments these days do not have to pander to the whims of populists. People need to trust their governments and I am sure that the $20 million a month from passport sales that Dr. Skerrit generates via the hard work of himself and his team, is very well spent on our behalf.

    Is Skerrit running that country, or is it the elite of Dominica with all the assets? Or is it Linton? China? For such a small island, there seems to be many chefs cooking the jot, but none can determine which ingredient is needed. Dominica lacks solid leadership. Skerrit seems nonchalant about the issues and Linton has his eyes on Skerrit’s job so much that he has yet to produce alternatives for a better Dominica, and the few families with the money are only interested in maintaining their wealth and status.

    There is nothing on the table to help Dominica’s population! The situation in Dominica is almost theatrical, but I choose not to laugh because I know the majority struggles to survive. The farmer is weary, the fishermen brave the rough ocean for daily bread while the ladies seek pitch in to help the family. I pray one day that the dialogues will be about their plights, but not grown men bickering back-and- forth like teenagers.

Corruption anywhere should be addressed regardless of what others may think. Basically you are suggesting that we should keep these illegal acts under the rug to protect the tourism industry. Did any of you care to question the ethics of the leaders at that time?     The point is, we don’t all want the money personally, however, the money should be doing something that we can all SEE. The “city” is a mess!!!! Feces of all kinds can be seen in uncovered and very unsightly disgusting drains. The homeless are still roaming the streets, the stray animals…..come on!!! Roads leading to villages are a mess. We need safer roads. We need the money to do other things too, rather than building high end villas for people who were born with golden spoons!!! We need to see improvement throughout the island.
    And by the way, all what CBI is paying for now, was supposed to be paid for by our friends with benefits.
    This is not what we expect in a progressive country. Add insult to injury you all are still acting as if you all put yourselves in position.
    At some point, the masses will awaken. People can’t remain asleep forever!!!
    I employ those professionals in the cabinet, and parliament to do what is right for the country!! It belongs to all of us!

    If Mr. Nassief sees no fault in our ‘DIPLOMATIC’ passports being sold to nefarious characters globally then he needs to examine his conscience. Who does this CBI Program really benefit? Does it benefit the ordinary Dominican or just a selected few members and supporters of the DLP? Does the ordinary Dominican know off-hand how many passports were sold and how much money was collected from those sales? If Lennox now at the behest of CBS shines some light on how opaque Dominica’s business dealings are with regards to the sale of our passports then I say hooray for him. Surely Mr. Nassief you cannot say that Mr. Linton is spreading untruths when there is irrefutable evidence that on at least 2 occasions our passports ended up in the hands of persons on some wanted list. In as much as it is your right to pen this letter to Lennox, I also think that you should consider exercising this very right and pen a letter to the DLP and Mr. Skerrit about the issues raised on the 60 Minutes…

    It is proposed that Dr. Skerrit pass laws immediately to ensure that all Dominicans share in the wealth of the CBI program as follows:-

    1) all CBI government-appointed agencies are disbanded immediately;
    2) the only way to a CBI passport is via a Dominican resident passport holder;
    3) all passport-holding Dominicans are given special licence by law to sell passports to foreigners
    4) The procedure for selling the passport is:-

    a) the passport-holder sponsors the applicant to the responsible government department
    b) the government department conducts its usual due diligence, approves the application and informs the applicant via the Dominican passport holder of the cost;
    c) applicant pays over the passport costs to the lawyer of the Dominican passport holder who deducts 50% and pays the balance to the government;
    d) the government department then issues the passport to the applicant.

    Excellent way for all Dominicans to profit from this goldmine!

In regards to Dominica ,the narrative was not cantered on ,”citizenship to invest”, but rather the unaccountability of sales of diplomatic passports.     Friends, whether you like Skerrit & hate Linton, or vice versa, is besides the point. The majority of us DO NOT know what is going on in the CBI program. Being an innovative and non-traditional initiative, and hearing so much “blah blah” from the State about the wisdom in shaping the program, and the inflows of foreign monies into Dominica, we are none wiser whether the country is being sold or whether we are being mortgaged.     Our CBI program is being managed impeccably by our government.

    Selling CBI is a very, very hard job and in our country it amounts to over 90% of our national income. Each month, the CBI program brings in around $20 million dollars into our cash-starved economy and our government is doing its best to disburse the funds wisely.

    Do understand that the money has to pay for: roads, healthcare, hospital, civil servant salaries and our national debts and there is NO OTHER money coming in to pay for this as the tax we get from local businesses and citizens is practically zero in comparison.

    In the circumstances, if Dr. Skerrit and his team take a little bit of that money for themselves to enable them to buy a few trinkets in compensation for their hard work, what is the problem?

    Dr. Skerrit is a fair man and is taking only what is due to him and his team. Live and let live.

        If you buy bread from a baker and some of the crumbs stay in the baking tray, will you begrudge the baker the crumbs?

        From the $20 million a month, it seems that Dr. Skerrit and his people may be willing to take only around $2M to $3M for themselves for their hard work. What’s wrong with that? That’s not theft, that’s a fair wage for a task well done. After all, Dominica is getting the lion’s share of the passport revenue.

      Solve the problem by disbanding CBI agencies and giving all Dominica passport holders who are residents, the right to sell passports via a licence created by law. They get a 50% cut of the action.

      This means that the 50K, or so Dominica passport holding residents can themselves earn in excess of $1 million per year by selling passports. This would transform the lives of Dominicans and create a very vibrant economy.

      Remember, $20 million a month is not a lot of money when you consider that our government has 70,000 people to support on the island. I repeat, I am sure that Dr. Skerrit takes only a very small amount of the money for himself and the hard workers behind the CBI program. I think $5 million a month is fair and we should not begrudge these hard-working people that money.

    During Freedom Party reign, as a child growing up in DA, foreigners were given citizenship & passports after 6 months stay in DA. At the same $25 cost to Dominican citizens. There was no program associated with these passports or citizenship for the bearers, there were no publicized investment programs.

    The Labour Party stopped that foolishness and enhanced the program. The Leader of the UWP who has never held any political office prior to his election as UWP leader does not have the political nor business acumen to fully understand the impact of his actions in that he still thinks he is campaigning for office agains the elected prime minister. his actions are shortsighted and do not take into consideration the overall plight of his own country.

    Gregor, how could you write this letter to mr. Linton? He is not opposed to, the CBI programme but the way in which it is run. I am not a supporter of his political party but I agree with him that it is not transparent and that the money received is not properly accounted for. Yes, the image of Dominica has been damaged and that hurts me like every other Dominica, who loves this country. However, it is our government that stands accused, not mr. Linton, by an outside, highly respected source.
    That exposure would have been aired with or without mr. Linton and our P.M. had ample opportunity to mitigate any damage. He did not do so. Sorry if your business is negatively impacted by this negative expose but the blame should be laid where it properly belongs, at mr. Skerrit’s door.

    I am in the UK and so many times I have tried to tell my fellow Dominicans that this practice (CBI) is worldwide, the UK, the US they all do it. They may have different names and different purposes but it’s all the same. But we Dominicans are hard to listen, slow to change and quick to critique. There are hardly anyone in Dominica without someone overseas sending a little change, so perhaps they don’t really see or understand just how raising revenue in Dominica really is. If they believe that taxes and alone can build road, bridges, schools, the things they all demanding then perhaps they should put their name on a list of individuals who are happy to be taxed at a much HIGHER rate. Not even that would do it.

    To the viewers, particularly those who may have been thinking of second passports or know people who are – Lennox did a brilliant job bringing it to their attention. Cheapest passport, small island, friendly governments etc

    To the US authorities who are concerned about security issues – WHAT LENNOX LINTON SAID IS NOT NEWS NOR NEW AND THEY KNOW MORE THAN HE LENNOX DOES!

    Gregor, I read with interest and growing dismay about your letter to Lennox. I should remind your that the national interest transcends the individual interest of any citizen or politician. Lennox, as a patriot, has every right to publicly voice concerns about a program that is destroying Dominica’s reputation and also its values of thrift and industry. If any of your employees was selling the assets of Secret Bay and pocketing a portion of the proceeds of sale, not only would you fire that employee; you would also prosecute him or her to the hilt. And yet you can write a letter to Lennox and then ignore the unimpeachable evidence that much of the proceeds of sale of passports are going into the private coffers of many agents. Have you written a single word to the PM about this Gregor? Have you voiced any concerns about the destination of the $400,000 received from Susan Olde in 2004? Or about the $1.5 million in “passport money” deposited into a private account here? I guess…

You also know that the secrecy with which the CBI programme is administered, is suspect of many things which the DLP cannot put in the open.
    When you bashed LIAT, and turned the airline to ashes, weren’t you aware that DNO is accessible to more than 12+ million Americans? Weren’t you aware that those same Americans could boycott LIAT and cause the only regional airline carrier to go under, thereby bringing economic woes to Dominica, and Secret Bay Hotel?
    When the government of Dominica went global in its decision to retain statutory discrimination against same-sex partners, a decision you damn well know was hurtful to our cruise destination, a decision which reached 7 billion earthlings, did you post an open-letter to the PM?
