PM Skerrit explains situation at Bath Estate apartments

Prime Minister Roosevelt Skerrit has sought to explain why apartments constructed by the government in Bath Estate have not yet been occupied, although he said the matter will be rectified by today (Friday).

According to the Prime Minister, it was originally thought that there were 30 apartments at the complex but it was later learnt that there were 24.

“We thought we had 30 apartments in Bath Estate,” he said on Kairi FM’s “Real Talk” program earlier this week.

The revelation prompted one of the hosts of the show to say, “Somebody wasn’t counting then.”

According to Skerrit, the government had to choose from a long list of people for the apartments based on their circumstances, the children they have, their health conditions, physical state, among others.

“The first go at it, we came up with 45 names, where we have 30 apartments, so you can imagine you have to now remove 15 names,” he said. “We eventually, after couple days, got to 31 and we eventually got to 30. Having got to 30 we are being told, you only have 24 apartments in Bath Estate.”

According to him the government now have to review the list and reduce the names from 30 to 24, which he described as a “difficult task.”

He explained that everyone on the original list of 45, as well as 30 met the criteria.

“The question is who of the 30 you want to remove,” he stated.

Skerrit noted that the commitment is that those who were removed from the Bath Estate list will be given automatic consideration at Elmshall, where more apartments were constructed by the government.

“What we are looking at is to look at the persons prevailing circumstances, there are people who are renting who can hold on the strain still but there are some people who are really in desperate circumstances that we would have to give priority,” he noted.

Skerrit said his government is hoping to settle that issue today.

Recently an online blog page reported that the apartment complex was infested by goats and named it ‘Goatville.’

The apartments were built by the government under its Housing Revolution through a soft loan from the Chinese government.

    it will rot on them before they start to put people in it. Again another elections ploy to make the dummies vote in hopes of getting an apartment. Vote for me and you will get one. hospital being built right next to the old one where sick and dieing people lay in hopes of recovery. The old bridge in Roseau knocked down for over a month now and they yet to start construction. They picking which pot holes to patch and which not to patch, the runway at the airport is a mess from erica, the seawall still allowing sea water onto the road, and the list goes on. BUT mind you as elections comes closer, promise after promise after promise.

    What a joke. The owner doesnt know how many apartments the contractor built for him or her? Whst is amazing is that Roosevelt Skerrit doesnt understand the embarassment but he so bent on trying to make himself the eternal guard and provider that he is publically admitting that he cant manage not even a fowl cage. At some point the government ibspectors would have found out that 6 apartments were missing. Either the buildings are smaller or the apartments are bigger than the design. But i know how this corruption thing works. I know how money disappeared on a certain Venezuela project in the North. In fact the police know whst i am talking about cause at one point they intercepted many thousands of $US leaving the airport and the perpetrators were directly involved in the project. Nuff said

    The facts will show that GIS News did report on Thursday, February 26th, 2015 that
    “Sixty (60) apartments will be made available in the Bath Estate and Elmshall area when the housing project is completed. The project which comprises 36 apartments in Elmshall and 24 in bath estate are all part of Government’s commitment to provide adequate, affordable housing to Dominican people, through its Housing Revolution Programme”. The latest announcement by the PM does not add up. No mention has been made of the allocations earmarked for Elmshall in one breath but talk about Bath Estate is mentioned in another.

Well wait for more lies about the Morrocan Hotel why it can’t be completed; and the link road at Petit Soufierre; and the second wing of the Dominica Grammer Schoolunder the first 300 million dollar project. In fact that look like it dead because not even the front of the so called New wing can be properly landscaped. Well the youth better not look for the practice ground in Roseau that was promised to them for votes over the last couple years. I see they building quarters for the Chinese on the site.     The government should not be the one choosing persons. It should be an independent committee. Maybe the bath estate council or some sort of committee.
    This would allow fairness but hey it’s Dominica you are talking about. The place is extremely corrupt, the government are heartless and incompetent .

    Well, error count…hmmm. maybe it is the truth or maybe it isn’t. but we DA people have to look at the positive side of it. these people that are getting these partments had everything and now they have somewhere to live. they are hoping they will be the ones chosen to get an apartment and hopefully all the remaining get elmshall. DA people be mindful of them before we make all these horrible comments. the error is already made, now lets move forwards and see how every family gets a place to stay. blame the contraction company that build it. they are the ones to blame.

    Someone or some people made an error in the number of apartments. The one who constructed it should know how this occurred. Was it an error? This explanation should be forthcoming from the one who constructed the building.

    This is just to show that Diminica will not go anywhere.
    In the u.s, when government help people in need (SECTION 8) as it’s called. IT IS NOT FREE!! The government pays portion and the tenant is responsible for the other portion. Why do they have to give them FREE apartments in D.A is beyond me.. thats why that stupid place will no NO WHERE!!

Every country has it’s ups and downs. I don’t know where you got your information from about ‘SECTION 8’ in the U.S. People do live for free under SECTION 8, depending on one’s income and or life circumstances…. they may or may not have to pay anything. And, those under ‘ SECTION 8’ are not going anywhere either. All they do is destroy a place, putting more expense on the gov’t and hard working individuals like me who have to work my ……..off just to pay more taxes at the end of the year so they can get the money to maintain some of the con artists who rip off the gov’t

      Likewise in Canada. They pay a certain percentage of their income. This is what this government should do. They should not be given free housing. In the long run the money charged could eventually pay for the cost of the building and maintenance. I do think the PM should consider this.

Threats have been made by some poto labor Party members to leave the party if the promise made to them about getting an apartment is not kept. When politicians and ministers gets involved in things they do not have a clue about,this is what happens.     I don’t think I have heard more nonsense in my life. The building had to have been constructed according to the plans. You cannot have a plan for 30 apartments and decide at the last minute to build 24. Not only that you only find out after the building is finished that you are short 6?

    Are you trying to tell me that the building was constructed without an architectural plan?

    Had the plan been thoroughly reviewed by the contractor the number of apartments would have been known from the outset, before the foundation was even laid.

    This is a rather lame excuse.

A simple issue like sorting through 40 names to arrive at the first 26 most deserving have to take weeks? didn’t they have application forms with the peoples situation in-front of them? How does a simple elimination process, on the basis of need or lack of take all that time for 45 applicants?

    No one nothing happens in that country, at that pace snails will walk past us! Dominican’s Skerrit is truly a representation of the TYPICAL Dominican!

You’re supposed to know that kind of thing from since the planning phase smh. So how was the monies for the construction calculated? Wasn’t it based on how many rooms would be built. Unbelievable

      They are not talking about rooms, they are talking about apartment, most times an apt. would consist of 2 or 3 rooms, therefore that complex could consist of about 80 to 90 rooms.

        Where in the world have you seen that? I suppose only in Dominica! BEB when people are talking about apartments they are actually talking about a series of houses attached together forming one building with separate entrances.

        Therefore you can be living in a apartment which consists of two bedrooms, a kitchen living room one or two bath rooms. There are also apartments consisting of five bedrooms, three and a half bath rooms kitchen, living and dining room and a service porch okay!

        And say I told you because I own some and rent to people; that is how I earn money since my retirement. Condominiums and Town Houses are the same except the water, and sewer systems are separate, that is why I was amused when Skerrit told people to buy apartments.

        In an apartment building all of the toilets, and drainage are discharged in one line, the water line to every unit is simply branched off from one supply line…

    The Prime Minister said they thought that that there were thirty apartments in Bath Estate and Thirty apartments in Emshall. However, it turned out that there are 24 in Bath Estate and thirty six in Emshall and the sewer lines for Emshall was destroyed br tropical storm Erika.

    Lies alone mister talking. my padner in housing had tell me they had over 800 people that had apply for those apartments.

    That short list of 30 could have done two years ago…that delay was a pure politics move to see who labour and who workers.
