Prime Minister Roosevelt Skerrit has announced that his government has discontinued the granting of citizenship to citizens of distant regions in Iraq, Belarus, and Russia.
Last month the British Home Office said nationals from Dominica who intend to travel to the United Kingdom (UK) must now apply for a visa due to changes in that country’s immigration regime. It was done due to concerns over the island’s (and another country, Vanuata) Citizenship by Investment Program (CBI).
“Careful consideration of Dominica’s and Vanuatu’s operation of a citizenship by investment scheme has shown clear and evident abuse of the scheme, including the granting of citizenship to individuals known to pose a risk to the UK,” Home Secretary, Suella Braverman, said in a statement to the British parliament.
The new visa regime took effect on July 19.
“We have discontinued the granting of citizenship to citizens of distant regions in Iraq, Belarus and Russia,” he revealed. “As a matter of fact, we are the first country that stopped accepting applications from Belarus and Russia.”
He continued, “We’ve issued regulations to restrict the changing of names by citizens because that was one of the concerns raised by the British, that they felt it was too easy for citizens to change their names in Dominica and on my request and with the advice of the attorney general we are putting systems in place to make it more difficult to change their names.”
The Prime Minister explained that all its CBI staff received anti-money laundering and countering terrorism financing training from a United States (US) based firm.
“We restricted the Citizenship By Investment Unit and engaged an expert compliance officer to ensure all procedures are updated and quality control is strictly followed and our IT [Information Technology] system is upgraded,” he revealed.
Furthermore, he indicated that his government issued notices of its intention to revoke the citizenship of citizens who made false declarations or misrepresentations regarding their applications for visas in partner countries.
“This is part of Dominica’s legal requirement,” Mr. Skerrit stated. “We introduced biometric traveling documents to improve security and revised and updated a certificate of naturalization, including by increasing its security features.”
He went on to state that in addition to the due diligence checks conducted by the international firms in the US and the UK along with the JRCC, “we engaged Dominica’s Financial Intelligence Unit to assist with the due diligence process.”
“We also developed a new robust risk assessment and engaged firms in the US or the UK to commence interviews of all CBI applicants,” Mr. Skerrit explained.
The Budget debate resumes at 10 a.m. today.
As long as Skeritt and especially Anthony Haiden are in the business nothing will change. Dominica’s CBI program, is completely dead after UK decision, nobody will apply as other coutries in the region can offer more stability. Till the moment those two clear their heads no changes are expected.

CBI gave the opportunity to give EVERY HOUSEHOLD in DA EC$1,000 per month and instead you chose to reward your wife and associates with lucrative jobs like $100,000 for a an ambassadorship and handing out large sums of money up to $1M to your acolytes and women and children who took your fancy. You have squandered the wealth of Dominica with your greed.
Sadly this security measures wasn’t before the Brits imposed visa restrictions on we the lovely Dominican people. We’ll let’s see what happen from here …….

OVERSEAS DOMINICAN SCHOLARSHIP PROGRAM students have been notified that over $8M is outstanding in fees and they will not receive their certificates nor be able to attend further classes until this bill os settled.
Students are having to fork out from their own pockets to gain their certificates.
THE DOMINICA INTERNATIONAL AIRPORT was initially costed out at $672M but suddenly the price increased to $1B. Where did this extra money go to? Were there any backhanders given for the awarding of the project by the contractors? Thirdly, The houses were built to a sub-standard condition by the subcontractors, with sewage flowing when it rains and roofs leaking and concrete cracking. I think that is a perfect example of TOFU-DREG building as is the norm in China, where everyone pockets money on the construction all the way down to the final construction when the cheapest possible methods are used to build the project . A European couple, with a background in agriculture and family links to the Caribbean, recently visited Dominica with the view of purchasing land suitable for farming. The agents they contacted could not show them anything suitable for their needs and the lawyer they turned to for advice was principally interested in selling them CBI passports.

They not only need to restrict the CBI programme applications made from these country but for persons of those nationalities, who could be based anywhere across the globe. In fact, due diligence is absolutely necessary for ALL applications.
Also, when will all the investment funds be transferred to Dominica (Host Country)? This is just as important as putting the new due diligence measures in place. Getting the CBI programme investment funds back and accurately accounted for into the PUBLIC purse is paramount.
